HomeMy WebLinkAboutCCMin_58Jun12REGULAR MEETING JUNE 12, 1958. Meeting was called to order at 7:30 P. M. with the following Council Members presents Harold Nilsen, Mayor; Geo. Shavor, Trustee; Wm. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney, Wm. E. Olsen, Treasurer and Ethel E. N~hite, Dep. Clerk and Dep. Treasurer. Absent: Paul Coppini, Trustee; and Willis Warkentien, Trustee. Minutes of the regular meeting of May 22nd were approved as submitted. Alleys Signed petition for the improvement of the alley between Iowa and Hoyt, from the East line of Pascal to the West line of Albert was read. It was moved by Utecht and seconded by Nilsen that this petition tie referred to Attorney Graham. Motion unanimously carried. Excess- A petition, signed by 33 people in the Falcon Woods Area, re- ive Speed nuesting the reduction of speed on Roselawn from !~0 MPH to Roselawn 30 MPH, and the installation of ~ way stop signs at Fairview and Roselawn, was read. It was moved by Utecht and seconded by Shavor that this petition be referred to Mr. Wm. Chenoweth, Ramsey County Traffic Safety Engineer for his immediate study and recommendation. Motion unanimously carried. Payment of The adoption of the following resolution was moved by Nilsen, Interest seconded by Utecht, and unanimously carrieds RESOLVED That the Treasurer be authorized to prepare and deliver a check payable to the American National Bank in the amount of thirty-seven-thousand-eight-hundred-ninety-five dollars and fifty cents 037,895.50) in payment of interest due on Village of Falcon Heights Sanitary Sewer Bonds on July 1st, 1958. This check to be drawn upon the Sanitary Sewer Sinking Fund Account . Falcon Letter from Attorney Graham to Mayor Nilsen, dated May 22nd, Heights advising that the certificate completing the rezoning of the Cong church property had been prepared and filed on May 13th in Church book 371 of Miscellaneous at Page 551 in the Office of the Register of Deeds for Ramsey County, Minnesota, was read and filed. Loss, 687 Eldridge, St. Paul, 17, Election stating he was running for election as County Comm~_ssioner, First District, but would withdraw his name from candidacy in .case Mrs. Lucille Blank decided to run for re-election, was read and filed. Gottfried With reference to the Gottfried Pit Pumping Station, Force Pit Main, and Como Over-flow, it was moved by Nilsen, seconded by Shavor and unanimously carried that we write Harry Bronson, County Engineer, requesting the following information: 1. What the total cost is going to be. 2. What the Village's share will be. 3, What State Aid is doing to be used. 4. How the State Aid is going to be applied. Tatum It was moved by Nilsen, seconded by Shavor, and unanimously Street carried that the following resolution approving plans and specifications and ordering advertisment for bids, be adopted: 1~LC_,~ ~~ ~~ WHEREAS, pursuant to a Resolution passed by the Council on June 9th, 1958, the Village Engineer has prepared plans and specifi- cations for the improvement of Tatum Street between the north line of Larpenteur Avenue and the South line of Roselawn Avenue, by grading and storm sewer construction, and has pre- sented such plans and specifications to the Council for approval NOW, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesota: 1) Such plans and specifications, a copy of which are filed in the Clerk's Office and made a part hereof, are hereby approved. 2) The Village Clerk shall prepare and cause to be inserted in the Rose Tribune an Advertisment for Bids upon the making of such improvement under such approved plans and specifica- tions. The advertisment shall be published on June 19thand June 26th, shall specify the work to be done, shall state that bids will be opened and considered by the Council at 7:30 P. M. Central Standard Daylight Savings Time on Monday, June 30th, 1958 in the Council Chambers of the Village Hall and that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the Village Clerk for not less than 10~ of the amount of such bid. Driveways There was a discussion regarding driveways about which res- idents are ccamplaining, and it was decided that we would wait until the street work was completed, and then check all driveways and arrange to have those that need repair taken care of by either the County or some small contractor. Gage Engineer L3ungren reported that he had gone over his most recent Develop- set of plans for Gage Development, and the proposed further de- ment. velopment of the Hawkins property with Mr. Hawkins, and that the plans meet with Mr. Hawkins approval. Hawkins also approves of the location of the proposed playground for small children, but definitely will not consent to any play or ball area abutting his nursery. Mr. Gage-and Mr. Hawkins both state that the land for the recreational areas will have to be handled on an assessment basis, but Mr. Cage has no objection to paying for public utilities passing his property. Ball Mayor Nilsen said he would get in touch with the University of Grounds Minnesota and see if the Village could make arrangements to lease some of their pasture land (Right next to Falcon Woods and near the Antenna) for use as a ball field. Streets F~hgineer Ljungren has an agreement worked out with Sina calling Falcon for taking up the mat, taking out the base, adding additional ~Poods gravel, and remixing the entire surface. They are going to attempt to roll up a little bituminous curb. In other words, repair the whole street from Roselawn to Roselawn. Some of the trouble was caused by Lametti, but Sina will do the work and Lametti will pay Sina for his share of the responsibility. 1liey hope to have the work well under way within two weeks, and it will be done without cost to the Village. Regarding drainage on the street, Ljungren said they are going to raise it some and rebuild the drainage ditches. So far they have not been able to get permission from Roseville to put a culvert under Roselawn. At this time Mr. Glide rose and told the Council he wanted to express the appreciation of the people living on the street for all the time and work the Council had put into the matter.
