Shavor, Trustee; Paul Coppini, Trustee; Wm. Utecht, Clerk. Also present xere Frank N. Graham, Village Attorney; Wm. E. Olsen, Treasurer and Ethel E, White, Dep. Clerk and Dep. Treasurer. Absent: Willis Warkentien, Trustee. Minutes of the regular meeting of May 8th x®re approved as submitted. Motion unanimously carried. Streets Mrs. E. J. Finger, 1526 Craxford asked if they xere going to finish Cranrford or leave it open for installment of storm surer. She xas told Craxford xas to be resurfaced, and that the contractors: xould start their xork at Craxford about May 15th. Mr. Borchert, 1750 Aroma, said dust xas ao bad they could hardly breathe in the house, and asked if they xere going to install storm surer on Crawford. He xas told they xere not going to put storm sewer on Crar~fard at this time. He askeal about having his boulevard fixed xhere it had been torn up by contractor parking his equipment, and he xas told that it xould be taken care of. Mrs. Finger asked about dressing boulevards, and she xas told by Mr. Steffen that the contractors xould remove rocks, etc., but that it xould be up to the owners to seed and dress. Tatum Engineer L~ungren reported he had been asked to make a survey Street of Tatum Street and to establish new grades xhich xould fit the property as nearly as possible.- He said he understood the people xere desireous of eliminating the ditch section and converting this street to a conventional city type section. At the present time there is a 49.5' right of ray. It appears it xould be feasible to construct a street xith a 30' driving surface and an approximate 10' boulevard section on each side. He has investigated drainage and believes a temporary, feasible means can be found for draining this area. L~ungren mentioned that the cost of surfacing the street had been included in the sanitary sewer program and is not cover- 1.~ ~~ ed by the following preliminary estimates: GRADING Labor and Equipment X2300.00 Clay .fill material for ditches 1950.00 Black dirt for dressing boulevards 1300.00 Drainage and appurtenances 3225.00 Machine laid asphalt curb 3960.00 L~ungren also said there are a large number of surfaced driveways along this street, many of which will have to be slightly revised because of the new grade. No provision has been made to cover the cost of reconstructing or resurfacing these driveway entrances under the surfacing provision of the sanitary sewer program. Normally, if such is desired, it is included and considered as part of the curb construction program. The above mentioned cost estimate, therefore, includes this work. If curbing is not included as part of this improvement, an additional item will have to be added to the bituminous surfacing to cover the cost of the driveways. As a part of this report, he submitted two sets of preliminary plans covering Tatum Street. Mayor Nilsen pointed out that if they wanted a City Section, they would have to cut down the grade. The new finished grade would vary from a cut of zero to 9". There was a discussion regarding the culvert. The following points were brought out: Culvert was installed in 19110. It is impossible for water from Falcon Woods to drain onto Lindig~s property. It is impossible to run the water to the Gottfried Pit at the pre8eint time. The people along the street were then called on for their opinions and responded as follows: 1920 - no comment 1905 - no comment 1903 - no comment 1900 - Bloomfield said he didn't think it should be finished to a City Section at the present time. 1892 - Richard Finn said he thought the cost was too high. 1891 - No Comment 1890 - D. P. Shannon inquired about the possibility of putting in the storm sewer at the present time. L~ungren said. it was imposs- ible, but he thinks there will be a street between Tatum and Fairview in the future and storm sewer arrangements could be made so Tatum would not have to be torn up again for the install- ation of storm sewer. Shannon said they hadno particular water problem but that he would go along with regrading. 1885 - no comment 1880 - no comment 1879 - no comment 1870 - no comment 1885 - Curtis Larson said he didn't see any connection between the so called water problem and the filling of the ditches; he doesn~t think filling of ditches would change water problem; he under- stood ditches could be filled without constructing curbing. L~ungren advised that in some cases they use a swale section which brings the water out into the street about a foot. Larson said he would be in favor of the swale section if it would prevent erosion and thinks filling ditches would be ~~ ~ desirable. Nilsen pointed out that filling ditches should do axay with the problem of cars parking so far out into the street because people didn't want to step out into a 2' ditch. 