26l~1 REGULAR MEETING OF NOVEMBER 21, 1967 The meeting was called to-order at 7:00 P.M. with the following members presents Mayor Nilsen, Clerk Strandquist, Councilmen Warkentien, Stone and Black. Also present were Attorney Byle, Engineer Lemberg and Treasurer Olsen. _ Minutes: Black moved, seconded by Stone that the minutes of the meeting of November 9, 1967 be approved. Ayes: All. Nays: None. Motion was carried. Application for Having rrlet the requirements, it was moved by Strandquist Licenses - seconded by Warkentien and carried that the following _~ Master Gas Master Gas Installers Licenses be issued. Installers: . George Sedgwick Heating and Air Cond. Company 1001 Xenia Avenue South, Minneapolis B.W. Chinander Suburban Air Conditioning Company $1x19 Center Drive, Minneapolis Gasoline Filling Having met the requirements, it was moved by Strandquist, Stations seconded by Warkentien and carried that the following License to Operate a_Gasoline Filling Station be issued. T. G. Brooke - Shell Oil Company 11107 West Larpenteur Avenue Christmas Tree Lot: Strandquist moved, secondedRby Warkentien that Herbert R. and Donna R. Bernhagen, 2929 Highway #8, St. Paul, Minn. be granted license to operate.Christm~s Tree Lot on the fairgrounds on the corner of Cosgrove and Commornrealth Avenue. Ayess All. Nays: None. Motion was carried. Correspondences Law Enforcements Copy of Attorney Ryles letter to Thomas Quayle, Assistan t _ County Attorney under-.date of November 15, 1967 was read. Enclosed therein was proposed Supplemental Law Enforcement Agreement for the year of 1968_between the County and the Village which showed proposed changes increasing services ' -from two daily 8 hour shifts to three daily 8 hour shifts; and increase in the estimated cost from ~31,i~71~.51~ to $48,636.21. Warkentien moved, seconded by Stone that the Agreement with Ramsey County copy of which is attached hereto and made a part hereof, is hereby approved and the Mayor and Clerk are hereby directed on behalf of the Village of Faleon Heights tot (1) Execute same and affix village seal thereto, and (2) The Clerk is hereby directed to submit two copies of said Agreement to the Ramsey County Board of Co~nissioners. Upon ~ vote being taken, the following voted for the resolutions Nilsen, ffiack, Strandquist, Warkentien and Stone and the following voted in opposition= None. Whereupon said resolution was declared passed. 26l~2 Reserve Village Hall Upon request of Betty Ernst on behalf of the for Republican Caucus Republican Party Stone moved seconded by Nilsen February 6, 1968s that the Village Hall be reserved for Republican . Smith - Clerk read notice of Filing Claim Petition filed former Police Officer with the Industrial Commission of Minnesota on . Industrial Commission November 7~ 1967. Notice of Filing Claim Petitions Notice from Department of Administrations State Administering Social of Minnesota dated October 31~ 1967 was regarding Security Coverage for Social Security coverage for public employees. Public Employees: Council's attention was called to paragraph No. 5, which states in^part that newly elected public officials who initially take office after January lst, 1968 will automatically be covered under the State Social Security Agreement. Water Department Letter dated November 16~ 1967 from Clifford Building Permits in Hamblin, General Managers St. Paul Water Department Falcon Heights: stated in part that before building permits for any new construction which may now or in the future be supplied from the St. Paul water systems blue- prints must be marked ~accepted~ by the Engineering. Division of that Department. Stone moved, seconded by Warkentien-that this letter, be referred to the Village Engineer for investigation and that he make report to the Council. Ayes= All. Nayss None. Motion Was carried. Engineerts Reports Engineer Lemberg submitted three drawings of Falcon Traffic Count Map Heights Municipal State Aid Street System prepared Municipal State Aid by the Minn. Highway Department. Consulting Street System: _ Engineer has tabulated the Villages traffic count for the period 1966-67 and same has been printed on above-mentioned drawings which shall be on file in the office of the Village Clerk. Extension of Northeast Keller Construction Company has been contacted by Storm Secu~rrer-Falcon Heights Engineer with regard to installing a line on the Congregational Church parking lot of the Falcon Heights Congregational Parking Lott Church as an extension of the Northeast Storm Sewer Project of 1966. Nilsen moved that the village consulting engineer be authorized to enter contract with Keller Construction Company after proper plans and specifications are drawn. Said project cost shall be approximately X1500 and construction shall be commenced, if conditions are favorable within the next week. Motion was seconded by Black. Ayes: All. Nays: None. Motion was carried. 