MEETING OF DECEMBER ].1.~, 1967 The regular meeting was called to order at 7s30 P.M. with the following members presents Acting Mayor Warkentien, Counc3.lmen Stone and Black. Absents Mayor Nilsen and Clerk Strandquigt. Also present were Treasurer Olsen and_Engineer Lemberg. _ . Minutest -Stone moved, seconded by Black that the minutes of the meeting of November 21~ 1967 be approved. Ayess All. Nays: None. Motion was carried. Correspondences Conference for Announcement was received from League of Minnesota Newly Elected Municipalities concerning the annual conference for new Mayors and mayors and councilmen which will be held all day on Councilmens January 6, 1968. Mayor-elect Warkentien, Councilman Stone and Treasurer Olsen will attend. Proposed Sanitary Letter dated December 8, 1967 from Attorney Kyle stated Sewer Service in part that St. Paul City Council has not yet passed Agreements , to allow the city and various the required ordinance . suburbs to contract for sanitary sewer services. In all w ~ probability village of Falcon Heights will not be able to effect any changes for sewer service rates on January 1, 1968. Public Affairs The Metr©politan Section of the League of Minnesota Directorys Municipalities enclosed several copies of `the Public Affairs'Directory for the Twin Cities area published by the Citizens League. Minnesota Motor The Department of Highway sent copy of new printing Vehicle and of Minnesota Mutor,Vehicle and Traffic Laws, Motor Traffic Laws Vehicle Registration Laws and Motor Carrier Laws revised _ to include amendments... and additions enacted by the 1967 legislature. Improvement 67-3 - ~ Letter of December 8, 1967 from Brad Lemberg, Engineer, Aunkley Surfacing transmitted final Request for Payment for the Dunkley Companys Surfacing Company, Inc. for the 1967 street improvement _ and curb and gutter. and sidewalk projects. Comparison of bid prices and final actual contract amounts were given 3.n said letter. Engineer Lemberg recommended that pro3eet be accepted and that final payment be mad®. Stone moved, seconded by Black that upon recommendation of Engineer, the Second and Final Request for Payment in the amount of ~13,554.81~ be authorized. Ayess Stone, Black and Warkentien. Nayss None. Motion was carried. 2650 Sewer Trouble I,. H. DeBernardi, 1770 Pascal was present regarding 1770 No. Pascals sanitary. sewer trouble he has had for several years, which was recently corrected by Webster Company. It . was stated that on his private property there was a dip in the line which was jacked up to correct part of the trouble, also the pipe to the street was replaced so there is now a downward flow. DeBernardi!s letter to Council was read. Engineer Lemberg stated that statement of charges for . material and labor fr®m Webster Company which accompanied said letter, shows charges for labor in excess of normal charges. After discussions Council agreed that in view of the fact that the Village of Falcon Heights will b® expected to pay a proportionate share of the bill for correcting the sewer line, the village counei7. would life to discuss the matter of labor charges with Webster Company and representative will be asked to attend meeting of January 11~ 1967. Kroiss Vending Company Moved by Stoney seconded by Warkentien that inasmuch as Cigarette Machine at Kroiss Vending and Webster Billiard Lounge have failed Webster~s Billiard to make application__for license to operate cigarette Lounges- machine at Webster~s Billiard Lounges 15311 West Larpenteur Avenue,_the matter be referred to the Pillage Attorney for such action as he may deem Necessary. Ayes: A11. Nays: None. Motion was carried. ~ _ EngineerTS Report. For several. months, the village office has received Water Pressure oral complaints from the area around Garden Avenue at Garden and Simpson: Simpson regarding the low water pressure. The+~t. Paul _ Water Department has stated to Engineer Lemberg. that - it wou],d do something about correcting this but to date, no improvement has been made. Leak in water line Regarding a leak in water line at 1915 Prior Avenue' the 1915 N. Priors Water Department has stated to engineer that its guarantee - is only good on the main and not in the services. Engineer _ contends that under umPritten agreements with the Water Department, it had agreed to take care of services for thirty years, if they made the taps and had full time inspectors on hand when water installation was made. This was done and the Village of Falcon Heights paid X30.00 each to St. Paul for services. Furthermore Lemberg stated that. pressure test was conducted on each one. .Engineer will arrange for a meeting with St. Paul Water Department and Vi1l.age Attflrne~r and Councilmen so these matters can be discussed and resolved. Sewer Rates - Dick Turner of Bonestroo, Rosene, Anderlik and Associates, Ordinancess _ Attorney Kyle and Engineer Lemberg have been working on drafting ordinance to amend existing ordinances as regards sewer rate structure and future payments of same. 2651 Solid Waste Engineer Lemberg transmitted report on recent Solid Surveys, Waste Survey that was made. Copies of report are on file in the Clerks Office and copies have also been ' forwarded to_the Ramsey County League of Municipalities. n Fire Department Fire Department `notices to remedy conditions causing Inspection _ violation of village fire prevention regulations on the Reports: following premises were reviewed by the Council. 1687 1697 17071717 No. Fry Street Spark arresters in chimneys need replacing 153l~ West Larpenteur Avenue LP Gas tanks & LP tanks should be moved at 25 feet away from incinerator. Christmas Tree Having met the requirements, it was moved by Black, Lot Licenses seconded by Warkentien that Hermes Floral Company be _ _ granted license to operate Christmas Tree Lot at 2001 West Larpenteur Avenue. Two-faced V shape temporary rental sign, each ' side surface to have 6!~ square feet. 2• Keep sign up for a period of one year, and remove no: later than December 1, 1968. These conditions shall be in accordance with the recommend- ations of the Planning Commission dated December 14, 1967 and permission further requires a fifteen foot set back from the front property line, all under the provisions of Section 16.05, Ordinance 61~ of the Village of Falcon Heights. Motion was duly seconded by Stone and upon a vote being taken, the resolution eras unanimously adopted. Adjournments Upon motion, the meeting was adjourned at 9:15 P.aZ. • 1
