M, with the following members presents Mayor Nilsen, Clerk Strandquist, Councilmen Black and Warkentien. Also present were Engineer Lemberg, Attorney Kyle, and Treasurer Olsen. Absents Councilman Stone. Correspondence Letter dated October 2l~, 1967 from E. J. McCubrey, Dist. E.J.McCuFire~ Engineer, Minnesota Dept. of Highways stated in part that District representative would attend meeting of village council as Engineers requested. Pine Tree on Unsigned post card regarding obstruction of view caused Garden and by pine tree on Garden and Pascal was read. Pascal: Oil drums used Unsigned post card regarding oil drums used as burners as burners: without covers was read. Mrs. William E. Letter dated October 13, 1967 from Mrs. William E. Olson Olson - Tap, stated that her family is considering budding a home on Acrobatic and Sheldon Street and wanted clarification of Village Ordin- Baton Teacher: ances with regard to home occupations. She is a teacher of tap dancing, acrobatics and batons. Letter was referred to Zoning Administrator Black. Snow Plowing - Strandquist moved, seconded by Warkentien that Snow Winter Season Plowing Agreement dated October 18, 1967 between James 1967-68s Moore and the Village of Falcon Heights be approved and the Mayor be authorized to sign same on behalf of the Village of Falcon Heights. Ayers A11. Nays: None. Motion was carried. Ken Quarn - Ken Quarn, maintenance department, was present to report Maintenance Dept. to council on activities with regard to playgrounds, Reports skating rinks, etc. Resolution Approving Nilsen introduced the following resolution and moved Passage of its adoptions Ordinance No. 81 - Highwayss WHEREAS, the Village Council has held discussions to consider adoption of proposed Ordinance No. 81, and WHEREAS, the attorney for the Village of Falcon Heigh ts. has been consulted in the preparation of proposed Ordinance No. 81, NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Falcon Heights that Ordinance No. 81, An Ordinance Amending Ordinance No. 80 which is an Ordinance Regulating the Use of Highways Within the Village of Falcon Heights Incorporating Provisions of the Minnesota Highway Traffic Regulation Act and the Minnesota Driver's License Act by Reference, Imposing Penalties for the Violation Thereof and Repealing Ordinance No. 72, is hereby approved for passage. 2634 Motion was duly seconded by Black and upon a vote being taken, thereon, the following noted in favor: Nilsen, Strandquist, Black and Warkentien and the following voted against sames None. Whereupon said Ordinance was declared adopted this 26th day of October 1967 to be in full force and effect from and after its publication according to law. Hollywood Court - Robert MacDonald and Perry Plank of the Minnesota Highway One Way Service Lane Department and Floyd Snyker, Assistant County Engineer were Discussion= present at request of council, as were residents of the Hollywood Court area. William K. Schultz, 1630 Hollywood Court, acting as spokesman asked why the access road was changed to one way going south only. Lemberg reviewed actions of the council in calling meetings of various sections of Falcon Heights to alert citizens and business people to the possible grade separation at Larpenteur and Snelling, at which time various changes in traffic patterns were discussed. He stated that County Road B, also Larpenteur at Arona are part of the plan and this lay-out system requires necessary geometric changes. Lemberg pointed out exits from Hollywood Court for north, east, south and west bound traffic. He stated that the fair grounds streets, namely Hoyt Avenue in Fairgrounds and the street north to Larpenteur, will be snow plowed. Robert MacDonald advised that in the future, each munici- pality will be responsible for routine maintenance of service roads and frontage roads adjacent to state highways. Mayor assured residents that the snow will be plowed either by Ramsey County or the State or the Village. Mention was made that the amount of snow from Snelling Avenue onto the service road would be greater because of the changes, and concern was expressed that the only exit from Hollywood Court may not be opened for a time after heavy snow. The law spot on the road going south has always been a bad spot claimed Mr. Webster. Residents of Hollywood Court were advised that it is proper to turn into Hollywood Court from the north bound Snelling Avenue lane at Larpenteur Avenue. Schultz requested consideration of the followings (1) Two way traffic on west Snelling Service Road between Larpenteur and Hoyt Avenues and removal of concrete divider on Larpenteur-Snelling so that cars can make left hand turns. (2) Two way traffic on service road up to Farmers Union Grain Terminal alley. (3) Removal of posts on Larpenteur Avenue at Fry Street. (4) Solution to Fair Week traffic. There was discussion on the above-mentioned requests. Larpenteur-Manor Engineer Lemberg recommended in his letter of October 26, 1967 Apartments - Swimming that permit be granted for construction of swimming pool at Pool: Larpenteur-Manor Apartments. Black moved, seconded by Warkentien that upon said recommendation, permit be granted fof' construction of said swimming pool subject to satisfactory 2635 completion as per plans and specifications approved by the village engineer and building inspector and also subject to the installation of an approved fence surrounding the pool. Ayes: All. Nays: None. Motion was carried. Engineerrs Report Proposed Sanitary Letter of October 25, 1967 transmitted copies of Report Sewer Rate on Proposed Sanitary Sewer Rate Charges prepared by Charges: Richard Turner of Bonestroo, Rosene, Anderlik end Associates, Inc. councilmen were each given copy for review before taking necessary action. Ramsey Countyrs Engineer Lemberg submitted Proposed Street Lighting Proposed Street Financial Distribution which Ramsey County has included Lighting Financial in its 1968 Budget Request. Distributions Ramsey County Engineer Lemberg submitted report of Ramsey County Construction Construction Accomplishments - 1961 through 1966, also Accomplishments Advanced Programming for 1968-1969-1970. and Advanced Programming= Bills Strandquist moved, seconded by Warkentien that the following bills be paid.