1860 - George Croft said he would be in favor of putting in Swale and filling ditches until such time as store sewer was put in. Nilsen said storm sewer would go only to low point, at about 1776 Tatum, ~rhich statement was confirmed by L3ungren. 1857 - no comment 185tt - no comment 1853 - no comment 181ilt - no comment 1849 - ~[. F. Aiken said he would like to have the street restored to where it was before the sewer was put in. 18115 - Leonard Nielsen asked what they were going to do with the mountain of dirt in front of his house if they didn't fill the ditches. He said he doesn't mind the taxes. 1812 - John Kiel said he would be interested iss filling ditches. 183? - Warren Fall feels storm water will be more of a problem if they fill ditches-- it seems to hia everyone is considering filling the ditches and then solving the water problem. He wonders if we know the exact elevation of the future storm sewer, and whether the grades we are working with naw would be workable and favorable. He was advised that a tentative plan had been prepared east to the county. line, and that they had been working with this plan as they were coming crest; that grades had been established 10 or 12 years ago for the entire length of the street, and he feels the grades established will meet any future storm sewer installation. When Larpenteur is graded, it will be lowered slightly and the first few hundred feet of Tatum would have to be modified which would be done by the County. The original aet up was to replace it the why it wax. 1838 - no comment .1830 - Raymond P. Dahl feels that inasmuch as 31~ of the sewer assess- ment covered street work, we should fill ditches, establish grade and put in Swale before resurfacing. He figures it would be a hundred dollars well spent. 18211 - no comment 1823 - no coaanent 1816 - Johnson feels it advisable to fill-ditches and install the cheaper curbing. 1815 - no comment 1811 - Ostergaard is ie favor of filling ditches if they keep the cost dawn. 1808 - Jancsek is opposed to filling ditches until such time as storm sewer in put in. 1805 - Struck is in favor of filling ditches and cheapest curbing and doing it as soon a.s possible. Dahl asked what his grade was. L~ungren advised they would come out about 2" below at the property line. Dahl asked about water running on his lawn area. L~ungren advised it would have to be about 9" deep to do that. Grading street and filling ditches would cost about X1.10 per lineal foot - including storm sewer would make it about X1.75. 1795 - Jungwirth asked that the street be fixed and pretty soon. 1791 - Roch would like to see ditches filled, lower curbing put in, assuming it would take care of erosion. He is concerned with dust and would like to seework done as soon as possible. ~~~ ~ 1781 - Mrs. Falk is Est favor of filling the ditches and curbing. Mrs. Falk is much concerned about the water flow and said it would be nice to have the water flaw 3.n another direction. 1786 - Roe asked haw water would be carried off if ditches were filled and L3ungren advised that it would flow past all right. 1786 - Lipke thinks they might have a flooding condition if the ditches were filled - especially if we should have any earlq freeze and heavy snows during the winter. 1779 - Schirrmeister expressed concern about the water, but said if they were sure water could be taken care of, he didn't see ar~ything wrong with filling ditches but he did think provisions should be made to take care of water first. 1786 - Spencer Roe feels water from the west side of the street will run across to the east side and come down from the 1800s. L~ungren said the two gutter lines will be exactly the same and street will not be ditched so gutter line will be the same. They will have four catch basins to handle the water until it can drain off. 1776 - Beck said he understood the catch basins were to be placed south of the culvert and L3ungren advised him there were to be 2 north and 2 south of the culvert. Estimate includes extending culvert'to back property line. Beck feels there will be quite a bit of water going into the field back there and that it would send a lot more water to the nursery be- hind them. 1768 - No comment. 