Nilsen, Mayor; George Shavor, Trustee; Willis Vlarkentien, Trustee; and Paul Coppini, Trustee. Also present were Frank N. Graham, Village Attorney and Ethel White, L7ep. Clerk and Dep. Treasurer. Absent: Wm. R. Utecht, Clerk and ~`m . E. Olsen, Treasurer. The minutes of the February 27th meeting ~rere~apr~ro?ved=a.s~;subinitt~d. Larpenteur Village Engineer, Vernon L. Ljungren, reported that he had met Avenue with representatives of the Ramsey County Engineer's Office on Improvement ndarch ~., 1958, and was advised at that time that the County, upon recommendation of the State Highway Department, is terminating the 1958 portion of the Larpenteur Avenue Improvement Project at Arona rather than a.t Snelling as had been previously planned. the State Highway Department is planning major improvements on Snelling north from University Avenue, in St. Paul and preliminary indications are that the Snelling and Larpenteur intersection will be drastically changed with the possibility of a Snelling Avenue underpass. Final plans are subject to a complete review of the intersection by the State. In view of this the Larpenteur Avenue Storm Sewer Construction by the County will also terminate for 1958 at Arona rather than at Fry Street as had been planned. Ljungren also reported that he is setting up a meeting with the District ~gi:neer off' the State Highway Department for the purpose of getting `'urther clarification of the Departments' plans and the effect of the improvement upon the Falcon Heights business district. Storm Ljungren reported on his meeting with representatives of the Sewer Ramsey County Engineer's Office on r~garch ~.th, 1958, regarding their plans for Storm Sewer along Larpenteur as a part of that improvement. He stated, that as a result, the County has approved our initial plans conr_ecting our proposed Storm Sewer on Crawford between Asbury and Simpson to one on Arona beginning at Larpenteur and running north to Crawford rather than continuing the Crawford Sewer east to Pascal and thence south on Pascal to Larpenteur. Ljungren pointed. out to the County representatives that the village could effect a saving of approximately :!61.0,000.00 by approval of our original plan. Ljungren submitted a map showing the plan revision for the Storm Sewer in Districts A and H vrith the outline of the boundaries of the district, and recommended that the two former districts be combined into one Storm Sewer Improvement and that henceforth this improvement be referred to as Storm Sewer Improvement #l. Ljungren submitted a preliminary report on tk~e proposed Storm Sewer Improvement by letter dated ~.~Sarch 6th, 1958 in which he reported that the proposed Storm Sewer is feasible and that it can best be made as a separate Storm Sewer Improvement. The report contained an itemized statement of preliminary estimate of cost amounting to 918,150.00 and a recommendation regarding the splitting of the cost for the 29.1 acres involved a.s between General and Special Assessment. The preliminary basis recommended 28.t~~ of cost of improvement to come from General Fund and 71.6 to come from Special Assessment. RESOLUTION The following resolution was moved by George Shavor, seconded by Udarkentien and unanimously carried: 9~0 RESOLDTION RESQLVED: Whereas, a report has been prepared and submitted to contd. the Council by P~,tilner W. Carley ~ Associates with reference to Storm Sewer Improvement #1 for the construction of a Storm Sewer on Crawford from Ast;ury to Simpson, and on Arona from Crawford to California, and on the alley between Larpenteur Avenue and Crawford Street, running approximately 150 feet west of Arona. Avenue in the alley, and the engineers have determined that the proposed improvement is feasible and should best be made as a separate storm sewer improvement as proposed NOW THERF~'ORE, 3E IT RESOLVED HY THE VILLAGE COUNCIL OF FALCON HEIGHTS, "dINATESOTA: (1) The Council will consider proposed Storm Sewer Improve- ment #~l in accordance with the report of yiilner tn;'. Carley & Associates, dated rasarch 6th, 1958, and the assessment of all or a portion of the cost of the improvement against the bene- fitted property pursuant to ^.~ginnesota Statute, Sections lt29.011 to )29.111 at an estimated total cost of X618,150.00. (2) A Public Hearing shall be held on such proposed improvement on Monday, the 2ltth day of P~iarch 1958 in the Council Chambers in the Village Hall, 16~.l~ Larpenteur Avenue, Falcon Heights, Minnesota at 7:30 P. ,~~2. , and the Y~2ayor shall dive published notice of such hearing and. improvement as required by law. Streets: Mr. Steffen, of the firm of Toltz, King, Duvall, .Anderson & Associates, Inc., Engineers for the Sanitary Sewer System, .reported on the meeting; held at our Village Hall at 9 A. 4~~. 'march 5th, attended by: Paul Coppini, Village Councilman; F.~r. ~~'ernon Ljungren, Village Engineer; 1;'r. Victor Lametti, representing Peter Lametti Construction Co.; 'dir. L. 6"l. Samuelson and i'.