REGULAR MEETING OF AUGUST 2l~, 1967
The meeting was called to order at 7s00 P.M. with the following members present:
Mayor Nilsen, Clerk Strandquist, Councilmen Black and Warkentien. Absent:
Councilman Storie. Also present were Treasurer Olsen, Engineer Lemberg and
Attorney Kyle.
Minutes: Black moved, seconded by Warkentien that the minutes of the
meeting of August 10, 1967 be approved. Ayes: A11. Nays:
None. Motion was carried.
Correspondence
Northome Shopping D. 0. Julen, Secretary Northome Shopping Center, Inc.,
Center, Inc.: in his .letter of August 11, 1967, in part, stated that the
parking areas will be improved in accord with the current
plan.

Telephone Company cable on Tatum Street was referred to Engineer Lemberg for
Buried Cables his recommendation.
League of Minn. Letter under date of July 31, 1967 from the League of
Municipalities Minnesota Municipalities included dues statement for year
Dues: 1967 to 1968. Black moved, seconded by Nilsen that the
Village of Falcon Heights continue its membership in said
League and dues in the amount of X290.00 be approved for
payment. Ayess Nilsen, Strandquist, Black and Warkentien.
Nays: None. Motion was carried.
Aids to Municipal Dean A. Lund, Executive Secretary of the Metropolitan
Salary Setting in Section of the League of Minnesota Municipalities in
the Twin City communication of"August 18 advised that now published is
Metropolitan Area: first edition of ~~Aids to Municipal Salary Setting in the
Twin City Metropolitan Area.~~ Volume contains information
concerning salaries being paid by private employers for
twenty-eight kinds of work.
Plumber authorized to Having met the requirements, it was moved by Strandquist,
work in Villages seconded by Black that Stanley V. Dvorak of Stants Plumbing

7626 .Arthur Street N.E. Minneapolis be authorized to do
plumbing work in this village. Ayes: All. Nayss None.
Motion was carried.
Sewer Installers Having met the requirements it was moved by Strandquist,
Licenses seconded by Warkentien that M. F. Rivard of Rivard Plumbing
and Heating be granted a Sewer Installer's License. Ayes:
All. Nays: None. Motion was carried.
Permanent Voter Strandquist stated he has obtained information on certain
Registrations procedures to follow regarding registration of voters.
Warkentien moved, seconded by Black that Clerk be authorized
to make necessary expenditures. of funds needed to set up
permanent registration records. Ayes: Nilsen, Strandquist
Black and Warkentien. Nays: None. Motion was carried.
Falcon Heights Letter dated August 23 from Falcon Heights League of Women
League of Women Voters President, Mrs. Robert L. Jones, stated that said
Voters: League would like to offer aid to the village in any way
possible during upcoming voter registration pro3ect.

Falcon Heights Continuation of this Public Hearing until August 2l~, 1967
Congregational was approved by resolution at the council meeting of
Church -Barthel August 10., 1967. Hearing regarding Supplemental
villas Supplemental Assessments against the Falcon Heights Congregational
Assessments: Church was ca~.l.ed to order at 8:00 P.M. with Roger Short
Hearing and Ray Hardy representing said church.
Continued:
Roger Short again advised Council that the lots in
question will be used for parking lots. If it weren~t
for the fact that the church is a permanent fixture there,
and is likely to remain, he could understand assessment.
He believes it will be advantageous to the neighborhood
to develop these for parking lots. The lots are not
benefited by sanitary sewer and water, which in all
_ probability, will not be used. Assessments on sewer were
paid on a couple of the lots ten years ago when the church
did not know what the lots would be used for. He hopes that
Council will take present request into consideration and
reach conclusion that would be considerate of church.
Warltentien stated that abatement was permitted because of
the prohibited use of the property at that time.
Short stated that it is a little hard to say if lots 1!~ and
15 are going to be used as parking lots, but they know about
lots 20 and 21 which will be used as extension of present
parking lot.
Mater Drainage on Short brought up the fact that the grade on Pascal drains
lots in question: north from Garden Avenue then to Ruggles. Even with the
improvement of the storm sewer installed in 1966, there
should be two inlets at opposite law points. Water still
collects there. He believes that they will have to get
inlets in there and drain it out to either Pascal or Holton.
Inasmuch as church paid for storm sewer assessment and the
water does collect, and it is going to take additional
expense to drain the water from considerably more property
than belongs to the church they may have to act. The inlet
should be installed this fall because there is going to be
water standing around in the spring and there will be a lot
of unhappy people.
Lemberg stated he has taken some pictures, but did not have
them with him this evening.
Short said it is the fault of no one in this room, but goes
back to when the grading of that street was made many years
ago. He also said that he knows of several instances where
inlets similar to this have been installed.
Hearing Continued: Nilsen moved, seconded by Warkentien that Public Hearing be
continued until 8:00 P.M. September 14, 1967 in order that
the village engineer and attorney may make study of the
drainage and possible installation of inlets on the lots
in~question and report to the council. Ayes: All. Nays:
None. Motion was carried.

Treess Inasmuch as residents have called the village office about
boulevard trees, it would appear that to date approxianately
'twenty more trees have need of repair due to damage by
the storm of June 30. After discussion, Nilsen moved,
seconded by Strandquist that the village engage Parker
Anderson, 1513 W. Hoyt Avenue, for the purpose of making
a one-day survey of the village trees nth the idea in mind
that there may be problems with storm damaged trees end
other trees that village council members cannot anticipate
at this time. Ayes: All. Nayss None. Motion was carried,
Mrs. Harold Mrs. Harold Colburn, 1196 Crawford Avenue, presented
Colburn present: questions regarding various aspects of Falcon Heights
government, which were-answered by Mayor Nilsen.

Lemberg stated that the curb and gutter are in on Hoyt Avenue
and ,also the surfacing on Arona is completed,
Lemberg advised that Highway Department will not instal].
'right turn only' signs at Crawford, Garden and Ruggles at
Snelling Avenue,. as per village council motion passed at
meeting of August 10. Lemberg stated the only alternative
would be to completely eliminate the crossings at these
points.
Maple Knoll Street Mrs. Van Hoven, 1615 Garden Avenue has requested that
Sign requested: Watch for Children sign be replaced on Maple Knoll Drive,
and also white center line stripe be painted again. Matter
was referred to Engineer Lemberg.
Treasurers Reports Warkentien moved, seconded by Black that the treasurer be
authorized to invest funds from Water Main Improvement of
1960, No. 1 Sinking Fund in amount of ~ 8,51t1.8{~ for
purchase of 9,000 U. S. Treasury Bills due August 31, 1968.
Ayes: Nilsen, Strandquist, Black and Warkentien. Nays:
None. Motion was carried.
Sewer Contract - Nilsen moved, seconded by Warkentien that attorney Kyle
City of Saint Pauls draft letter to the City of Saint Paul regarding the
summarization of the sewer contract with submission to
the City of Saint Paul for review. Ayess A11. Naysa
None. Motion was carried.
Civil Defense Letter from Roy V. Aune, acting director Department of
Directors Civil Defense dated August 22, 1967 advised that Falcon
Heights director is not considered certified. Clerk was
instructed to direct letter to Paul Loomis as to what steps
he has taken so as to be certified.
