REGULAR lU~ETING OF FEBRUARY 23, 1967
The regular meeting was called to order at 7x00 P.M. with the follo:ing'members
present: Mayor Nilsen, Clerk Strandquist, Councilmen 1hTarkentien, Stone and
Hlack. .Also present were Treasurer Olsen, Attorney Kyle, and Engineer Lemberg.
Minutes:' Stone moved, saconded~by Strandquist that the minutes of
. the meeting of February 9, 1967 be approved as corrected.
Ayes: A11. Nays: None. A~otion was carried.
Police Commissioner Police Commission®r Donald Arndt stated that the Rams®y
fteport:_ County Sheriff's Department,,, is interested in purchasing
the Village's radio monitor. Warkentien moved, seconded
by Strandquist that the radio monitor be transferred, as
the other police department equipment was, and the cost
price be credited by Ramsey County to the Village of
Falcon Heights account. Ayes: A11. Nays.: None.
Motion was carried.
Maintenande Dept. Ken Quarn, maintenance department, made report to the
Reports council of his activities. It is noted that there are
still many trees that need care because of damage during
storm. Councilmen agreed it was advisable to keep the
skating rinks open through next week-end or through
March 3, 1967. -

Correspondence:
Nilsen moved, seconded by Stone that the engineer prepare
report with regard to installation of forced main at the
ponding area at Idaho and Snelling Avenues. Said report
shall include estimated cost. Motion eras carried.
Roy P. K1att submitted petition for improvement of Sheldon
Street in the Village of Falcon Heights. Moved by ~farken-
tien, seconded by Stone that petition be referred to
attorney for checking and report. Ayes: All. Nays:
None. Motion was carried.
D.P. Shannon. Letter dated February 1.li., 1967 from Donald P. Shannon
Cleveland Avenue at _recommended that left-turn lanes and left-turn signa3.s
Larpenteur Avenue at the intersection of ~®st Larpenteur and North Cleveland
Signals: be installed. Clerk was instructed to advise Mr. Shannon
that inasmuch as both Avenues are County roads this matter
has been referred to the Ramsey County Engineer.
Transfer of Funds: Stone introduced the following resolution and moved its
adoption:
BE TT RESOLVED by the Village Council of Falcon Heights
that pursuant to the budget adopted for the year 1966_, the
actions of the Village Treasurer in transferring X6,000 from
the Sewer Rental Fund to the General Fund during .the
calendar year 1966 is hereby ratified and confirmed.
Motion was duly seconded. by Strandquist and upon a vote
being taken, resolution was adopted unanimously.

Financial Statement Clerk Strandquist presented to each council member copies of
for Year Ended Financial Statement and Audit for the year ended
December 31,.1966: December 31, 1966. Carl„Pearson, Certified Public
Accountant, was in attendance and review of said.
statement and audit was made. Nilsen moved, seconded
by Stone that the Clerks Financial Statement and Audit
for the year ended December 31, 1966,.be approved by
the Village Gouncil.and the Clerk be authorized to
submit the Financial Statement to the Suburban Life
Newspapers for official publication. Ayes: A11.
Nays: None. &totion was carried.
Form of
Bonds Approved: ~darkentien moved, seconded by Stone that the form of the
three bonds covering the Village Clerk, Deputy Clerk and
Deputy Treasurer, and Assistant Deputy Clerk and Treasurer
be approved. Ayes: A11. Pdayst, None._ Ddotion was
carried.
Coven Harmer'a After discussion regarding (hrren Harmer's request for
Vacation Pay 1965: vacation pay dating back to 1965, council decided that
. Police Commissioner should contact Harmer and report
back to the council.
Apportionment of Strandquist introduced the following resolution and moved
Storm Sewer its adoption:

Klan's Addition: WHEREAS, the Village Council did, on October 5, 1966,
adopt_an assessment roll for the Northeast Storm Sever
Project (65-1); and
~~HEREA-S, said assessment, at t~ze rate of 1.8 cents
per square ,foot, was levied against the following
described property in the 'total amount of ~2,5$7.t~6:
(a) Subj. to Ruggles St. aver S 6 ft. & subj to

Tr"JHEREAS, said tract of land above describes. has
been divided. subsequent to said assessment into two
separate parcels of land; and
VTHEREAS, the Village Council has determined that the
assessment of 2,587.x.6 should be equitably apportioned
between the 2 parcels in the tracts as divided, and that
said apportionment will not materially impair the collection
of the unpaid. balance of the original assessment against
the entire tract.

