P1~ayor Nilsen said the purpose of the meeting
was to consider the petitition submitted
April 10th by the Falcon Heights Congregational
Church, for the rezoning of lots 18 and 19,
Block 1, 3arthel Villas from "Residence Dist.
A" to "Business District for Church Parking
Purposes Only" which was signed by over 50~
of the affected property owners.

Published notice of meeting eras read. Letter
from the Planning hoard was read. It stated:
"It is the unanimous opinion of the Planning
Commission that the use of the land as a parking
area .for Church Parking Only is an acceptable
and necessary land use. The Flapping ~3osrd
also stipulated "The grade and. surfacing of the
,~,~;,,,,,.,, lot should be determined by the Council on a
~~ basis which will not reduce the ponding area
_ ~;~~`'!~ or lessen the ground absorption rate in the
area until such time as storm sencer service
is available. Also that a detailed plan of the
improvement of this area, with elevations and surfacing, should include
specific lanes of entrance and exit, properly curbed and identified by signs."
~,r. Larry ti'+infrey, 1171 Ingerson road, as spokesman for Falcon Heights Congre-
gational Church, said that up until the time the storm sewer is put in, they
~,vill not put in black top. They vrill use rock or cinders and oil it to settle
the dust so that it v,ill not be a nuisance. They will grade it so it won't
stop the flow of vrater into the hole. They hope to start using it this fall.
They expect to core ir, from the south because that approach is nearer to the
grade level than the east. He was advised by village yttorney Graham trat
parking lots are going to be licensed and -ghat en+„rances anal exits will be
set by the Council.
Robert Loughry, 2009 Asbury, asked if they had the privilege of ordering a
car removed if it was left parked there, and. he ~~-as told that this could be
done by calling the Police and asking them to remove the car.
No one else wishing to be heard, the question was asked if there vrere any

Police After ~'iscussion, it was moved by Coppini and .seconded by
PTA Car- ~~Jarkentien that the request of the Falcon Heights P. T. A. for
nival four men to act as policemen at their carnival to be held at
the school `~Tay 9th, be referred to Don Arndt, Public Safety
Corimissioner. I"otion unanimously carried.

for tien that Don Arndt, Public Safety Co°nmissioner, be authorized to

Smoke Ex- ?'tiarkentien reported he talked to John Rysgaard about the Smoke
tractor Extractor and was assured there is plenty of power to run a
Smoke Extractor off the generator of the fire truck in case
house power is not available. It was moved by h~ta.rkentien and
seconded by Conpini that the Fire Department's Requisition #1l~1
for 1 P160-16" Super Vacuum Smoke Ejector, 115 volt, A. C. 1~1~
:I. P. `rotor, at X107.80 be approved. "lotion unanimously carried.
Telephone Letter of April 17th from TJorthwestern "ell Telephone Company
Rates advising they had billed in error at the rate of ~>5.00 per
month,. for i>~ri. 6-5200, and that they vrere changing the billing
to 510.15 per month, effective I~?ay 1st, 1958, was read and filed.
Autumn R~ Dan ia].ide, 1998 Aut~.mn, asked Vhat had been done regarding Falcon
Prior Sts. ~~oods Streets. He ~,;as advised the streets had been checked, that
they were not in food condition and there was the possibility of
further breakup. Engineer Ljungren's letter stating there was a
division of rcaponsibility and liability a.nd suggesting that
certain tests be made on the bituminous surfacing, base and sewer
trench which might help clarify these responsibilities, was read.
It was moved by utecht and seconded by Nilsen that Village Engineer
Ljungren be authorized to spend approximately ~200.U0 for the pur-
pose of testing on the Falcon v""floods streets as soon as conditions
permit -- we to advise i"°.~Tr. ~31ide the result of tests and further
plans later. P~Sotion unanimously carried.

