Absent: Councilman Stone. Also present were Engineer Lemberg, Attorney Kyle and Treasurer Olsen. Minutest Black moved, seconded by Warkentien that the minutes of the meeting of July 27,, 1967 be approved. Ayes: All. Nayss None. Motion was carried. Licenses: Having met the requirements, Warkentien moved, seconded by Black that the following On-Sale Non-Intoxicating Malt On-Sale Non- Liquor Licenses be issued. Ayes: All. Nays: None. Johnson, North St. Paul Village Manager, St. Paul Sewer dated August 9, 1967,.advised that meeting of Municipal Rental Contracts Administrators, Attorneys and Engineers has been scheduled for August 16, 1967 to discuss newly proposed Sewer Contract from, the City of Saint Paul. L.'Hindermann has advised he finds it necessary to Resigns from resign. from the Village of Falcon Heights Planning Planning Comm- Commission inasmuch as he is leaving the village. fission: Mayor Nilsen moved, seconded by Black and duly carried, that W. L. Hindermann's resignation be regretfully accepted. The Council recognizes his work as street commissioner and planning commission member and is truly appreciative of his services over the years. Hearing -Supplemental Strandquist introduced the following resolution and moved Assessments Continued its adoption: to August 21~, 1967 - Falcon Heights WHER,F~S, a public hearing was held on May 11, 1967 and Congregational considered Supplemental Assessments against the Falcon Churchs Heights Congregational Church for certain parcels of property, and WHEREAS, s_ai:d public hearing was continued until August 10, 1967, and WHEREAS, persons desiring to be heard have requested that said public hearing be continued to August 2l~, 1967, NOWT THEREFORE, BE IT RESOLVED by the Council of Falcon Heights that said public.. hearing is hereby continued anti]. 8:00 P.M. August 2l~, 1967. Motion for foregoing resolution was duly seconded by Black and upon a vote being taken thereon, resolution was unanimously adop"ted. Engineers Report Engineer Lemberg advised that State Highway Department recommends that full crossing over of Snelling Avenue from Ruggles going west, be eliminated. Snelling Avenue Lemberg recommends that right turns only onto Snelling T.H. 51 Avenue be allowed at Garden Ave., Ruggles and Crawford Construction - Avenues inasmuch as there shall not be enough room for Res Crawford, crossing and storage of car in the median strip on Snelling. Garden and Ruggles Avenues Warkentien moved that in the interest of public safety, the Highway Department be authorized to eliminate full crossing of Snelling Avenue at Crawford Avenue, Garden Avenue, and Ruggles Avenue and allow only right turning traffic. Further moved that the stop signs at these points be placed on the Snelling Avenue entrance instead of on the service drive entrance as presently located. This is to be effective when present construction work on Snelling Avenue is completed. Motion for the foregoing resolution was duly seconded by ffiack and upon a vote being taken thereon, resolution was unanimously adopted. Larpenteur Avenue Engineer has investigated the area between California Avenue 'No Parking -/Street and Crawford Avenue as to possible parking problems and street Conditions investigated: or alley deterioration. Report of same was submitted to the Council. Discussion of report was held between council and fifteen residents involved who were present. 2599 It was pointed out that most cities now are. making parking facilities the home-oumers~ responsibility. It is becoming a serious problem. Mayor Nilsen reviewed actions taken regarding the Larpenteur-Selling Grade Separation and the problems of parking, traffic and public safety. He advised residents that everything possible is being done to make the best of this situation. Police Commissioner Donald Arndt, Police Commissioner, is hereby instructed to and Engineer to work with Engineer Lemberg on a traffic survey in the make traffic village. Study shall first be made regarding the immediate survey: problem area on Larpenteur Avenue between Crawford and California Avenues. Then review of all the residential streets as to signs, traffic control devices, etc. Northome Shopping Don Julen of the Stepnitz Agency was present regarding Center Parking3 Northome Shopping Center parking facilities. Mr. Julen stated he would like to extend the east and west alley as it leaves Applebaums, directly to proposed opening at Arona. He will propose to Northern States Power an exchange of land. Plans are to blacktop the whole area except that portion owned by N. S. P. Company. He further stated that they have a proposal .for structure in the area west of Applebaums Food Market. He stated that he could approach N. S. P. about 1 easing its portion now, but if .council wants him to, he would like, to go down and advise N.S.P. that council will recommend up-grading of its portion if they will allow Stepnitz to do so. Mr. Julen stated he would include plans for parking lot in a communication addressed to village council. ,Sewer Rental Nilsen moved, seconded by HLack that the Village Engineer Rates f, be authorized to proceed with a study of rate structure, residential rates and business or commercial rates as concerns.-sewer rental charges. Ayes: All. Nayss None. Motion was carried. Trews It was. moved by Nilsen, seconded by Warkentien that boulevard trees at 1l~97 California Avenue and 1503 West Hoyt Avenue be removed. Ayes A11. Nays: None. .Motion was carried. Larpenteur--Manor Black introduced the following resolution and moved its Inc. Apartment adoptions Building Planss WHEREAS, Larpenteur-Manor, Inc. has presented final plans and specifications for apartment buildings to be located at 1700 West Larpenteur Avenue to the Village Council of Falcon Heights, and WHEREAS, the Village Engineer has reviewed the plans and specifications and has recommended council approval, NCMf, 'T'HEREFORE, BE TT RESOLVED that plans and specifi- cations, a copy of which are on file in the Clerks office, are hereby approved and the building inspector is-hereby authorized to issue a building permit for Larpenteur~ulanor provided theta 2600 Larpenteur Manor 1. Plans and specifications are in compliance with Inc. -+Apartment building code-and other regulations. Building: 2. Larpenteur I~Sanor Inc. shall furnish suitable and adequate performance bond for the project prior to the issuance of the building permit. 3. The village engineer is hereby designated as the official village inspector for those portions of the project dealing with sanitary sewer and water facilities, drainage, grading, landscaping, and the swimming pool. 1t. The conditional use permit and variance pre- viously granted by the Village Council to Larpenteur- Manor, Inc. on April 13, 1967 are hereby ratified. The foregoing motion was duly seconded by Nilsen and upon a vote being taken thereon, the following voted for same: Nilsen, Strandquist, Warkentien and Hlack and the following voted against same: None`. Whereupon resolution was declared passed and adopted. Bilk s Strandquist moved, seconded by Warkentien that the following bills be paid. Ayes: Nilsen, Strandquist, War kentien and - Black.