The foregoing resolution was seconded by Stone and upon
a vote, the following voted for sames Nilsen, Stran dquist,
Black, Warkentien and Stone and the following voted against
same: None. Whereupon said resolution was declared
adopted.
Request for Village Moved by Warkentien, seconded by Black that request of
Hall - District District tt9B Young Republicans be granted for meeting on
49B Young March 13, 1967 at 8:00 P.M. in the Falcon Heights Village
Republicans: Hall. Ayes: All. Nays: None. Motion was carried.
Resolution Stone introduced the following resolution and moved its

inary Report for
Improvements to WHEREAS, the Village Council deems it necessary and
Arona Street expedient that the Village of Falcon Heights construct
between grading, base, bituminous surfacing, curb and gutter and
Larpenteur and related appurtenances on Arona Avenue between Larpenteur
California: and California Avenues, and
WHEREAS, the Council has requested a preliminary
report of Bonestroo, Rosene and Anderlik, Village Consulting
Engineers, and has been advised by said engineers that the
proposed improvements are feasible and should best be made
as proposed;
NOW, THEREFORE, BE IT RESOLVED BY the Village Council
of the Village of Falcon Heights, Minnesota:
1. Said preliminary report is hereby received and
ordered placed on file with the Village Clerk.
2. The Council shall determine, at a later date,
the time and place for the holding of a public hearing on
said proposed improvements.
Motion for adoption of the foregoing resolution was duly
seconded by Warkentien and ubon a vote being taken thereon,
the following voted in favor thereofs Nilsen, Strandquist
Stone, Warkentien and B]~~a ck and the following voted
against the same: None. Whereupon said resolution was
duly declared passed and adopted.
Lemberg stated that estimated cost of project is $18,018 and
from that Minnesota State Aid Funds would be applied in
amount of X16,818 and $1,200 would be assessed.

Special Meeting - A special meeting with the businessmen on Larpenteur
Businessmen and and Snelling Avenues has been set for March 2, 1967
Council: at 7:30 P.M. to discuss signal revisions and geometric
changes that will affect Larpenteur Avenue Arona
to Fry Street.
Fire Marshal Report Letter from Village Fire Marshal Bert Slama pertaining
on Apartment to apartment building located at 1510 West Larpenteur,
Building -1510 which was first inspected on February 3, 1967 stated
W, Larpenteur Ave.: the fire extinguisher on the premises is old and out
of date and should be replaced. Also, the fire door on
the furnace needs repair inasmuch as it does not close
properly. Premises were subsequently inspected on
February 21, 1967 and it appears that no action has
been taken by owner to correct the irregularities. It
xas moved by Stone, seconded by Warkentien that Clerk
be authorized to direct letter to owner, Pllr. Albert
Levine, 1.1.10 Saint Dennis Court, advising that these
two irregularities must be remedied. Ayes: All.
Nays: None. Pdotion was carried,
Purchase Requisition Moved by Stone, seconded by Nilsen that the Fire Dept,
Fire Department - be authorized to purchase two dozen pair gloves #391,
Clovess Edmond Winter Fireball Red at X21.85 per dozen to replace
gloves burned. Ayes: All. Nays: None. Motion was
carried.
Bills: Stone moved, seconded by Strandquist that the following
bills be paid, Motion was carried,

Mutual Service Ins. Co. -payment after audit 399.x.

Adjournment: Upon motion, the meeting was adjourned at 12:15 a. m.