1760 - Palumbo asked when the work would be done and he was told it would be done this summer. 1765 - Sandstrom says he is in favor of rolled curbing, but wonders if culvert will take care of the water. IL water could be adequately handled, it would be satisfactory. 1751 - Clander said he had no problem. 17l~5 - No comment 1742 - Burson said he hadn't been there long but he thought they had a drainage problem. He asked what their grade was. L~ungren told him that Eros his property, the break in the grade ranged from 17lt8 to 1751,; grade established would permit drainage. Burson doesn't think they should take the full treatment. He wonders if there is air way of diverting the water from the Rosehill Nursery. He was told elevation for his driveway is 9.7~b. Center line 9.71185. 1736 - Libby thinks they should take the $1.10 a foot deal; that they must have raised the street at least afoot in front of his house; he is definitely in favor of filling ditches. Roe asked how soon they could expect alleviation of the dust problem. Struck doesn't think culvert is high enough; thinks crown of street is too high; asked why they didn't put street back at original grade. He thinks work should be done now. Janesek asked if they could guarantee that the water from the nursery wouldn't run right on to the east side; he doesn't think they want too high a curb. Ljungren.said he didn't think anyone could make such a guarantee -- that rainfall varies. They figured it on a 2 to 5 year frequency. It might not handle a rain such as occurs every twenty-five years. Janesek thinks they should go into the water problem a little more deeply. 1 Roe doesn't think water from nursery runs across road. 1 1 Flame- Burger Nick Christensen presented plans for xhich the Flamebuirger wound like a permit. After study, the Council requested the Clerk to call Flameburger and ask them to~write a letter to-the Council out- lining their plans as to parking space and whether the food Ras to be eaten on the premises or taken allay. .~ U. of M. A~+t Lindig requested the Council to write the University of Service ,„ Minnesota asking that they oil their service roads along Larpenteur Roads and those going into their property. San. Mr. Steffes referred to his letter of May 13th, advising that they Sewer were called to investigate the sanitary surer house stub reported Conn. not of sufficient depth to drain the basement for house number 1880 Simpson Street, and recommended that Crogness, the sewer installer, be permitted to hook directly to the sewer line in the street be- cause this would enable him to pick up the necessary pitch. After discussion, it was moved by Nilsen and seconded by Shavor that E. Crogness, the sewer installer, be authorised to make the connection at 1880 Simpson to the main in the street as directed by the Sanitary Sewer Engineer. Crogness to see that the back fill is well compacted and the village to assume the cost of street resurfacing. Motion unanimously carried. San. Sew- Letter of May 13th from Toltz, King, Duvall, Anderson & Associates, er Imp. Inc. was read and accepted as written except for the following #1. Part changes. 1 & part 2. Page 2, paragraph 2, strike out "Or consider extending the culverts to the trees north of the alley." Page 3, item (1), Engr. L3ungren reported he Will get Sina's esti- mate, and then get hin and Gage and Lametti to work out an equitable amount. ®~~ Page 3, item 5, paragraph (b) the estimated cost on this item to be approximatelT X200.00. 1 #1. Pt.2 Letter of April 30th, from Toltz, King, Duvall, Anderson & Associates, Comm 36l~5 regarding Craig Company contract, was read and agreed upon. #1. Pt. 1 Letter of April 30th, from Toltz, Kings Duvall, Anderson, & Associates Comm 36115 regarding the Peter Lametti Construction Company contract was read and accepted with the possible exception of a "Maybe" to paragraph 6, Page 2. Frost After discussion, it was moved by Utecht and seconded by Shavor that Boils item 3 regarding frost boils at Idaho and Pascal, and Idaho and Arona, be referred to L~ungren who advised he could have the work done within a few days. Motion unanimously carried. Gage After discussion, the Council asked Mayor Nilsen to contact Mr. Gage Develop- and tell his they couldn't give him a definite decision by May went 15th. Technical Professional Planning Shavor thinks it might be better to have L3ungren lay out the plans which they had previously considered turning over to Hasbrouck.