~ir. Clarence Nybo of Jay Y!. Craig Co.; Per. Arnold Steffes and r4r. ~:~~Jm. T. Thatcher of Toltz, King, Duvall, Anderson ~C.Associates, Inc. 1. Streets which showed. breakup last fall shortly after re- surfacing shall he repaired by Peter Lametti Construction Co. should. breakup occur. These repairs will be temporary. Per- manent repairs will be made in Springy, weather conditions permitting. 2. Surfaced streets where breakup occurs this spring prior to time permanent repairs can be made shall be repaired by the County under a work order to be approved by the Village Council. 3. Final repairs to surfaced streets shall be made by Peter Lametti Construction Company at the-i.r expense. Exception to this order would. be repairs to surfaced streets which become necessary at locations where drainage is poor and breakup is not caused by contractor's backfilling or stabilizing. Village shall assume responsibility for repairing streets where poor drainage exists. Streets Unsurfaced Streets: Contd. Contractor shall assume responsibility for blading and grading of unsurfaced streets and maintain same until they are ready for the surfacing this Spring. These streets are Ruggles, Snelling to Pascal. On this street the Village will take care - of drainage situation now existing. Garden Avenue, Pascal to Hamline. The above two streets were mentioned as requiring immediate attention. 4daple Knoll is another street which will require attention. All other streets shall be patrolled by the Contractor and maintained in satisfactory driving condition. The Village is to notify ~~r. Steffes after the hearing R~arch 2ltth if Crawford is to be surfaced or left out of the surfacing program under the J. W. Craig contract. Contractor shall raise a manhole at the end of the sewer on the north side of Larr>enteur Avenue. Streets which require subgrade correction in the spring shall be investigated and the existing, material removed to a depth of 1 foot to 3 feet and restabilized, ~4aterial removed and re- placed in the upper 1 foot shall be paid for at the contract price of $1.20 per cubic yard and for subgrade correction be- low the top one foot payment for gravel stabilization shall be paid for at the extra Arice of X1.50 per cubic yard. ASSESSOR: P.Sayor Nilsen read the letter dated February 18th, 1958 from Ronald V. Powers, County Assessor, relative to our nomination of an assistant assessor in the assessment of personal property in residences and checking the homestead classification. Under the Special N:innesota Laws applicable to the assessment of Ramsey County, each municipality and township within the County is entitled to nomimate an assistant assessor. Trustee Shavor commented on the matter of Personal Property Assessment, and after discussion. of such taxes, Shavor moved a resolution nominating William P. Carroll. of 1372 West Iowa to serve as the Assistant Assessor to aid the County Assessor for the taxing district of the Village of Falcon Heights for 1958, and instructing the clerk to notify the County Assessor of the name and address of the nominee at once. Seconded by Coppini, and adopted by unanimous vote. Weed Inspec- It was moved by Nilsen and seconded by Shavor that ~rilliam P. for Carroll of 1372 Idaho West be appointed as Weed Inspector for the Village of Falcon he will be paid X1.50 Heights for the year per hour for actual 19K8, and time on the that job, plus standard mileage for use of c:~ar, and that proper author- ities be so notified of the appointment by the Clerk. 1{otion carried unanimously. ~~~ ~',~? SPECIAL MiEE;TING THURSDAY, MARCH 6, contd. FLAME~3URGER Mr. dalter Hermes was advised 36/58, at approximately 9:30 P. Psi., to hold up connection of the sewer at the Flameburger until owners could. obtain permission by petitioning the City Council of the City of St. Paul. It was moved by Nilsen and seconded by ~'~arkentien that the Deputy Clerk advise the Falcon Development Corporation of this situation. ?+,?otion unanimously carried. NITS The Mayor reported that he had an inquiry regarding the CLUB possibility of opening up sort of a Night Club in ?he Village of Falcon Heights where set-ups would be served. The Mayor stated that he advised the inquirer that this type of business would not be desirable; and the Council, as a whole, unanimously disapproves of such a venture in Falcon Heights. VILLAGE Nilsen moved that the procedure as recommended.. by Volunteer WORK Fire Chief Grumke and the Department Officers for the handling ORDERS: of Village Services as outlined in Chief Grumke's letter of I~4arch 3rd to the Mayor be approved, and in answer to his question, the Chief will be responsible for the time and pay- roll reports to the Office of the Clerk. Seconded by Shavor and unanimously carried. LAWSUITS Attorney .Graham reported on the progress and status of the Northern States and Hanson law suits. CHAIRS. It was moved by Warkentien that we buy 10 Royal Chairs at X43.00 each, as quoted. r,~y the Farnham Stationery & School Supply Co. Seconded by Coppini and unanimously carried. REQUISI- TIONS. Nilsen moved that requisition #140 for the Fire tepartment be approved. Seconded by 1n`arkentien and motion unanimously carried.
