Shavor, Trustee; Paul Copaini, Trustee; and Wm. Utecht, Clerk.- Also present xere Frank N. Graham, Attorney; Wm. E. Olsen, Treasurer; Vern L3ungren, Engineer; and Ethel E. White, Dep. Clerk and Dep. Treasurer. Absent, Willis Warkentien, Trustee. The Minutes of the special meeting of April 2?~th xere approved as submitted. The Minutes of the Regular Meeting of April 21~th rare approved as submitted. LITTLE It xas coved by Utecht and seconded by Coppini that James LE~IGUE Duddleston, representing the Little League, be granted per- mission to use the Village .Hall Friday Evening, May 23rd., and Saturday, May 24th, as headquarters for the Little League Button Sale. Motion unanimously carried. REPUBLICAN It xas moved by Shavor and seconded by Nilsen that the Repub- CAUCUS lican Committee be permitted to use the Small Council Room at the Village Hall for a caucus on the evening of Mai 13th. Motion unanimously carried. SEi~fER Attorney~Graham's letter of April 3:Oth regarding serer charge CHARGES revision xas read. The adoption of the folloxing resolution xas moved by Utecht , seconded by Shavor and unanimously carried: RESOLVED: "9~HEREAS, The City of St. Paul, Ramsey County, Minnesota, has heretofore, by resolution known as Council. File #187115 approved April 22nd, 1958, and published April 26th, 1958, made a temporary increase in the "Annual Charges" contained in Ordinance No. 10829 of the City of St. Paul approved April 11~, 1956: "NOW THEREFORE, BE IT RESOLVED by the Village Council of the Village of Falcon Heights that the Village of Falcon Heights assents to the temporary increase in "Annual Charges" contained in Council File No. 1$7115 passed by the City Council of the City of St. Paul on April 22nd, 1958, and binds itself to the City of St. Paul for the payment of the increased charges set up in said resolution; "RESOLVED FURTHER Zhat the Village Clerk file a duly certified copy of this resolution xith the City Clerk oP the City of St. Paul prior to May 16, 1958.w STREET Letter of April 29th from Harry S. Bronson, County Engineer, WORg regarding xillingness of the County to cooperate xith Villages, etc. on street xork, xas read and it xas decided that Shavor xould take it xith him and bring it up for discussion at the next meeting of the Ramsey County Municipal Officials Assn. PLUMBIAIG It xas moved by Utecht and seconded by Shavor that Mr. Bossard's INSPECTOR employment as Plumbing Inspector be terminated ~4ay 10th, and that Mr. Wm. Jastrox, Sr., 1326 W. Minnehaha, Mi. l~-1373, be advised that he has been named Plumbing Inspector effective Maa- 12th until such time as Mr. Falkoski is able to resume his duties. Motion unanimously carried. 997 998b Liquor & Stafford King's letter of April 1ltth regarding apportionment Cigarette of State Liquor and Cigarette taxes was read and filed. Tax Returns Fire Dept Letter from Henry J. Dachtera, Secretary of the Falcon Heights Election Fire Department Relief Association, dated May 5th, advising that the men listed below were elected officers for the year May 1st, 1958 to May lst, 1959, was read. G. Nelsons Fire Chief; Vic. Hermes, Assistant Fire Chief; A1. Helbig, Assistant Fire Chief; R. Dowdell, Captain; E. Woehrle, Captain; G. Baden, Lieutenant; and H. Nelson, Lieutenant. Dogs Complaints regarding the dog nuisance were discussed and it seemed to be the consensus of opinion that we should make arrangements for periodic trips by a dog catcher, and it was decided to ask Warkentien to investigate this service and report on it. League of Letter from the League of Minnesota Municipalities., dated Minnesota May 2nd, regarding the ltZtth annual convention to be held in Mun. Minneapolis June 11, 12, and 13th, was read and the clerk was instructed to bring it up again at the next regular meeting. Requisi- It vas moved by Nilsen and seconded by Shavor that Req. #1?~3 tions for 1 typewriter ribbon for Royal Typewriter and 1 dz rolls 2~" Adding Machine Tape for the Clerk's Office be approved. Lotion unanimously carried. It Ras moved by Nilsen and seconded by Shavor that the Fire Department's requisition #1!tli. for !t - 50' lengths of cord at $15.00 each be approved. Motion unanimously carried. It was moved by Utecht and seconded by Shavor that in the future all requests for equipment be complete in all details and that any additional-parts required be listed on the original requisition, motion unanimously carried. It was moved by Utecht and seconded by Nilsen that Req. #145 for the clerks office, calling for 1000 snap-out forms at X24.94 a thousand, be ordered from the Holden Printing Co., 607 Washington Ave., No., Minneapolis. Motion unanimously carried. Lights