Nilsen, Mayor, George Shavor, Trustee; UJills Vrarkentien, Trustee, Paul Coppini, Trustee. Also present were Frank N. Graham, Village Attorney; W:n. E. Glsen, Treasurer and Ethel E. lFyhite, Dep. Clerk and Dep. Treas. Absent: Vdm. R. Utecht, Clerk. ..The Minutes of the February 13th meeting were ordered approved as submitted. Lr.AGUE OF sirs. Harold Sunstrom was present to represent the League of ?rTO~~`EN VOTE.~.S Women Voters. STANDBY Mr. 'Alalter Hermes of Rosetovm Sanitation told the Council he had SE'"tF~R TJTAIN- 2 two thousand gallon tank truck, a pump, a roto-rooter and other TEN~.NCE equipment necessary for sewer work. He quoted a price of $8.00 an hour for flushing with water from the hydrants, or 9k10.00 an hour if there is no hydrant water available and they have to haul the water. 'utr. Nilsen moved that 1Rialter Hez^nes, R.osetown Sanita- tion, be designated as the person to handle our emergency sewer work, he to clear with. the Clerk's office or the Council before he starts a job. Seconded by Coppini and motion unanimously carried. AuTU??N ST. :1r. 'Aide, 1998 Autumn, discussed proble-~s consisting of the con- dition of Autumn St., and excessive speeds on Roselawn. It appeared that Stop Signs on Autumn might help the situation and ?Rr. Nilsen said the matter of changing the speed limit on Roselawn would be discussed with i~7r. Chenoz~reth, The Ramsey County Safety ~;ngineer. Re~ardina condition of the street, Mr. 31ide reported that when street was patched last i'all, the cold mix ~,as put into holes where there vtias 3" of water, and that where this was done, the street is breaking up. Ljungren reported he had talked to Sina, the contractor, a1.d told him if the street didn't drain, he would have to come back and fix it, no charge. It was also Ljungren's opinion that LaT~ietti made the ditches too high, and that they vrould have to be corrected at no cost to the Village. Seconded by Nilsen, and. motion unanimously carried. STY~F.TS There was a general discussion regarding the streets. Mr. Steffes said he didn't think the break up is anything unusual. He and P~Zr. Ljungren were both of the opinion that emergency Hatching should be done to prevent furtT~er damage by water, and alternate freezing and thavring. It was recommended that the Village clean out and thaw out culverts where needed to improve drainage and minimize d:~mage .to streets caused by standing crater. It was decided streets should be checked by a representative of the Craig Co., a representative from Toltz, King, Duvall, Anderson & Associates and Mr. Ljungren. After the inspection, when responsibility has been determined, P~[r. Ljungren will go oTTer the streets with the County Road Foreman and point out emergency patching to be done by the County. Ydhere spots are not dangerous, and apt to cause damage to cars, it was recommended that, the work be left until later when a better job can be done. ~~f'j Mr. Steffes pointed out that LaMetti agreed to keep the streets which were not finished last fall in passable condition. ?.r. Steffes will talk to LaMetti regarding blading Garden. The con- tract calls for all streets to be restored to their original grades. They wil_1 have to rework the grade on Garden, paying particular attention to the intersect-ion at Ga den~,& Holton. They will have to cut Garden down west of -~~i}~~~:fir. Steffes said. they lowered the intersection at Garden &-Pascal to the east to get the water around the corner, and they will have to check to see if it is working out right. Steffes said he would have La~ietti grade the streets but they might not be able to get rid of the water. North end of Simpson ~at Garden isn't right. Water stands there. Craig is responsible for the final grade on Simpson & Garden as well as Pascal & Garden. STORM It vTas recommended by the Village Engineer that the Village in- SE~'1ER stall Storm sewers in Area A about July. There was some dis- cussion about assessing for storm sewer work, Twenty percent on general taxes and 80~ nn property owners was mentioned. It was decided to hold a hearing on the storm sewer proposals in Area. A and Area B to get the sentiment of the people. i!~r. L3ungren will tell the people how it appears from an engineer- ing standpoint. He can also advise the approximate cost. The Council will determine how the work is to be done -- whether to let it out on private bids or have the County do it. Mr. Graham agreed to get out the notices and see to their pub- lication on the 13th and 20th advising the public of the hearing on the 24th. STREETS Mr. Steffes recor,~mended that if we do not do the storm sewer work, where the streets have been finished, this year, we should • definitely see that these finished streets receive a seal coat this year. BARTHEL The Council is continuing to study the Village Engineer's VILLAS report on the drainage situation as it affects the Barthel Villas situations The County Engineer's report is that the proposed County Improvements at Gottfried's Pit are expected to be completed by the end of 1958. GREATER '4r. Cartwright's letter reporting on his attendance at their ST. PAUL recent meeting and outlining their program for the coming year SAFETY was read. Their "Noaccs." program rates high school age drivers COUNCIL on the number of accidents per school. The Traffic Committee sponsors a Youth Conference on Safety. Ramsey Hi will be in- eluded, for the first time, in }~o th these programs. The main activity this year will be a "Pedestrian Right-Of way Program", with the help of Bill Chenoweth. This will include the suburban villages in Ramsey County. The Clerk was directed to express our thanks to Mr. Cartwright for attending the meetings and re- porting. LAW SUITS Mr. Graham reported on the status and progress of the Hanson and Northern States Power Suits. S:~'P`ER l~r. Graham reported that the City of St. Paul had increased its RENTAL flat rate of X6.00 per year, per connection, to X8.00 for the time being, and this would necessitate an increase of 50¢ per quarter to our citizens whose homes are connected to the sewer. ~f~ii 1 Regu~.ar Irgeeting Thursday 2_/27/58 TREES It was moved by Vdarkentien that Mr. John Schultz, of the Schultz Tree Trimming Sevice, be authorized to proceed with another four-hundred-seventy-five dollars worth of tree trimming, under the supQrvision of Trustee Coppini. Seconded by Nilsen and motion unanimously carried. POLICE RADIO Mgr. Arndt, Police Commissioner, asked that we give more publicity to the new police radio telephone number. SPEC. Nilsen moved that we set a special meeting for March 6th. P.2EETIDIG Seconded by Shavor and motion unanimously carried.