Drainage ~dessrs. Keller, Geisen and Guertin from Pascal Avenue were
present to discuss drainage at Pascal and Ruggles and the poss-
ibility of having a concrete culvert instaa_led in front of
their homes. ?~Tr. Geisen said the culvert running dot^rn Ruggles
and crossing Pascal is full of dirt; that one of Lametti's
bull dozers had run over it and broken it, end that it had
never been replaced just repaired temporarily w~.th apiece of
pipe. Keller, 1852 No. Pascal, said he thinks the situation is
all due to the sewer being put in arld if something isn't done,
the road will wash into the ditch. Engineer Ljungren stated
that, in his opinion, the best way to handle this for a year or
so would. be to put a bituminous material in the bottom of the
ditches, haul in Mack dirt for the slope, and peg sod. The
matter will be studied further and P.7ayor Nilsen asked if these
men vrould come to the next meeting vrhen they hope to have def-
inite information.
Holton John J. P~icDonough, 1891 Holton St., inquired about plans to lower
Street the street and furnish black dirt. P.~ayor Nilsen advised him of
the problem of doing over all these streets with the engineers
and checking them before Craig Company comes in to complete
their contract; that the Council had been advised to wait a
couple weeks before this is done because the frost is not out
of the ground yet and there is a possibility of further damage.
'Zr. "~cDonough also asked about load limits. He was advised that
the State Law reads 4 ton from ~'Iarch 15th to •ay 15th, unless
otherwise designated by the Council. He was advised that the
County wants to use Garden and Albert as detours and if load
limits were lifted now, heavy traffic would be on the streets.
In answer to his question as to whether lowering Holton Street
had been discussed, he was told that it had, but that no decision
had 'peen reached. "`c Donough is to be notified when plans are
complete.
Fred Gardner, 1880 Holton, asked what the load restrictions on
Roselawn were and he was told !~ ton until '..!ay 15th. Hamline,
ton, Holton, 7 ton, by permit, and 3 ton on all newly fir_ished
streets.
Albert Smith, 1820 Holton, asked what was going to be done about
drainage and repair of their street. He was +old checking v,-ould
be done. He asked about resodding of their lot line. He was
advised no decision had been made.
John J. ;?cDonough, 1891 Holton, asked Ljungren if Holton was going
to be lowered. Ljungren said it has not been definitely decided.
Fred Kroeger, 1881 Holton, asked about establishing a grade for
his x~ronosed concrete driveway. He was advised to wait until the
grade for the street had been determined, and then after the
street was surfaced, to line up his driveway with the center of
the street; that that v~ould give him good drainage -- about a.
6" slope from his driveway and about a 6" slope from the center
of the street to the gutter line.
Storm Louis Payee, 1i 63 G~lifornia, asked if anything more had been done
Sewer on the storm sewer. He was told nothing more had been done.

notice would be published before holding another hearing.
Gage De- is. Gage asked if the Council had reached a decision about ~~ 3
velop_ment his proposed. development. The Planning Commission's letter
of April 24th was read, vrherein they recommended that a pro-
fessional planner 1-e called in to develop an over-a11 plan
for ~:he unplatted portion of the village; that a properly
engineered determination of street levels and storm and sanitary
sewer layouts should be made; that a neigr.borhood type of play-
ground or recreational area approximately 200' x 300' be provided
either by the developer, the property ovmers, or by the village
before any further development is approved. A basis for series
development should be studied; a stipules±ion that set-back and
lot levels be approved by the Village engineer or Council; a
means of access be made from Tatum St• to the playground area,
the minimtun a ~. to 6' wa11_~vay; the final plap to be subject to
recom^~endation and review by the Planning Commission. The
Planning Commission also specified that the follovring condi-
tions should be considered in the overall planning for the
area: Determination should 'e made of tha+ point in the de-
velopment of this area at vrhich an access road from Larpenteur
should be required. Investigations should be undertaken to
determine if the university of i.?innesota vrould be willing to
release property for an access road to the west. At the Larpen-
teur Avenue end of the development, consideration should be given
to business zoning or residence district C zoning as a suffer
zone between_ Larpenteur and t.,his residence property. The Planning
Commission emphasized +„hat no more piecemeal planning should be
permi+.ted in the Village. ~~Zayor Nilsen advised that :fir. Gresham,
Ljungren, :'r. Hawkins and he drove over the Hawkins Property and
looked over the site and discussed the development vri+„h him.

he intends to continue in the nursery business. Pegarding play-
ground area, ,:'r. Gage advisee that vVhile his property cost
'4,500.00 an acre, `"rs. Julia Lindig, 1870 Roselawn, has arnrox-
ima±ely 3-3,~l~ acres right bark of her home that she :would be
-~ailling to sell at the present time for X2,300.00 an acre.
There is no access to this land but he feels sure the Village
could. make arrange:~~ents for an easement. He understar_ds that
Art Lindig also has some property he would be lrfilling to sell.

Sewer Attorney Graham advised that the sewer rental increase eras