There was a discussion regarding the advisability of equipping Emergency Emergency Vehicles with revolving red lights. It was moved by Equip. Shavor and seconded by Coppini that the matter be referred to the Fire and Police Departments for their recommendations. Sinking Attorney Graham advised that he had been informed by l~r. Sander Fund of Juran & Moody, Inc., that the X7,000.00 worth of Vil:t_age of Falcon Heights Sanitary Sewer Bands referred to in his letter of April 22nd were not available at this time. Grahaxt also ad- vised that he suggested to Mr. Sander that if these bonds, or any of the other Falcon Heights bonds, become available, to let him know promptly because he~felt sure the Council will be interested in repurchasing if we have the necessary funds. 1 i REGULAR MEETING, May 8th, 1958. Fines Graham further reported that the Harvey R. Hammer Fine had been taken care of and that payment would be made direct to the Falcon Heights Treasurer. Profession- Letter of May 3rd, from Sherman S. Hasbrouck, submitting a al Planning proposal for professional land planning services at X10.00 per hour, xas read and discussed. Shavor submitted the follow- . ing questions for checking. "If xe hire this man, will he give us a plan that will include the location and grades for sanitary sewers and storm sewers? Will he give us a proposed street plan xe can file to protect us on any other developments East and West of Tatum?". Engineer L3ungren xill call Hasbrouck and give him xhat information he has on profiles, and further discussion xas deferred until Tuesday night, May 13th. Mr. Larson, a civil engineer, living at 1885 Tatum, said he felt Hasbrouck should be able to make up a map such as we want xith the information L~ungren can dive him. Mr. Larson said he felt it would be a worth~rhile expenditure; but that if the Village didn't xant to spend as much as Hasbrouck xas asking, he felt sure they xould be willing to help out. Streets L3ungren mentioned that there is still one lot on Fairview with a 96' frontage which should be watched for use as a possible street inasmuch as there should be a second'agress to all streets. Play- There was a short discussion regarding playgrounds. Coppini grounds said the people xho pioneered the village have been xaiting 17 years for a playground and he thought they should have first consideration. It xas also pointed out that the play- grounds at the new Fairview Jr. High xas of ample size for mayor .ball area and it wasn't too far from the Falcon Woods Area. It was also pointed out that xe aren't too far from Como Park where they have recreational facilities for all age groups. Easements Letter from Harry Bronson, County Engineer, dated May 2nd, re- Larpenteur garding easements for sidewalk bed along Larpenteur Avenue xas Avenue read. After discussion, Utecht moved and Nilsen seconded that the getting of easements along Larpenteur be referredsto Village Attorney Graham. Motion unanimously carried. Rental of Sherman Hasbrouck's letter of May 6th, regarding renting tempor- Space in ary office space in the Village Hall was discussed and the Village clerk was instructed to write Mr. Hasbruck advising it has been Hall considered; but that we must keep the space open for our oxn use. .~.i.~> ~~~~~ Gage Letter of ~ lat, from the Gage Construction Co., stating Hawkins .. tad requested a definite decision by May 15th was read; and Mayor Nilsen was asked to contact Mr. Gage. League of Letter from Mrs. Frances J. Hardie, President, Falcon Heights Women League of Women Voters, advising that Mrs. B[. R. Sandstrom, Voters 17b5 Tatum, St. Paul, 13, was their new Vice President and Local Study Chairman; and asking that copies of minutes be sent directly to Mrs. Sandstrom was read and noted. Mrs. Berdie also enclosed a list of their newly elected officers which was placed on file. Alleys There was a discussion regarding the repair of existing accepted alleys; and alleys where people might want to petition to have them put in acceptable condition. Attorney Graham was instructed to prepare petitions and check ownership on property adjoining unimproved alleys; said petitions to be presented to affected property owners for their approval or re3ection. Personal Shavor questions whether we are being assessed fairly on personal Property property taxes, and after discussion, the Council expressed Taxes their approval of his plan to talk to Powers, at the Court House, either by himself or xith other interested persons. Special After a discussion regarding parking lots, streets, and drain- Meeting age, it was moved by Utecht and seconded by Nilsen that we set a special meeting for 7 P.
