Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; and Paul Coppini, Trustee. Also present were Frank Graham, Village Attorney, and Ethel E. Vdhite, Deputy Clerk and Deputy Treasurer. Absent: Wm. R. Utecht, Clerk and Wm. E. Olsen, Treasurer. The Minutes of the March 6th meeting were approved as submitted. FINANCIAL The Village Financial Statement for 1957, in final proof form, STATE~~tENT was presented to the Council and discussed. It was moved by Nilsen and seconded by Shavor that it be approved and published as required by law, Motion unanimously carried. DRAINAGE There was a discussion regarding drainage along Garden. Village Engineer Ljungren advised that inasmuch as Garden is a Coun ty Street, he will request the County to dig the ditches out to a depth of 2 or 3" below the culvert levels, and then put in 2 or 3" of black top in ditch bottoms. That should give good drainage. It was recommended that Ljungren check the level of the culverts and the ditches to see that they are lined. up so there will be good drainage from Simpson to Hamline. C0~?~4UATICA- Trustee Coppini showed a sample of a new form in triplicate, with TIORTS carbon paper attached, to be used for inter-departmental communi- cations. The Council, as a whole, approved of this form and it was decided to requisition a supply. C NIL There was a discussion regarding Civil Defense. Coppini suggested DEFEDISE we contact Col. Sheehan, a village resident, whom he felt to be well qualified and willing to "head" our Civil Defense Program. It was agreed that Coppini should contact Col. Sheehan and report to the Council. A4ISCL. There was a ,general discussion regarding traffic signs, speed limits ,_ hours of policing, court procedure, etc. It was decided the signs at Farmer's Union, which read "No parking at any time" be removed and replaced with new signs, set back about 20 feet • from the corner, reading "No Parking from Here to Corner". Trustee Warkentien pointed out that the shifts for the day time policemen start at 9:30 or 10:00 A. M, and continue for 6 hours, except for one day every six weeks when Officer Ken Schmidt works the 'Graveyard" shift for the County. Dachtera starts his night shift at 7 and stays on until 11 or 12 depending on the situation. Public Safety Commissioner Arndt is doing to observe traffic for The State Highway Department next week and will check Roselawn. At present, he doesn't think it would do any good to post a 35 mile limit on Roselawn. He feels it is too slow and people would disregard it. It"was agreed to put "Stop Signs" on Autumn and Prior at Roselawn. CURBING Regarding the concrete curbing on Hoyt Avenue from S. V~. Corner HOYT AVE. of lot 1, Blk. 8, Northome 2nd Addition to Pascal Avenue, Village Engineer Ljungren suggested we contact "~:~~r. Robert Pugleasa, 1523 W. Hoyt, and ~~2r. H. N. Gammel, 1535 W. Hoyt, and advise them that we recommend that the construction of this curb be delayed until such time as the City of St. Paul completes the construction of the storm sewer on Hoyt Avenue which they anticipate starting in August, 1956. ~~C7 CURBING Ljungren felt that in constructing the storm sewer with the necessary HOYT AVE. catch basins and other appurtenances, that-some slight revision in CONTD. grade might be necessary along Hoyt Avenue, as well as relocation of -some of the catch basins. He also mentioned the possibility that the curb might be damaged by heavy construction equipment. LARPE"~1TEUR Village Engineer Ljungren reported he had met with the County AVENUE Engineers and had gone over the preliminary plans wi±.h them.. IP~IPROVEil.ENT They informed .him that if the Village will take care of getting the five or six necessary construction easements on the North Side of Larpenteur, between Pascal and Alrert, the County will modify-its backslopes and lay a sidewalk bench for .future use all along the improvement. Ljungren also presented a letter from Ramsey County wherein they stated they are submitting to us for approval, through him, plan sheets of the proposed Larpenteur Avenue Construction Project. This project, beginning at Arona and terminating at Fernwood, will be constructed this summer. Afield inspection on the site has been made by Ljungren and County Engineer Representative Knute Ancker. They discussed the Larpenteur Avenue Grade, the grades of Village streets affected by the project, and the storm sewer design. The contract will have a provision requiring that the west one- half of Arona be kept open to traffic at all times, subject to sewer instllations. It may be that a greater portion of the inter- section can be kept open to traffic. ,The plans provide for high early strength concrete at the intersections. This will enable traffic to cross the pavement after approximately 72 hours of curing. The plans and specifications will be completed next week and The County does not anticipate any changes in the plan sheets as submitted to Falcon Heights for annroval. A completed set of plans and specifications will be sent to the .Village for its files. The County plans to begin this work about ~:4ay 15th and have the project completed for traffic by August 15th, 1958.• The County submitted a resolution for the annroval of the prelim- inary plans and after riscussion, the following resolution was moved by Shavor, seconded by Warkentien and unanimously carried: RESOLUTION: VyHEREAS, preliminary plans for Larpenteur Avenue from Arona Avenue to Hamline Avenue showing proposed alignment, profiles, grades, sewers, typical section, a.nd cross sections for the improvement of State A.id Road No. 30 within the limits of the Village of Falcon Heights as a State Aid Project have been prepared and presented to the Village, NOW, THEREFORE, IT IS RF~S~LVED, That said preliminary plans be in all things approved. Nilsen moved, .Shavor seconded that we notify the County Engineers that we are interested in the future improvements in the boule= vard, and will obtain the necessary easements. COVERS FOR The Council agreed that Ljungren should order six suitable ~.1ANHOLES covers for manholes so any broken can be immediately replaced with a few on hand to take care of future breakage without delay. LAW SUITS Attorney Graham reported they°e was no change in the Hanson suit. Northern States Power is taking Lametti's deposition. FLA.~.EBURGER Graham reported he had talked with Commissioner Winkel of the. City of St. Paul who assured that it would be alright for Flameburger to hook up to the line existing under the parking lot between Hanson's Bakery and the Flameburger. FIRE DEPT. Robert Dowdel's letter regarding the emergency call made at 1976 t~,Ralvern, Lauderdale, March 12th, was read, and it was decided that Mayor Nilsen should contact "Mayor Bronkala of Lauderdale re- garding this matter and report to the Council.
