Absent: Mayor Nilsen. ,Also present were Treasurer Olsen, Engineer Lemberg and Attorney Ryle. Minutess Stone moved seconded by Black that the minutes of the meeting of June 22, 1967 be approved. Ayes: A]1. Nayss None. Motion was carried. _ „ 1 1 Correspondence Ramsey County Letter under date of July 5, 1967 from Frank Paskewitz, Historical Chairman of the School. House Committee of the Ramsey Societys County Historical Society stated the school house project has been completed. Appreciation was expressed to council for cooperation given. Juran and Moody Letter under date of June 26 addressed to Mayor Nilsen Municipal Bonds concerned inclusion o.f the tax levy for the 1966_Northeast N.E. Storm Sewer Area Storm Sewer Project financing on the over-all tax Project 66-1t levy chart._ Project 67-1 Copy of letter from County Auditor to County Engineer N.E. Sanitary tinder date of July 10, 1967.,, advised that Board of County Serer and Engineers approved construction of water and serer Water Mains extensions in the rights of way of county roads, Letter from Lyle H. Smith, acting director Minnesota Pollution Control. Agency under date of June 30 acknowledged receipt of_plans and specifications for.sexerage facilities in this village. In that agencyss opinion, the plans are satisfactory and will be submitted to the Minnesota Pollution Control Agency with recommendation that approval and permit for construction be granted. Metropolitan Letter from County Auditor addressed to Mayor Nilsen Transit concerned meeting of chief executives of all. municipalities Gommissi.ons to elect three nominees for position of Commissioner to represent Ramsey County orr newly created., Metropolitan Transit Commission. Maurice A. Rice Letter dated July 5, 1967 from Maurice A. Rice, stated Complaint there is an unsightly accumulation of rubbish, ®ld bed Regarding springs, etc. next to the row of garages at the rear of Accumulation of 1510 West Larpenteur Avenue. Request was made that Rubbish: owners be notified to,clean this accumulation and also . keep the general area and buildings clean. Ramsey County Letter dated June 23, 1967 from County Auditor enclosed Directory 1967s copies of the .1967 Ramsey County Directory of County, City, _ Village, Torn and School District.Officers. 2586 WIND STORM 5trandquist introduced the following resolution and Damaged Treess moved its adoptions WHEREAS, a violent and unprecedented windstorm occurred within the Village of Falcon Heights on June 30, 1967 causing damage to ..public. and private properties, and 1NHEREAS, numerous trees on the boulevard within the Village of Falcon Heights were destroyed or seriously. damaged by said storm, and WHEREAS, the Village Council deems it necessary and desirable that said boulevard trees be removed NOWT THEF~'ORE, BE IT RESOLVED BY THE V7ZLAGE COUNC7Z of Falcon Heights ~ b~.nnesota: 1. The Village shall remove all downed boulevard trees at the expense of said village. 2. The Village shall remove. all boulevard trees which are damaged to such an extent so as to present a hazard to the safety of the residents of the village or shall present a hazard to other trees by reason of susceptibility to disease. 3. All replacement of trees removed from the boulevard shall be accomplished at the expense of the land owner. !~. Replacement of aRY removed trees by the land owners must be done in accordance with the provisions of Ordinance No. 59 which provides that all boulevard planting shall be done only upon the approval of the village engineer and further specified in Section 8 certain types of trees which are prohibited on boulevards, 5. Trees which are to be replaced should be of a variety recommended by the village tree consultant, and list of such trees is on file in the office of the Village Clerk. I~tion was duly seconded by Stone and upon a vote being taken thereon, the following voted for same: Warkentien~ Strandquist~ Stone and Black and the following voted against same; None. Whereupon; said resolution was declared duly .passed and adopted. Disaster Relief Councilmen were unanimous in their opinion that the Vi],lage Funds due to of Falcon Heights will not seek nor make application for Windstorms Disaster Relief Funds as provided by the Office of Emergency Planning. Field Inspection of Village Engineer and Tree Consultant Orrin Turnquist (who Trees:. is replacing C. Sewer Improvement 1963 Treasury Bills to mature June 30, 1968 from the Water Sinking Fund: Main and Sanitary Sewer Improvement 1963 Sinking Fund. Ayes: Warkentien, Stone, Black and Strandquist. Nays: None. Motion was carried.. Don Nelson Mr. and Mrs. Don Nelson were present at request of council 1627 Hollywood Court due to oral complaint received regarding rabbits that the Rabbits: ~ Nelsons are raising. Council was recessed so councilmen could view the property and determine if there were violations of village ordinances. After meeting was called back to order, it was agreed_by councilmen that there were no violations. Ordinance No. 80 Due to legislative changes, Warkentien moved, seconded Highways: by Stone that Ordinance No. 80 entitled ~~An Ordinance . Regulating the Use of Highways Within the Village of Falcon Heights Incorporating Provisions of the Minnesota Highway. Traffic_Regul.ation Act and the Minnesota Drivers License Act by reference, imposing Penalties for the - Violation Thereof and Repealing Ordinance No. 72~~ be adopted by the Village Council. pin a vote being taken thereon the motion was carried unanimously. Clerk was instructed to send copy of Ordinance No. 80 to the Ramsey County Sheri.ffts Department calling special attention to Section 5 of same. Acting b7ayor Strandquist moved, seconded by Stone that inasmuch as Warkentien authorized Mayor Nilsen~is absent from this meeting, Warkentien be to sign checks; f authorized to sign payroll checks and that Falcon Heights State Bank be properly notified as to authorized signatures on said checks. Ayess A11. Nays: None. Motion was carried. Engineers Reports Engineer Lemberg advised that the contractor hauling fill into vacant lots No. 7.~ and 15, Barthel Villas has caused Damage is curb and considerable damage to the street. The cost for same shall be billed to the Falcon Heighfis Congregational 1 ~I 1 2589 Engineeris Church inasmuch as its Trustees had made arrangements Report -- with contractor to do the hauling. Ayess All. Nays: None. Motion was carried. Street Sweeping Warkentien moved, seconded by Stone that the Village due to Wind- Engineer be authorized to employ Mike McPhillips to storm Damages sweep where necessary because of the windstorm damage, the streets which are not part of the present street sweeping job in connection with the village seal coating Project. Ayes: All. Nays: None. Motion was carried. Sewer Trouble Engineer advised that Donald Steinkraus, 1776 Simpson 1776 Simplex: Street had reported trouble in the surer at ab®ve address. Engineer contacted Wally Hermes to dig to the sewer lin® on July 15 in an effort try determine what is causing the trouble.