2643 1 C 1 seconded by Nilsen Street Li.ghtings After discussion, Black moved that the Village Clerk be _ authorized to direct communication to Northern States Power Company, the Village of Roseville, and Ramsey County regarding installation of one lt00 Watt light at the inter- section of Snelling and Roselawn Avenues. It is expected that agreement providing for a share cost arrangement for illumination of this light can be reached between the Villages of Roseville and Falcon Heights. This light is in addition to the light that is to be installed at the same .intersection for Ramsey County. The above motion was duly voted upon and unanimously carried. Safety Hat and After discussion, Nilsen moved, seconded by Black that the Safety Vest for ~ maintenance department be authorized to purchase a fluorescent Maintenance Man= hard hat and an orange fluorescent safety vest at village expense and he is hereby instructed to use same while on the Sob. Ayess All. Nays= None. Motion was carried. Ramsey County ffiack, Stone and Warkentien attended the last Ramsey County League of League of Municipalities meeting at which time lengthy Municipalities discussion was held regarding Civil Rights. Paragraph numbered 1 of raid aE''rP_enlPr;t, dated January 11, 1967 .Ls amen ~:E=d as t'cllows: The fourth paragraph of paragraph num- bered 1 is deleted therefrom and the following is added thereto: "Three daily ~ hour shifts, during which the County shall operate and maintain within the ccr•porate limits of the Muni- cipality a fully equipped and manned Ramsey County Sheriff's vehicle, manned by a Deputy Sheriff, which vehicle, equip- ment and Deputy Sheriff shall be devoted, except in cases of emergenc~r, exclusively to the patrolling and rendering of police protection within the Municipality, and not elsewhere." .~-.~.- 2. Paragraph numbered 7 of said agreement dated January 11, 1967 is deleted therefrom and the following is added thereto: "7. The Municipality agrees to pay the County the cost of performing all servi- %' ces covered by this agreement. Costs shall include salaries of employees en- gaged in performing said services, a pro- rata of vacation and sick leave, super- vision of -such employees while so employed, the Public Employees Retirement Contribution and Workmen's Compensation Insurance Premiums, supplies, plus a p ro- rate of all indirect expenses. Said costs for the year 1968 shall be those set forth in paragraph 8 hereof . y "Costs" as .used herein shall not include items of expense attributable to services or facilities normally provided or available to all cities within the County as part of the County's obligation to enforce State Law, and it is specifically agreed that said services and facilities shall remain available to the Municipality, notwith- standing the Agreement, and further that the Agreement shall not take the place of said services and facilities. This supplemental 8,greement shall take effect January 1, 1968, subject to its prior approval and execution by the Ramsey County-Board of Commissioners and the Village Council of the Village of Falcon Heights. IN WITNESS WHEREOF, the Village Council of the V11- lage of Falcon Heights, by resolution duly adopted by its governing body, has caused this agreement to be signed by its Mayor and Clerk and the seal of the Municipality to be affixed hereto an the 21st Bay of ~tnber, 1967, and the County of Ramsey, by order of its Board of County Commissioners, has caused these presents to be subscribed by the Chairman of said Board and the seal of said Board to be affixed thereto and attested by the Clerk of said Board on the day of December, 1967.
