HomeMy WebLinkAboutCCMin_67Feb92509 REGULAR MEETING OF FEBRUARY 9, 1967 The meeting was called to order at 7:00 P,M, with the following members present: Mayor Nilsen, Clerk Strandquist, Councilmen Warkentien, Black and Stone. Also present were Attorney Galvin, Treasurer Olsen and Engineer Lemberg. Mrs. L. Deuthman was present as observer of League of Women Voters.. Cari Carter from Suburban Newspapers was also present. Minutes: Stone moved, seconded by Warkentien that the minutes of the meeting of January 13, 1967 be approved as corrected. Motion was carried. Warkentien moved, seconded by Stone that the minutes of the meeting of January 25, 1967 be approved as corrected. b4otion was carried, Justice of Peace Strandquist moved, seconded by Stone that council approve Bond Approved: U. S. Fiddlity and Guaranty Company bond covering Justice of the Peace Beardsley. Ayes: A11, Nayss None. Motion was carried. Attorney will file copy of bond with the Clerk of District Court and the Secretary of State. Correspondence: Ramsey County Memorandum of January 30, 1967 from Ramsey County League of League Dues: Pdunicipalities stated that dues for 1967 show a ten per cent reduction. Claim for Damage from Snow Plow: Letter dated January 30, 1967 from William K. Schultz, D.D.S. was clai fo da a i d b h m ge r m ncurre y t e snow plow on corner of lot at 1630 Hollywood Court. Snow plow picked up sod and wheels of plow went through middle of Mugo Pines breaking both evergreens in half. Sewer Rate Letter from Jack Stadler of St. Paul Bureau of Valuations Charges 1582 .regarding overcharges made on sewer rental for 1582 Hollywood Hollywood Courts Court, permit number l~61, advised that size of meter has been corrected to show 5~8" meter on Bureau's records. Fire Chief Report:. Fire Chief Al Helbig was present and his report dated February 9, 1967 was read.. Request for council approval to purchase radio equipment for fire trucks was tabled until union negotiations between village and employees are settled and amount of money involved is known, Purchase of nevi Stone moved that the Fire Department be authorized to purchase Light Plant: one new 2500 Watt light plant from Onan Corp. to replace the present light plant which is non-repairable. Fire Chief shall turn over fire department funds in amount of X150.00 to be applied to this purchase and the village share from the general fund account shall not exceed $200.00. Motion. was seconded by ~rdarkentien. Ayes: A11. Nays: None. Motion was carried. Fire Department Discussion was held regarding Helbig's report of February 9 Relief Association which included request that council write to State Senator Pension: Ashbach concerning File Department Relief Association's request to raise pensions. Council members deemed it 2510 advisable for the Fire Chief to obtain an actuarial survey from the State Insurance Corrsnissioner before considering approval of request to raise amount of pension. Correspondences 1967 Directory Memorandum from the League of Minn. Municipalities Minn. Municipal advised that the 1967 Directory of Minn. Municipal Officials Officials is available to members for ~3.00~ Sheriff of Resolution No. 9-85I~6 was included in memorandum from Ramsey County the County Auflitor's Office dated January 23, 1967. Patrol and Resolution approved agreement between Village of Falcon Police Protections Heights and County of Ramsey whereby Sheriff of Ramsey County will provide patrol and police protection under conditions prescribed in said agreement. Transfer of M.SA Letter dated February 3, 1967 from Bonestroo, Rosene, Funds to Larpen- Anderlik and.. Associates transmitted therein nine copies teur-Arona Avenue of Resolution authorizing transfer of Minnesota State Signal Projects Aid Funds in amount of X30,000.00 from Village fund to Ramsey County for Village participation share in the Larpenteur Arona Signal Installation and necessary related geometric changes on Larpenteur Avenue. Snelling Larpenteur Letter of February 3 from Engineer Lemberg recommended Signal Revision - that the Council take necessary action to sign agreement Fire Hydrant with the Highway Department submitted to council on Relocation: January 25, 1967 so the Village will be reimbursed .for the hydrant relocation at Snelling and Larpenteur Avenues. Black moved, seconded by Warkentien that the mayor and. clerk be authorized and directed to execute Agreement bet~reen the State of Minnesota, Department of Highways and the Village of Falcon Heights, Minnesota regarding Relocation of WaterMain Facilities along Trunk Highway 51. Said agreement is numbered 55307 -- S.P. No. 6216-53. Ayes: All. Nayss None. Motion was carried. Arona-Larpenteur Letter of February 3, 1967 from Eng. Lemberg regarding the Intersections