The meeting was called to order at 7s00 P.~4, with the following members
present: Acting Mayor Warkentien, Clerk Strandquist, Councilmen Black,
Warkentien and Stone. Absent: Mayor Nilsen. Also present were Attorney
Kyle, Engineer Lemberg and Treasurer Olsen.
Minutes: Black moved, seconded by Warkentien that the minutes of
the meeting of October 22, 1966 be approved. Carried.
ffiack moved, seconded by Strandquist that the minutes of
the meeting of October 29, 1966 be approved. Carried.
Black moved, seconded by Strandquist that the minutes of
the meeting of November 9, 1966 be approved. Carried.
Black moved, seconded by Strandquist that the minutes of
the meeting of November 23, 1966 be approved. Carried.
Black moved, seconded by Warkentien that the minutes of
the meeting of December 7, 1966 be approved. Carried.
Kenneth Quarn Kenneth Quarn waspr went to make regular report of
Maintenance Dept. maintenance department activities. Traffic counters are

Paul Coppini. Coppini's letter under date of December 10, 1966 was
letter regarding read and was in regard to the Village employees and the
Teamster's Unions Teamsters Union.
Road and Bridge County Auditor's letter of November 28, 1966 stated
Fund - 1966s that Commissioners of Ramsey County had authorized an
apportionment of X1,722.38 in the County's 1966 Road
and Bridge fund to this Vi.].lage for the construction end
maintenance of streets, roads and bridges.
Northome Shopping Letter under date of December 13, 1966 signed by Donald
Center, Inc. 0. Julen of the Northome Shopping Center, Inc. stated in
Parking area in part that they felt it would be impossible to go through
rears the zoning procedure according to Village ordinance.
Request was made that this property be reviewed as to
area and present use aid council grant conditional use
permit for parking and for access and egress for vehicle
movement. Clerk was instructed to send conditional use
form which they should complete and submit, whereupon it
shall be referred to the Village Planning Commission for
review and recommendation.
N.E. Area Storm Engineer's letter of December 1l~, 1966 showed breakdown
Sewer Project 65-1 of actual costs of, the Northeast Storm Sewer Project as
Actual Cost determined by the completed projects constructed by the
Apportionment: Village o~ Falcon Heights as per the original agreement
with the Village of Roseville and Ramsey County.
Black moved, seconded by Stone that the Villa ge Council

Seer Project 65-1 Northeast Storm Sewer Project 65-1 as provided

State Fair Mi.nit Black stated that the Planning Commission of
Car Nash Advertising Falcon Heights has verbally recommended that the
Signs conditional use request of Signerafters Inc. on
. behalf of the State Fair Minh Car 1~ash be granted
subject to the_Village Engineer's approval.
Black moved that .the above stated conditional use
request for an advertising sign to be installed
between the gas pumps at the State Fair hiinit

Robert Hall Store Black introduced the following resolution and

the Robert Hall Store at 1639 West I,arpenteur
Avenue has made combined application for condi-
tional use and variance and filed the same with
the Village of Falcon Heights along with the
fee of X5.00 and

the Planning Commission of Falcon Heights, and
~7HEL~E,AS, the Planning Commission has
recommended that said application be granted,
NCA~t, THE~EE'ORE, BE IT RESOLVED that the
Village Council of Falcon Heights grants the conditional
use and vari.ancd application made by Urban Sign Company
on behalf of the Robert Ha1,7. Store on property described
at 1639 Vest Larpenteur Avenue within the Village of
Falcon Heights, which property is presently zoned as
B-2 all under the provisions of Section 16.05 Ordinance
No. 6l~. Granting of these combined permits wi11 a11o~r
the Urban Sign Company to erect an additional advertising
sign to be located on the present sign standard with
dimensions of four feet by eight feets and is subject
to the permanent removal of the tyro other smaller signs
presently existing on the standard at the aite, Motion
was duly seconded by Strandquist. Upon a vote being
taken, the following voted in favor.. thereof s 'U~arkentien,
Black, Stone and Strandquist and the following voted

Recreations 1966 Black moved, seconded by Stone that the Village
Permanent Improvements Council authorize the Village Treasurer to invest
Fund: ~ in U. S. Treasury Obligations the present unexpended
amount.., of ~3s~7 in the 1966 General fund account
entitled Recreation: Permanent Improvements. Ayers

State Fair Car Wash Strandquist stated he would contact the State Fair
and Standard 03.1 ~3in;it Car ~~'ash and the Standard Oil Service Station
Service Stations regarding the approaches-and driveways into and out of
both-businesses. The slippery condition of said
driveways is dangerous.
N, E. Area Storm Surer Black moved seconded by Stone that the Village
1965-1 -Investment Treasurer be authorized to make investments of up to
of Fancies. X30,000 from the Northeast Area Storm Surer 165-1
. Project in U. S. Treasury Bonds and U. S. Treasury
B311s to mature pn March 31, 1967, September 30, 1967
and December 31, 1967. Ayes: A11. Nays: None.
Motion was carried.
