REGULAR MEETING OF SEPTEMBER 28, 1967
The regular meeting was called to order at 7x00 P.M. with the following members
present: Mayor Nilsen, Clerk Strandquist, Councilmen Warkenten and Stone.
Councilman Black arrived at 9:15 P.M. Also present were treasurer Olsen,
Engineer Lemberg and Attorney Kyle.
M3:nutes: Stone moved, seconded by Warkentien that the minutes of
the meeting of September 1~., 1967 be approved as corrected.
Ayes: All. Nays: None. Motion was carried.
Correspondence
Malcolm Moose Pres. In letter dated September 5, 1967, Malcolm Iidoos, new
Univ. of Minnesota President of the University of Minnesota, extended invitation
to join others at an Open House on Sunday October 8 at
Williams Arena..
Pollution Control Letter dated September 15, 1967 from Lyle H. Smith of the
Agency -N.E.Water Minn. Pollution Control Agency was regarding the Northeast
& Sever Proj. 67 1: Water and Sewer Project 67-1.
Dept. of Economic Announcement of Eleventh Annual Minnesota Industrial
Development: Development Clinic on Nov®mber 2 and 3 in Duluth was made.
Notice of Claim Notice of Claim on behalf of John Unruh and Katherine
Fileda Unruh was served upon the Village of Falcon Heights through
Robert E. McGarry, attorney.
Bethel College and Request was made by Marilyn M. Starr, Dean of Women at
Seminary Addi- Bethel College for street light in the middle of the

Juran and Moody Letter dated September 21, 1967 from Robert R. Sanders Vice
Inc.: President of Juran and Moody, Inc. enclosed detailed semi-

Also enclosed were copies of combined Bonded Indebtedness
Principal and Interest Requirements Schedule and Schedule of

Ramsey County Ramsey County Sheriffs report for period ending August 31,
Sheriff Reports 1967 was reviewed.
Master Gas Install.er~ s Having met he requirements, it was moved by Strandquist,
License: seconded by Stone that Robert E. Peterson of Twin City
Furnace Company be granted a Master Gas Installers License.
Ayes: All. Nays:.None. Motion was carried.
Project 67 3 Street Request No. 1 for payment of Street Improvement Project
Improvement -Dunkley 67-3 having been approved and reco~nended by B. A. Lemberg,
Surfacing Company Strandquist moved, seconded by Nilsen that said payment in
Request No. 1 for - the amount of X18,829.89 be authorized by the village council.
Payment: Ayesi Nilsen,.Strandquist, Warkentien and Stone. Nays:
None. Motion xas carried.

Harold Tsaksen Mr. Isaksen was present to inquire about poles staked
1582 Hollywood out on his lot and marked NSP. He has no objection to
Court - Light street lights but on the front of his lot there is a
Poles: street sign, a stop sign, and a breather pipe for gas.
Then there i~ one utility pole in the rear and now two
more poles stakedy making a total of three wooden poles.
Engineer Lemberg was requested to view the property and
possibly make recommendation.

BE IT RESOLVED by the Village Council of the Villag®
of Falcon Heights, as follows
The amount to be specially assessed against every
lot, parcel and piece of land specially benefited by
each of the above described improvements shall be the
amount set forth in the proposed assessment roll heretofore
prepared by the Village Engineer and Deputy Village Clerk.
The motion for the adoption of the foregoing reso-
lution was duly seconded by Strandquist and upon a vote
being taken thereon, the following voted iri favor thereof=
Nilsen, Strandquist, Stone and Warkentien and. the following
voted against the same: None. Whereupon said resolution
was duly declared passed and adopted.
Northome Shopping Council authorized the Village Clerk to address communication
Center Parking Lot: to Mr. Don Julen of the Stepnitz Agency regarding the serious
situation that has developed. along Larpenteur Avenue between
Snelling and Arona with the parking.. of cars in ,front of
the shopping center and overhanging onto Larpenteur Avenue.
Justice of the Peace Warkentien introduced the following resolution and moved