plans for installation of traffic signals at intersection of Arona and Larpenteur Avenue stated, in part, that necessary geometric changes on Larpenteur Avenue are also planned in connection with the signal installation. Floyd Snyker Floyd Snyk~r, P.E,, Assistant County Engineer, was present Ramsey County and review was made of maps showing plans for installation Engineers of traffic signals, street lights and geometric changes at Larpenteur Avenue and Arona Street. Plans for Install- Stone moved, seconded by Warkentien that the plans prepared anon of Traffic by the County Engineer for the installation of traffic Signals, Street signals, street lights and geometric changes at Larpenteur Lights and Geometric Avenue and Arona Street be hereby approved subject to the Changes at Larpenteur two minor corrections dealing with geometries to which the and Aronas Village Engineer has called attention. Motion was carried. 1 1 2511 Execution of Agreement between Stone moved that the Mayor and Clerk be authorized to Village of Falcon execute Agreement between the Village of Falcon Heights Heights and Ramsey and Ramsey County for installation of traffic signals, Countys street lights and geometric changes at Larpenteur Avenue and Arona•Street. Seconded by Warkentien. Ayes= A71. Nays: None. Motion was carried. Appropriation of Stone introduced the following resolution and moved its Municipal State adoption: Aid Funds: WHEREAS, the Village Council of the Village of Falcon Heights deems it advisable and necessary for the Village to participate in the cost of certain proposed construction projects on Larpenteur Avenue (also known as C.S.A.H. No.30) all within the limits of said Village, and WHEREAS, said proposed construction projects have been approved by the Department of Highways and identified in its records as S.A.P. No. 62-630-09 and 62-030-10, and WHEREAS, said plans and proposed projects have been reviewed by the Village and its agents, NOW, WHEREFORE, BE IT RESOLVED: That the Village of Falcon Heights does hereby appropriate from its Municipal State Aid Street Funds the sum of Thirty Thousand(~30,000) dollars to apply toward the construction of said proposed projects and request the Commissioner of Highways to approve the action taken by this resolution. Seconded by Black. Ayes: A11. Nays: None. Motion was carried. Roy P. K1att Klatt's Second Letter from Roy P. Klatt dated February 9, 1967 requested Addition: the Council to take such appropriate action as is necessary for installation of water, sewer and street in Klatt's Addition No. 2. Feasibility Study Black introduced the following resolution and moved its for Improvement adoption: of Sheldon Street Klatt's Additions WHEREAS, it is anticipated that a petition will be .filed to improve the proposed Sheldon Street all as is more fully shown on the proposed plat for Klatt's Addition No. 2 between Ruggles Avenue and Roselawn Avenue as said streets are presently platted to provide for a driving surface and improve same by construction of blacktop pavement and con- . struction of concrete gutters and curbs, said construction to include proper drainage of Sheldon Street, and to assess the benefited property for all or a portion of the cost of said improvements pursuant to the laws of Minnesota, Chapter l~29. Nom, THEREFORE, BE IT RESOLVED BY THE Village Council of Falcon Heights, Minnesota that the proposed improvement be referred to Bonestroo, Rosene, Anderlik and Associates for study and that they are instructed to report to the Council in a preliminary way as to whether the proposed 2512 Feasibility Study for Improvement of Sheldon Street by Installation of Sanitary Sewers Municipal Water Services for Sheldon Street and Villages improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended. Motion was duly seconded by Stone. Whereupon a vote was taken and the following voted for same: Nilsen, Strandquist, Stone, Black and Warkentien, and the following voted. against same: None. Resolution was declared adopted. Funds Available Treasurer Olsen advised that funds are now available for for Investments investment from the following funds and recommended purchase of treasury bills as follows: Larpenteur Ave. W/M and Pumping Station to mature in one year ~1~,000.00 WaterMain and Sanitary Sewer of 1963 to mature in one year $4,000.00 Refunding Sanitary Sewer of 1963 to mature on September 15, 1967 $21,000.00 Waterl4Yain Improvement of 1960 No. 1 to mature in one year X3,000.00 Warkentien moved, seconded by Strandquist that the Village Treasurer be authorized to make necessary investments from the various sinking funds based on the recommendation of John Turner, financial consultant at the First National Bank of Saint Paul. Ayes: All. Nays: None.
