HomeMy WebLinkAboutCCMin_58Jan9J~=~-~~, 1 1 REGULAR. MEETING, THURSDAY, JANUARY 9, 1958 Meeting called to order at 7:40 P.M., the following council members being present: Harold C. Nilsen; Mayor, George J. Shavor, Trustee; Willis Warkentien, Trustee and William R. Utecht, Clerk. Also present: William E. Olsen, Treasurer; Frank N. Graham, Attorney; and Ethel White, Assistant Clerk. The minutes of the January 2, 1958 meeting were ordered approved as submitted with the correction on page 947 changing the estimated cost of the engine repairs to $75.00. Mark J. Hindermann, Justice of Peace Bond Planning Commissioner Mark J. Hindermann was present and was sworn in as Justice of the Peace. After discussion, Shavor moved that the Justice of the Peace bond for Mark J. Hindermann be set at $1,000, and that a two-year bond be procured through the Keller Corporation. Seconded by Nilsen and motion carried unanimously. Nilsen suggested that Leo S. Ohman, 1635 Garden Avenue be appointed a member of the Village Planning Commission to succeed Mr. Gallaher whose term expired December 31, 1957 and who feels he cannot serve on the Planning Commission further because of the press of business. Shavor moved that Leo S. Ohman be ap- pointed to the Village Planning Commission for a term expiring December 31, 1960. Seconded by Utecht and motion carried unanimously. Street and Nilsen moved that W. L. Hindermann, 1512 California Drainage Com- Avenue and E. J. Pennig, Sr., 1795 Fry Street, be mission appointed as a two-man Street and Drainage Commission for the Village on a consultant basis. Seconded by Utecht and motion carried unanimously. Milner W. Carley A letter of Milner W. Carley &.Associates dated do Associates- January 9, 1958 containing a proposal for furnishing Village Engineers the Village engineering services was read and dis- cussed by the Council with Mr. L~ungren who was present at the meeting. After discussion, Utecht moved that Milner W. Carley k Associates be engaged as Village Engineers for the year 1958 in accordance with their proposal dated January 9, 1958. Seconded by Shavor and motion carried unanimously. Board of Health Nilsen reported that h~ was working on appointments to the Village Beard of Health. A letter from Mrs. M. Mueller dated January 7, 1958, enclosing a League of Women Voters' report on Clean Surroundings,, was read and the report will be circulated among the councilmen. ~~o Order of Business Nilsen suggested a proposed Order of Business which will be studied further by the councilmen. Deputy. Upon the. request of the Village Treasurer and after Treasurer discussion, Utecht moved that the Village Treasurer be authorized to appoint a Deputy Treasurer. Seconded by Shavor and motion carried unanimously. The Village Treasurer then reported that he appointed Ethel E. White as Deputy Treasurer of the Village of Falcon Heights. Bond After discussion, Utecht moved that the $1,000 bond being procured by Mrs. White as Deputy Clerk be also drawn to cover her as Deputy Treasurer. Seconded by Shavor and motion carried unanimously. Regn. #135 covering supplies needed for the Fire Department was approved upon motion by Warkentien, seconded by Shavor and .motion carried unanimously. Regn. #136 covering stamps for the Treasurer was approved upon motion by Warkentien, seconded. by Shavor and motion carried unanimously. 1957 Fire De- A letter from the Fire Chief dated January 7, 1958 partment matters enclosing the 1957 Fire Department activity report was noted. A letter from the Fire Chief dated January 9, 1958 stating that D. W. Schoen had met the qualifications necessary for a salary increase after one year's service, was read. Nilsen moved that D. W. Schoen, having fulfilled the requirements for a salary in- crease be granted a $10.00 per month salary increase effective beginning the second year on the Village payroll. Seconded by Utecht and motion carried unanimously. It was noted that in this letter the Fire Chief a3so stated that he would not be available for reappoint- ment as Fire Chief. Building Commis- A letter from the Building Commissioner was read in which stoner - 'S7 Report he seported that there were 51 bui~ing permits issued in the Village during 1957 for buildings having a total value of $376,110. Master Plumber's issued to Avoles Plumbing Service, Inc. of St. Paul, License #10 approved on motion by Nilsen, seconded by Utecht. Sewer Installer's issued to Avoles Plumbing Service, Inc. of St. Paul, License #12 approved on motion by Nilsen, seconded by Utecht. 1 I :~51 Minnesota Safety The request of-the Minnesota Safety Council for' Council Report safety statistics was referred to Don Arndt for completion and filing. Public A letter from Carleton College dated December 9, Developments 1957 requesting a statistics report on industrial growth and development in the Village was noted and filed. Master Plumber's issued to William a. Duxlkel, 1474 Crawford, St. Paul, License #11 was approved on motion by Nilsen, seconded by Shavor. Bond Report A letter from the County Auditor of Ramsey County dated January 6, 1958 requesting a report on out- standing bonds and warrants was referred to the Village Attorney Por answer. Rose Tribune A letter of the Rose Tribune dated January 1, 1958, re increase in rates was noted. League of Mrs. Henry Ernst, 1467 West Iowa, representing the Women Voters League of Women Voters, was at the .meeting and was introduced to the Council members. Village Vern L~ungren reported on the status of the plans. of Engineers Ramsey County to improve Larpenteur Avenue to Snelling Avenue and storm sewer matters. With respect to the aotfried hole, he reported that there would be a meeting with representatives of Roseville and the County Engineer's office some time next week and the Mayor indicated that he would attend this meeting with Mr. L~ungren. Stationery Utecht moved that the Clerk be authorized to purchase necessary stationery for the new Mayor. Seconded by Nilsen. and motion carried unanimously. Tables and Hadley Miller of Farnham's Book and Stationery was Chairs present and discussed proposed tables and chairs for the Council rooms. It was agreed that he would get some ad- ditional information and report back to the Council. Tree Trimming John Schultz of Schultz Tree Service Company submitted his proposal to the Village to do tree trimming in the Vi1- lage at a cost of $6.00 per hour for equipment and two men . Utecht moved that Schultz Tree Service Company be authorized to trim Village trees, up to a total cost of $475.00 in the area north of Larpenteur between Snelling and Hamline Avenue for two men and equipment in accordance with their proposal, all work to be done under the direction of Councilman Warkentien with reports to be submitted to the regular council meetings. Seconded by Warkentien and motion carried unanimously. 1r 1 ~~3 Village Hall Councilmen adjourned and looked at the rooms proposed Office to be changed into the Village Hall office. After discussion, Warkentien moved that Nilsen be authorised to proceed with the suggested work of removing of walls and placing of ~doora to fix up a Village office in the Village Hall. Seconded by Shavor and motion<-carried unanimously. Purchase of The proposed purchase of culvert steamers was discussed. Steamers Shavor reported on the differences and advantages of the Jenny steamer and the Malsbary steamer. After discussion, Warkentien moved that Shavor be authorised to purchase a Model 1250F Jenny steamer at $915.00, less 2;6 delivered for use in steaming culverts and also to purchase an additional 25 foot length of hose.
