MELTING OF DECEMBER 21, 1966
The meeting was called to order at g:00 P.M. with the following members
present: Mayor Nilsen, Clerk Strandquist, Councilmen Stone, Warkentien
and Black. Also present were Attorney Kyle, Engineer Lemberg, Roy P'.
Klatt and Dr. Gus Hard.
Roll was called by Clerk Strandquist.
The purpose of the meeting was to consider sub-
division of two pieces of property:
Klatt Subdivision: 1. The request of Roy P. Klatt, .Administrator of
the Estate of Conrad R. Klatt, Deceased, for sub-
division and platting of the following described
real estate pursuant to the provisions of Ordinance
69: The North 2 of the West 16 acres of the East
24 acres of the NE 2 of the SW 4 of Section 15,
Township 29 N, Range 23 W, except K1att~s Addition
and subject to Roselawn Avenue and Ruggles Street;
and the West 99 feet of the North z of the East g
acres of the NE 4 of the SW 4 of Section 15, T 29 N,
R 23 W, subject to Roselawn Avenue and Ruggles Street.
Councilman Black moved that the application concern-
ing the estate of .Conrad R. Klatt for subdivision of
the property be granted conditioned upon dedication
of a 10 foot strip of the south side of Roselawn to
Ramsey County, and also conditioned upon the dedica-
tion of sufficient property to the public for Shel-
don Street, and with the condition that utility ease-
ments be granted as indicated on the final plat
submitted by the divider to Ramsey County for possible
street widening purposes.
The motion was seconded by Councilman Warkentien
and unanimously carried.
Pothen Subdivision: 2. The request of Nicholas Pothen, Jr. for sub-
di-vision of an existing tract of land by metes and
bounds description, pursuant to the provisions of
O'r•dinance No. 69, said land being described as fol-
lows: That Part of the North 2 of the East g acres
of the East 2L,, acres of the NE 4 of the SW 4 of
Section 5, Township 29, Range 23, lying westerly of
Hamline Avenue.
Councilman Black moved to approve the application
of Nicholas Pothen, Jr. for permission to subdivide
the property described above. Said subdivision shall
consist of permission to convey by metes and bounds
description the following described portion of the
property above described: The Westerly 99 feet of
the North Half of the East (N 2 of the E) Eight (g)
acres of the East 21~, acres of the Northeast Quarter
of the Southwest Quarter (NE 4 of SW 4) of Section
15, Township 29, Range 23.
The motion was seconded by Councilman Stone and
unanimously carried.

Unclaimed Bikes It was stated that Kenneth Qu.arn, maintenance man, reports
that he has four bikes which were picked up in Falcon Heights.
It was decided that a note to this effect be sent to the
Suburban Life and the St. Paul and Minneapolis newspapers.
Roseville Bill Clerk Strandquist stated that a bill for X23,036.56 has been
for Storm Sewer received from the Village of Roseville for Falcon Heights'
Improvement share of storm sewer improvement. It was agreed to retain
our check until their check is received by us.
Proposed Tree Clerk Strandquist reported receiving from Briggs and Morgan
Ordinance six copies of a proposed tree ordinance. It was agreed to
refer the matter to Dr. Hard for his opinion.
State Fair Car Councilman Black moved that a conditional use permit be
Wash Sign granted the State Fair Car Wash, 1693 Snelling Avenue North,
for erection of a Phillips 66 plastic illuminated sign, size
6' x 6', said conditional use request having received earlier
approval by the Falcon Heights Planning Commission. Such per-
mission is subject to a recommendation and report by Falcon
Heights Village Engineer. The motion was seconded by Council-
man Stone and passed unanimously.
Registration Fee Councilman Black stated that the Minnesota State Bar Associa-
- Councilman Black Lion is offering a course of instruction on municipal problems
dealing with planning and zoning. It is to be held in Minnea-
polis in January 1967. Councilman Warkentien moved that the
Village pay the X25.00 registration fee involved for Council-
man Black to attend. The motion was seconded by Councilman
Stone and passed unanimously.
Treasury Bill Clerk Strandquist moved that Treasurer Bill Olson be author-

The motion was seconded by Councilman Black and passed unan-
imously.

Adjournment At 11:00 P.M. Councilman Stone moved that the meeting be ad-
journed. The motion was seconded by Councilman Black and
passed unanimously.
