HomeMy WebLinkAboutCCMin_67Jun8REGULAR MEETING OF JUNE 8, 1967 2563 The meeting was called to order at 7:00 P.M, with the following members present: Mayor Nilsen, Councilmen Stone, Black and W arkentien. Absent: Clerk Strandquist• Also present were Treasurer Olsen, Attorney Kyle and Engineer Lemberg. Mrs. Adam Ackerman and Mrs. Arvie Ackerman were present and stated their views on dust conditions in Hollywood Court created by trucks and work being done on the Fair Grounds. r~2inutes: Stone moved, seconded by Black that the minutes of the meeting of May 25, 1967 ~e approved. Ayes: All. Nays: None. Motion was carried. Correspondence: Letter from Governor LeVander addressed to Mayor Nilsen was request for names of persons who would be willing and Metropolitan quali:i'i-.e d to serve on the newly created Metropolitan Council. Councils Notice was received of the First Annual Meeting of the League of Minn. Metropolitan Section of the League of Minnesota Municipali- Municipalities: ties which is to be held on June 29, 1967. Weed Notice Warkentien moved that Mayor Nilsen and Clerk Strandquist Publication: be authorized to sign statement stating this Village will pay its proportionate share of weed notice publications for the year 1967. Seconded by Black and carried. Police Commissioner Donald Arndt, Police Commissioner, was present and reviewed Reports: law enforcement activities. Agreement with Stone moved, seconded by Black that the Agreement between Teamster's Union: the Teamster's Union and the Village of Falcon Heights as drawn up and presented to the coundil be amended in part a~ follows: (a) Paragraph (C) on page 2, the words 'see addendum' should be stricken and the following inserted thereof: (C) Administrative Department: 1. Assistant Deputy Clerk-Treasurers (a) 7_La.2 work week with the hours of employment to be fixed by the village council. 2. Deputy Clerk-Treasurer: (a) A ~.0 hour work week with the hours of employment to be fined by the village council. (b) The last paragraph of page 2 shall be changed to provide that fire fighter on duty from 8:00 a. m. of any holiday to th following morning at 8:00 a. m. shall be afforded holiday pay at twice the hourly rate for the twenty-four hours. Fire Fighters off duty on holidays shall receive no extra compen- sation for such holidays. (c) Amend Section C on page 2 by striking the words 'payment from' and inserting the words 'use of'. 256l~ Agreement with (d) Addendum shall be completely stricken from the Teamster's Union: contract. (continued) Upon a vote being taken, the motion was unanimously carried. Stone moved, seconded by Black that the Mayor be authorized to execute aforementioned Agreement as amended on behalf of the Village of Falcon Heights Council. Ayes: All. Nays: None. Motion was carried. Retroactive Pay to Stone moved, seconded by Warkentien that retroactive pay Village Employeess dhecks for the six village employees belonging to the union may be released as aoon as the Agreement as amended has been completely executed by the union representative and the Mayor. Ayes: All, Nays: None. Motion was carried. Street Maintenance and Black introduced the following resolution and moved its Seal Coat Project 67-2: adoptions Bids: WHEREAS, pursuant to an advertisement for bids for the Village Street Maintenance and Seal Coat Project which involves all village streets north of Larpenteur Avenue east of Snelling Avenue, bids were received and opened on June 7, 1967, tabulated according to law, and the following bids were received. complying with the advertisement: Armor Coat Company, Inc. X9,518.50 Dunkley Surfacing Company 10,?_30.00 Allied Blacktop 10,630.50 C. S. McCrossan, Ine. 11,140.25 Bituminous Surface Treating Company 12,547.50 Blacktop Construction 13,384.25 and WHEREAS, it appears that Armor Coat Company, Inc of St. Paul, Minnesota is ?-.he lowest responsible bidder, NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL of Falcon Heights, Minnesota: 1. The mayor and clerk are hereby authorized and directed to enter into the aforesaid contract with Armor Coat Company, Inc. of St. Paul, Minnesota in the name of the Village of Falcon Heights for the Village Street Mainten- ance and Seal Coat Project according to the plans and specifi- cations therefor approved bythe Village Council and on file in the office of the Village Clerk. 2. The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder sha11 be retained until a contract has been signed. Adopted by the Village Council this 8th day of June, 1967. Motion was duly seconded bar Warkentien and upon a vote being taken, the following voted for same: Nilsen, Stone, Black and Warkentien and the following voted against same: Nane. The mayor and clerk are hereby authorized and directed to enter into the contract with F. D. Chapman Construction Company and Associated Contracting Company (a joint venture) in the name of the Village of Falcon Heights for the Sanitary Sewer and WaterMain Extension Project according to the plans and specifications therefor approved by the village council and on file in the office of the village clerk. 2. The village clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. Whereupon said resolution was adopted by the village council this 8th day of June, 1967. 2566 Final Plat Stone introduced the following resolution and moved its Lindig~s Addition adoptions No. 3: WHEREAS, Arthur A. Lindig and Lillian E. Lindig have presented a final plat known as Lindig~s Addition No. 3, to the Village of Falcon Heights, and iNHER~.:AS, the Village Counci.l,. of Falcon Heights has referred preliminary plat to the Planning Commission on June 22, 1966 for its study, review and recommendation, and WHEREAS, said Planning Commission has approved the acceptance of said plat to the Village Council, and WHEREAS, pursuant to-.due call and notice, Public Hearing was held on July 27, 1966, and continued until August 10, 1966 at which time preliminary plat was approved subject to insertion of five foot easement for drainage and utilities and also subject to submission of final plat for council. approval, Nil', THER~'ORE, BE IT RISOLVED that the Village Council. of Falcon Heights hereby approved the final plat Down as Lindigts Addition No. 3, Falcon Heights, Ramsey County, Minnesota as submitted to the Council on June 8,.1967 and hereby authorizes the Mayor and Clerk of said Village to execute said plat on behalf of the Village of Falcon Heights. WaterMain Improve- ment 1963 - Univ. The 1967 Session of the Minnesota Legislature has appropriated of Minnesota. the sum of X10,558.21 in payment of the claim of the Village Assessment= of Falcon Heights against the State for Water r~lain Improvement Legislature and Assessment against the University of Minnesota.. Ptloved by Appropriates Stone, seconded by Warkentien that the Mayor and Clerk be Sum for authorized to sign Release prepared by the Attorney GeneralRs Payments Office, for and on behalf of the Village of Falcon Heights.- . Ayes: All. ,Nays: None. Motion was carried. Julia Lndig~s Art Lindig was advised that with regard to Julia Lindig~s Property: property north of his property up to Roselawn Avenue -any person interested in buying arty of it should be advised to come to the Village Council to discuss possibilities for use of same. Building permits cannot be issued for most of this property because it is currently needed for temporary drainage pond. Gottfried Pits Lemberg stated that he had reviewed a preliminary plan concerning a proposed flume to be installed at Gottfried~s Pit which would cost about $21,000 and cost would be shared equally between Roseville, Ramsey County and the Village of Falcon Heights. 1 1 f 2567 Bills: Black moved, seconded by Nilsen tkiat the following bills be paid= Motion was carried.