BE IT RESOLVED that the Village Treasurer is authorized
to issue a check to the Justice of the Peace Paul Coppini
as return of fines mistakenly turned over to the Village
of Falcon Heights. Coppini will furnish the Village
Council with list of prosecutions involved in bad check
charges, together with the amount of fines turned over
to the Village and upon receipt of said list, treasurer
is authorized to issue and deliver village check in said
amount. Motion 'ras duly seconded by Ston®. Ayers Nilsen,
Strandquist, Stone and Warkentien. Nays: None. Motion
was carried.
Additional Overhm~d Warkentien moved, seconded by Nilsen that request be

overhead light at the end of the Iowa Avenue walkway and
Snelling Drive. Light is to be mounted in such a fashion
that it lights the boulevard and also benefits the play-

Variance - Sussel Black introduced the following resolution and moved its

W, J.Cardinal: WHEREAS, the Sussel Company has made an application
for variance and filed the same ~ th the Zoning Administra-
tor for the Village of Falcon Heights along with the fee
of $5.00, and
WHEREAS, the matter has been referred to the Plannin g
Commission for the Village of Falcon Heights, and
WHEREAS, the Planning Commission has recommended that
said application be granted subject to the followings
1. Written approval be obtained from horns owner at
11123 California which is adjacent to the
property.
NOW, THEREFORE, BE IT RESOLVED that the Village
Council of Falcon Heights grants the variance request made
by Sussel Company on behalf of W. J. Cardinal of 1427 West
California Avenue on the2lst day of September. Permission
is hereby granted for construction of a two-car garage at
two feet set back from the rear and side lot lines, to
conform to line of other garages, all under provisions of
Section 16.05, Ordinance No. 6!t of the Village of Falcon
Heights.
Motion was duly seconded by Warkentien and upon a note
being taken thereon, the following voted for sames Nilsen,
Strandquist, Black, Warkentien and Stone and the following
were opposed: None. Whereupon said resolution was
declared passed.
Engineer's Report
Street Signs Engineer Lemberg recommended that the following signs be
and authorized for purchase:

Street signs at Ruggles & Pascal,
Sheldon & Ruggles, and
Sheldon and Roselawn
2. One~M1fay -Do not Enter signs for the north end of
the parking at the alley next to Flower City

Larpen tear into the front area parking, and
2 signs to back these signs up with ~No Exit.'
Nilsen moved, seconded by Stone that the Village Engineer
be authorized to purchase and install the above listed
signs at an approximate cost of $130.00. Ayes: Nilsen,
Strandquist, Stone, Black and Warkentien. Nayss None.

Engineers Report
Continued Engineer advised he has had a couple calls from
residents in Hollywood Court about the service drive
Hollywood Court and the recently installed signs designating one way
One-aNay Service traffic only.
Drive:
Engineer and Ken Quarn made check of the warming houses
Warming Houses on and repairs needed. Falcon Heights School warmin g
Playgrounds house needs one or two rolls of roofing. The door needs
some repairs. Structure should be painted. Falcon
Woods house needs windows replaced; some insulation
has been pulled down and can be nailed back up, and
the door needs plywood to fix. Stove is in front and
engineer suggests that a hole be made directly above
it in the roof so the pipe need not be extended to the
back of the house to present hole. This structure
also needs painting.
Street Sweepings Warkentien moved, seconded by Black that engineer
be authorized to arrange for the armual sweeping of
village streets at the most opportune time and after
the leaves have fallen. Ayess All. Nays: None.
Motion was carried.
Sheldon Street Engineer advised that Dunkley Coa£racting Company has
Surfaeings asked if final bituminous surfacing could be deferred
until next spring, because of some soft spots. Every-
thing would be done now except final bituminous
surfacing - street could be snow plowed without
surfacing. An agreement could be signed with the
contractor to come in the spring to do the work then.
Engineer recommends that final surfacing of street
be deferred until next spring if suitable agreement
can be drawn.
Stone moved, seconded by Black that the Village Attorney
and Village Engineer make arrangements necessary for the
deferment of the finished coat on Sheldon Street. Ayess

Solid
Waste Disposal Black moved, seconded by Nilsen that Engineer be authorized
Questionnaires to prepare a questionnaire and reply to same with regard
to waste disposal. Forms are to b® included in same
mailing as voter registration notices. Ayess All.
Nayss None. Motion was carried.
Fire Department Stone moved, seconded by Nilsen that the Fire Department
Requisitions be authorized to purchase i-t®ms on Purchase Requisition
No. 66-8 dated September 15, 1967, with the exception of
the shut-off valve which has been authorized previously,
and on condition that the six English Chamois be bought
at Falcon Heights Hardware Store if they can be obtained
for the equivalent price. Ayess A11. Nayss None.
