MEETING OF JULY 27, 1967
The regular meeting was called to order at 7:00 P.M. with the following members
presents Mayor Nilsen, Clerk Strandquist, Councilmen Stone and Black.
Warkentien was present after 9:30 P.M, Also present were Treasurer Olsen,
Engineer Lemberg and Attorney Kyle.
Minutes: Stone moved, seconded by Black that the minutes of the
meeting of July 13, 1967 be approved as submitted. Ayess
A11. Nays:, None. Motion was carried.
License Renewals Having met the requirements, it was moved by Strandquist,
Cigarettes: seconded by Stone and duly carried that the following be
issued Licenses to Se11 at Retail Cigarettes, Cigarette
Papers and Cigarette Wrappers.

Gasoline Filling Having met the requirements, it was moved by Nilsen,
Stations seconded by Black and duly carried that the following be

Sanitary Sewer Trouble Engineer Lembeig's letter of July 27, 1967 concerning
1776 Simpson Street: trouble with sanitary sewer service line at the
Steinkraus' residence, 1776 Simpson Street stated that
roots had enter®d service at two points. Upon Lemberg's
recommendation, Strandquist moved, seconded by Black
that the Village and the property owner divide the cost
of repair evenly. Ayess A11. Nays: None. Motion
was carried.
Variance Appli- Black introduced the following resolution and moved its

Towa Avenue:
WHEREAS, the Sussel Company on behalf of Alfred J.
Fleury has made an application for conditional use, and
filed the same with the Zoning Administrator for the Village
of Falcon Heights along with the fee of $5.00 and
WHEREAS, application is made to allow for building of
a one story detached double garage two feet from rear
property line and two feet from side property line, and
WHEREAS, the matter has been referred to the Planning
Commission for the Village of Falcon Heights, and
WHEREAS, the Planning Commission has recommended that
said application be granted,
NQW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL of
the Village of Falcon Heights grants the conditional use

application made by Sussell Company on behalf of
Alfred Fleury on July 13, 1967 for conditional use
of that property ~.escribed as Lot 22, Block 7~
Northome Second Addition located at 150~.West Iowa
within the Village of Falcon Heights which property
is presently zoned as R 1 all under the provisions
of Sec. 16.05, Ordinance 6!~ subject to the following:
1. Garage shall be located no closer to the
alley than the garage on the adjoining property
to the west.
Motion was seconded by Stone. Ayes: A11. Nayss None.
Motion was carried.
Street Improvement Letter written to Dunkley Surfacing Co., Inc. by
Project 67-3 Engineer Lemberg stated in part thatevery step
Dunkley Surfacing Co.: possible be taken to begin and complete the projects
involved in Improvement 67-3 immediately. Suggestions
were made that construction be pursued in the following
order:
1. Curb and gutter on Hoyt Avenue
2. Arona Avenue construction
3. Sheldon Street o~nstruction.
Sewer Rates: Council has been advised of meeting regarding sewer
rate agreement with the City of Saint Paul which has
been scheduled for 1Os30 a.m. Friday morning July 28,
1967. Councilmen who,. are able. to attend were .urged to
do so.
Engineers Report Engineer Lemberg advised that he has in his possession
for review, the plans for apartment buildings proposed
Larpenteur Manor to be built on the former Killmer Nurseries property
Apartments: at 1700 West Larpenteur Avenus.

Engineer Lemberg~s letter of July 27, 1967 enclosed
Request No. 1 and final payment for Northeast Sanitary
Sewer and WaterMain Project completed by F. D. Chapman
Construction Company. Letter states in part that the
county required considerably more gravel base than
anticipated which resulted in an overrun in the amount
of X973.13.
Strandquist moved, seconded by B1aek, upon recommendation
of Engineer Lemberg, the Northeast Sanitary Sewer and
WaterMain Project 67-1 be accepted and final payment in
the amount of $23,790.118 be made to F. D. Chapman Constr.
Company. Ayes: Nilsen, Strandquist, Black, Stone and
Warkentien. Nays: None. Motion was carried.
Trees Black introduced the following resolution and moved its

Emergency Work
Performed .after WHEREAS, a sudden and unexpected and violent storm
Windstorms occurred within the Village of Falcon Heights on June 30
1967,_ and

