Oaths of Office Administereds Law 'Enforcement Services Agreements ~ ~~ ~~;1 a ~. , ~ a~~ I The oaths of office were administered by Mayor Nilsen to Village Clerk Strandquist,~Justice of the Peace Jerome Beardsley and Councilman William Black who were re-elected to their respective offices on ~*ember $, 1966. p~c. Officers Harmer, Smith and Nordeen were present at the request of the council to discuss the proposed agreement for law enforcement services with the Sheriff of Ramsey County. If agreement is adopted by the Council, the offices of the present law~enforeement employees will be abolished. Discussion which was held is made a part of these minutes by reference and is (in part) on file in the files of the Village Clerk. Attorney Kyle explained contents of proposed agreement between the County of Ramsey and the Village of Falcon Heights. Warkentien moved, seconded by Stone that the following resolution adopteds L"JHERt~11S, the Village Council of Falcon Heights deems it necessary to enter into an agreement with. the County of Ramsey for Law Enforcement Services, N~f, gIEREFORE, BE IT RF~OLVED BY THE VILLAGE COUNCIL OF FALCON HEI(~iTS t 1. The Agreement for Iraw Enforcement 9erviees in form has been, reviewed by the Village Attorney and approved, 2. The Clerk and ~Tayor of the Village of Falcon Heights are hereby authorized to execute said agreement on behalf of the Village of Falcon Heights. Upon a vote being taken the following voted in favor thereofs Nilsen, Strandquist, Warkentien, Stone and Black and the following voted against; None. 1~Thereupon said resolution was adopted. A fifteen minute recess was call.ed~ after tivhich time Couneil was called to order, Flameburger Restaurant: Upon r®quest of the Council, Robert Forster and Curt Forster were present regarding problems behind the Flar~a- burger Restaurant that cause disturbances. ~Zr. Forster stated they have installed. additional lights and_they have signed complaints against three persons involved in dis- turbances. They have also posted notice that the police department has been authorized to pick up anyone caught 2500 loitering or drinking or gambling. Forster stated he will search for some solution. B & Ep Dog - Patrol:. Donald Bona of B & E Dog Patrol was present at request of the Council. He stated that nothing more could be done about dogs running loose unless the council authorized use of warning tickets and summons to owners of dogs. Falcon ,~doods , Playground: Pete iv'IcGough was present to report that the stove at the Falcon Woods playground warming house had exploded. No one was in the warming house at the time. McGough stated h® would put in a louvre and also a plexi-glass window to replace the one shattered. .This stove has not been completely satisfactory since it was purchased two years ago and efforts to replace or satisfactorily repair it shall be undertaken. Appointments for Stone moved, seconded by 1'~rarkentien that the firm of Briggs Year to 1967: and Morgan be retained as Village Attorneys. Motion was carried. Attorneys: Strandquist moved, seconded by Stone that the firm of Engineers: Bonestroo, Rosene, Anderlik and Associates Inc. be retained as consulting engineers. Lotion was carried. Building Nilsen moved seconded by Black that Richard D~agnuson Snspector: be retained as building inspector. Motion was carried. Civil Defense Stone moved, seconded by Warkentien that Paul Loomis and Directors Donald Pantzar be appointed Civil Defense Directors at a salary of X25.00 a month each. Motion was ,carried. Electrical Nilsen moved, seconded by'r'~farkentien that Tad Weisner Inspector: be appointed as Electrical ,Inspector. Motion was carried. Gas Inspector: Strandquist moved, seconded by Nilsen that Frank B. Lha be appointed as Gas inspector. Motion was carried. Planning Black moved seconded by'~1ark~ntien that W. L. Hindermann Commission: and L®o S. Ohman b® re-appointed to eery®_three year terms each. on the Planning Commission. Motion was carried. Plumbing Stone moved, seconded by Black that Richard Alquist be Inspector: appointed as Plumbing Inspector. Motion was carried. Weed Inspector: Warkentien moved, seconded by Black that Kenneth ~u.arn be appointed as Weed Inspector. Motion was carried. Official Stone moved, seconded by Strandquist that the follogring Depository: resolution be adopted; I 1 1 2501. RI{~OLVED that the Falcon Heights State Bank of Falcon Heights, Minnesota be and is hereby designated as a depositor-,~ for the funds of the Village of Falcon Heights and that the Village Treasurer is ~athori.zed to deposit Gen©ral Village Funds. therein to the amount of forty-five thousand dollars (~t~5,000). ¢ k RESOLVED FURTHER that the present collateral furnished ~,~ ~"a b~ the Falcon Hei hts State Bank consisting of forty thousand dollars ~~1t0,000) face value of U. S. Government ` ~ Obligations accompanied by an assignment providing that in ~~ case of default on the part of the Falcon Heights State ~ Bank, the Council has full power and authority to seal b the collateral or so much as may be necessary to realize -" ~~ the full amount due the municipality, is hereby approved, ~ f ~~ said collateral having a market value in excess of 10,E over the amount of the above authorized deposit in excess of the I,^ amount guaranteed by the Federal Deposit Insurance Corp- /~ oration. RESOLVED FURTHER that checks of the Village of Falcon Heights drawn upon. the said bank account shall be honored by said bank only if signed by the Mayor, the Clerk and the Treasurer of the Village of Falcon Heights, Minnesota. RE50LVED FURTHER that this designation shall be effective.. until the end of the present council year. Upon a vote being taken, the resolution was declared unanimously passed and. adopted. Safe Deposit Box: Stone moved, seconded by 'r'+tarkentien to continue renting a safe deposit box at the Falcon Heights State Bank. Motion was carried. Board of Health= Nilsen moved, seconded by Stone that ~2rs. Veronica K~elland be appointed to the Board of Health for three years-, term to expire December 31, 1969. Motion was carried. Police Commissioner:ti~farkentien moved, seconded by Strandquist that Donald E, Arndt be appointed Polic® Commissioner at a monthly salary of X50.00. Motion tras carried. 2502 Acting Mayor Strandquist moved, seconded by Stone that ~darkentien be appointed acting mayor during any absences of Mayor Nilsen. Motion was carried. Municipal Bond Nilsen moved, seconded by Stony that the firm of Juran Consultants and`Moody be appointed as municipal bond consultants. Motion was carried. Representative and Nilsen introduced the following resolution and moved its Alternate to adoptions Ramsey County League of WI-III~EAS, the Village of Falcon Heights is a member in Municipalities: good. standing of the Ramsey County League of Municipalities, and a~IEREA.S, the Village of Falcon Heights desires to continue its participation in the Ramsey County League of Municipalities, NOW, THEREFORE, BE ST I-tESOLV~?: That the Village of Falcon Heights hereby designates William H. Black as its representative to the Ramsey County League of Municipalities for the period of January 1, 1967 to December 31, 1967. BE IT FURT:~;R RESOLVED that the Village of Falcon Heights hereby designates Charles P. Stone as its alternate representative to the Ramsey County League of Municipalities. Strandquist seconded the motion and it was unanimously carried. Further, if Avs. -~,~ere is an amount of snow left after the county plows, the maintenance department is authorized to contact James Pdoore (who is under contract with the village) to remove saw.
