Harold C. Nilsen, ~~~~ayor; George Shavor, Trustee, Wm. R. Utecht, Clerk. Also
present were Wm. E. Olsen, Treasurer, and Ethel E. V~'hite, Deputy Clerk and Deputy
Treasurer. Absent: Willis Warkentien, Trustee; Paul Coppini, Trustee, Frank N.
Graham, Village Attorney.
The rvlinutes of the Py4arch 13th meeting were approved as submitted.
Flag The Deputy Clerk was instructed to write a letter to Earl Grumke,
Chief of the Falcon Heights Fire Department, thanking him and
the other members of the Volunteer Fare Department for their.

Lauderdale A letter written 'oy Clyde Stewart embodying Lauderdale's in-
structions that we were to respond to Fire Calls only, and a
copy of our contract with Lauderdale for Fire Protection were
sent to the attorney for checking to determine whether we
would have any responsibility in case of serious injury or
death in case we did not respond to a call for help from one
of Lauderdale's citizens..
Lido There was a discussion regarding controlling the dust and reg-

lots. It was thought a bituminous curbing with regular inlets
and outlets might help control traffic.

Sanitary ~'r. Geo. Loss, 687 Eldridge asked what they would have to do

Dogs There was some discussion about hiring a dop catcher to help

created a•lack of understanding on the part of the public
with respect to the financing of storm sewers, and it was

people that the price of progress is costly, and asked this question:

Village Engineer Ljungren described the technical aspects of
the proposed improvement and referred to the map showing the
drainage districts that had thus far been set up in the village.
He also informed the. people that Ramsey County is going to
underwrite the cost of the Storm Sewer under Larpenteur Avenue
in connection with its 1958 improvement work.
Trustee Geo. A. Shavor, ~°rith the aid of charts, discussed the
tax structure of the village as it pertained to the conduct of
Village Operations. He also pointed out the mill rates a-~nlied
for the State, the County and the School District. Shavor fur-
they pointed out that the Village of Falcon Heights tried to
operate on as economical a budget as possible in vie~,r of the
proportion of the taxes levied by the other taxing bcdies.
The meeting was than opened to those in attendance vrho wished
to speak either for or against the proposed improvement. During
the question and Answer Period., the iliembers of the Council, the
Village Engineer and the Village Attorney answered questions
from the floor with respect to the proposed improvement, and
the persons listed below expressed themselves as follotivs:
P~Ir. Stanley Hart, 11188 Crawford said if Falcon Heights connected up to the
sewer at Arona, it v;Tould benefit the whole village and. he thought the
assessment should be spread over the entire village.
::fir. Lewis Payin, 1465 W. California, asked how he would be assessed inasmuch
as the two sewer district lines ran rigrt through his property. He was
told he would be assessed on half his property for the present proposed
improvement and one half on the other half of his property when, and if, the
other improvement went through.
n!Irs. John Kelsey, 1l~70 California asked if they would be assessed for both
irnprovements, and she was advised it would be split.
:ir. A. H. Kinney, 1795 Arona, said he would like to question the necessity
of the storm sewer. He tivondered if it wouldn't be possible that a change
in the grade would take care of the drainage ~oroblem. He wondered about
the concern over getting rid of a little surface water they have had for
years and years.
ter. Thos. Cannon, 1773 Arona said he couldn't understand why, when the water
runs free for about 1900 feet, we should pay so much to put it through a
pipe for such a short distance.
r~~r. J. R. u'~ alker, 1781a Asbury, said they bought high ground, and paid a
higher price for it, to get away from drainage trouble. He didn't feel they
should be assessed for drainage benefitting people on lower ground which was
bought at a lower price.
i~2r. Gerhard Schmitt, 1725 Asbury, asked if it wouldn't be more practical
to lower the grade on Crawford so it would. drain into the County Sewer.
Engineer Ljungren advised him that Crawford would have to be raised about
a foot to drain into Larpenteur.
:':4r. Thos. Cannon, 1771 Arona, asked vrhat in the v~~orld is the matter with
lowering the sev~rer on Arona and draining the whole thing. i!~r. Ljungren
said he was afraid if they lowered Arona a foot, it would be considerably
below their lot levels.

PJir. K. A. Mousseau, 1510 Crawford said he lived on the low side of the hill
and has had water to contend with for 18 years, and thinks he could stand
another 15 years of it. He said he cannot afford any more taxes.
Prlr. 1~. Vr. Helms, 1789 Asbury, said he doesn't think people living on
high ground have any responsibility for people living on low ground, but
thinks we need a storm sewer, and doesn't see why the business area doesn't
pay a larger percentage.
'+~r. l~eatherston, 1867 Simpson, pointed out that if we assess Areas A and B
for the Storm Sewer Improvement #l, the runs would be short and the lots
small in comparison, for instance, to Area C where the runs would be long
and the lots are large. In Area C, evidently, the cost would be well over
$107.00 a lot.
=.~Ir. L. A. i,~eyer asked. if this project had been started by a petition of any
of the residents or if it eras being done at the instigation of the Council.
P~4r. Theo. r~,Iontgomery asked how soon the money would have to be raised and
if it would be a legal bonding issue.
"ylr, W. T+V'. Russell, 150l~ Crawford, said he wasn't for it or against it, but
as far as determining who were the benefitting parties, he thought anyone
who used the street was a benefitted party.
tdr. A. 3. Kinney, 1759 :Arona, said he couldn't help but feel that the pro-
posed storm sewer is too costly. He thought a little cut on Crawford might
permit the water to run both ways and run into the sewer.
i~dr. 4'ueatherston, 1867 Simpson, asked if the fact that the other drainage
areas weren't being brought up for discussion at this time indicated they
hadn't been studied.
?~~Ir. C.-Alexander, 1866 Arona, asked if anybody knew if there was an easement
for the storm sewer.
I~ir. Juleen, 1530 VJ. Larpenteur, said that a lot had been said about the
business buildings and he said he wanted to bring up a point. He said we
will benefit by this thing -- there's no question about, it, A number of
years back, we spent a lot of money. Present plan doesn't show culverts
under Larpenteur. The Business men paid for placing curbing and black top
for the business block. Keller's rearra.ngment of block 10 was also in
this development. They have no objection to the thinking of Kinney and
V6eatherston and admit there are a few inequities. They put in man-hobs
and under-ground sewer tile. A number of ,years ago the Council turned down
an offer of 50 to 70 thousand dollars to put this seVrer through to the Gottfried
pit. 50 to 80~ of the water brill go into the County Sewer anyway. However,
the Shopping Center has been sued, and the village has been joined in that
suit, because of the water that comes from Crawford and roes thro~zgh "4ir.
Hansen's basement, and he doesn't blame Mr. Hansen for suing. They are just
fortunate enough to have insurance. He thinks all the village should pay
for the storm sewer if anybody does.
n~Ir. Sandels, 1795 Arona., asked if the S?18,500.00 price covered the cost
of the pump as well as laying of sewer pipe. He also asked for a breakdown,
and after ~~rlr. Ljungren gave it to him, he said he felt the prices were in
line.

~.ir. Nick Christensen, 1910 Snelling, said he heard a great amount of
hand clapping when someone proposed that the cost of Storm Sower

r~4r. Gerhard Schmitt asked why we proposed to assess the storm ewer on

proposed. TYiere was also a majority showing of h~n.ds of those in favor
of stor;.^. sewers.