WHEREAS, said storm caused severe damage to
property within the village, and caused a large number
of the trees within the village to be damaged and destroyed,
and the trees on the boulevards within the village were
also damaged and destroyed; and power lines within the
village were felled creating danger to the residents of
the village; and
WHEREAS, the damage to and destruction of said trees
on public property created dangerous and hazardous condi-
tions within the Village in that (a) streets and sidewalks
were obstructed by trees so as to prevent free and uninterr-
upted use of said streets and sidewalks, (b) limbs of
trees vrere left hanging and capable of falling on persons,
(c) fallen trees were created attractions and dangers to
younger persons, and
WHEREAS, the above conditions created a state of
emergency within the village, and it became necessary to
correct the situation immediately, and
WHEREAS, the members of the village council, after
meeting and inspection of the village, had determined it
was necessary, expedient and in the best interests of the
Village to remove the damaged and downed trees from public
property immediately, and
WHEREAS, Northland Tree Service Company was contacted
and was available to do the emergency work, and was able
to commence said work immediately, and
WHEREAS, said members agreed that Northland Tree
Service should proceed with emergency work immediately, and
WHEREAS, said work was performed from July 1, 1967
to July 20, 1967, and was completed on July 20, 1967, and
WHEREAS, Northland Tree Service has presented its
statement for services and rendered for said emergency work
in the amount of X7,173.00, which statement the council has
found to be fair and reasonable and that work has been
satisfactorily performed,
NOW, THEREFOF~E, BE IT RESOLVED AS FE3~LLCAAS s
1. The statement of Northland Tree Service in the
amount of X7,173.00 is hereby approved for payment.
2. The action of the members of the council on
contracting for said services are hereby ratified and
confirmed.
Motion was duly seconded by Strandquist and upon a vote
being taken, the following voted for sames Nilsen,
Strandquist, Stohe, Black and Warkentien and the following
voted against same: None. Whereupon said motion was carried
Unfinished Repair Nilsen moved, seconded by Black that the Northland Tree
and Pruning of Service be authorized to complete the necessary limb
Trees: removal, tree .repair and tree removal as a result of the

storm damage and subsequent damage at a cost of
X8,00 per tree for pruning and repair, and $35.00
for tree removal at a total cost estimate of
X1,170.00. Said work shall commence in the
Northome area and all work is to be completed by
no later than September lst, 1967. Ayes: Nilsen,
Strandquist, Black and Stone, Warkentieri. Nayss None.
Motion was carried.
iNo Parking' Signs
on Larpenteur Avenue
from Pascal to Arona:
Petitions signed
by residents:
Three petitions signed by residents affected by the
parking ban on Larpenteur Avenue (since corrnnencement
of Project 67-3) were submitted to the village council
by Mrs. Arlene Colburn. In addition to protesting the
parking ban, requests were made to (1) allow parking
during off-peak hours, (2) remove snow from the alley,
and (3) reduce speed to twenty miles per hour.
Assistant County Engineer Floyd Snyker was present,
listened to residentst problems regarding the parking
ban, and then outlined Ramsey County~s plans for Larp-
enteur Avenue and reasons for action taken. In part, he
stated that rather than have the sign department place
limited parking for a short period and then place different
signs for another short period, signs for ono parking
during the entire construction period were considered
feasible. Further, he stated that until this is completed,
there has to be no parking and until such time after
completion, when a survey can be conducted. The ultimate,
which will be accomplished some time in the future, will
be no parking on Larpenteur Avenue from one end to the
other. In the meantime, county will try to allow for
just as much as it can. When studies after completion of
groject are made, parking may be allowed.
Traffic cannot be crowded too far, because it results in
too many collisions. If the law is enforced, thirty miles
an hour is just as safe as twenty miles an hour. The State
has come out here and made survey of how fast a speed is
safe. Surveys as to total ruction of this cannot be made
until this particular job is completed.
Ramsey County equipment is too large for snow plowing of
alleys and would result in scratched garages, dented garbage
cans and similar complaints. Mayor Nilsen stated that it
has been the policy of the village that alleys are not plowed
by the village. The only 'alleyed~ areas are in Northome
section and the alley between Crawford and Larpenteur Avenues.
Majority of people have to shovel their own driveways them-
selves, sometimes for the entire length of lot, and for these
reasons, policy has been not to plow alleys.
State laws do not allow for arm parking facilities on
streets. When parking space is requested by the people,
the municipality can take measures.
Snyker again mentioned that parking will try to be

provided in the off-peak hours after this has been
completed and if at all possible depending on volume
of traffic and traffic flow.

Request No. 1 and final for payment for Street Maintenance
and Seal Coat Project completed by Armor-Coat Co., Inc.
Letter states that $1,269.20 of final payment should be
charged to N• E. Watermain and Sewer Project 67-3 Street
Repair, since the County required patching of affected
streets immediately, which would have been completed by
Dunkley Surfacing Compar~y on that project.

recommendation of Engineer Lemberg, the Street Maintenance
and Seal Coat Project 67-2 be accepted and final payment
in the amount of $10,101.29 be made to Armor-Coat Compat~y~
Inc. Ayes= Nilsen Strandquist, Black, Stone, and
~arkentien. Nayss Nonea Motion was carried.
Former Crosswalk Letter from Mrs. Andy Andreasen, 1l~71 Simpson Street

Northern States Letter from N. J. Dress, Municipal Services Department of

of report submitted by Grant. Grant Blank, Boy Scouts is
seeking his award for civic duty performed.

Parking Area Council-deemed it advisable to send communication to
Adjacent to ~ Joseph Cohen, owner of Northome Shopping Center, Inc.
Northome .Shopping regarding proposed parking area adjacent to said center.
Centers An opening or curb cut at California Avenue has been
planned in Project 67-3 to lead into the proposed parking
area, but would serve no useful purpose unless property
_ is improved. Mr. Cohen must submit detailed plans as to
proposals to improve same or it will be necessary that
Project 67 3 be completed without the opening.
