Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee and Wm. Utecht, Clerk. Also present were Frank Graham, Village Attorney, and Ethel E. White, Deputy Clerk and Deputy Treasurer, Vern Ljungren, Village Engineer and Dean Anklan, Ramsey County Maintenance Engineer. Mayor Nilsen advised Mr. Anklan of our dissatisfaction with the work the County had been doing on our streets and alleys. Mr. Anklan ad- vised that this was due to the fact tha±, they had used some inexper- ienced help; that this, however, was no excuse and the bill was being adjusted. During the discussion it was brought out that the work on the East side of Arona, with which the Council was particularly dis- satisfied had been done by the County for the City of St. Paul. Engineer Ljungren said that he had contacted Mr. Holzer of the City of St. Paul and told him that he wanted to check compaction, etc. before they sur- faced what had been dug up when laying the water main. Mr. Hindermann, of the Village Street Commission, called him one day and told him the County was working on the street without having given Ljungren a chance to inspect compaction, drainage or material. It is also Ljun- gren's opinion that repair work was done when trench was too wet. Ljungren is to check at Arona, make up an itemized order specifying work to be done and write the City. Mr. Anklan pointed out that all the Villages in the County have a stake in the equipment used by the County, and that the County does the work for just about half of what it would cost to have a private contractor do it. He advised they would send in an experienced crew to correct the work previously done, including correcting the places where they had stopped the drainage. He said they try to line up a days' work before they send a crew into any one village, rather than fix one hole at a time because it was more economical to plan a days work. He also said they have to have a specific work order from Ljungren, our engineer, before they can do anything. Ljungren was instructed to issue a work order as follows: Sweep, patch and seal coat Ruggles from Haml'i~e to Albert, Garden from Maple Knoll to Snelling, Paint Barricade at F~-~ Cnd of Iowa, Repatch alleys where water has been stopped, Arona to Albert between California and Larpenteur. Regarding complaint about crews going to breakfast after presumably reporting for work; Anklan advised that they were not supposed to, but that: the oilers were starting work between five and six and were en- titled to a coffee break about 8 or 9. Anklan also advised that where County Streets are torn up to install sewer or other utilities, the County does not take over again until the responsible party puts the street back into acceptable shape; and then the County resumes maintenance. He said the County is more than willing to help out with drainage problems; but that it is up to the sewer installers to see that the trench is properly compacted and patched. The County takes a "Hands Off" policy until local contractors finish and turn streets back. Wm. Chenowith, Ramsey County Traffic Safety Engineer, has charge of painting -- he has some new equipment which isn't working out quite right and he is far behind schedule, but they expect to be able to start very soon. Coppini said he felt it .would be a good idea if the County would advise those in the villages who are responsible for the street work when the various jobs had been finished. Anklan advised it had never been done, ~~ ~~ but he thought it might be a good idea. He thinks sending a work order on each specific item, is a good idea and should be followed through. TATUM ST. At 7:30 P. M. the Mayor announced that the Council would consider the I."~PROVE- bids received for the Tatum Street Improvement in accordance with the "J~ENT. provisions of the advertisment for bids which was read, such adver- tisment for bids having been published in the Rose Tribune June 19th and 26th. One bid was received from T. A. Shifsky & Sons, 361 Z'6. County Road E., St. Paul, 12, Minnesota for the improvement of Tatum Street from Larpenteur Avenue to Roselawn Avenue according to specifications prepared by Vern L. Ljungren, Village Engineer. There was a bid bond attached in the amount of one thousand dollars. The total construction cost of.the oid is ~8,673.l~5. It was signed by T. A. Shifsky, President, T. A. Shifsky & Sons, Inc. It was moved by Nilsen, seconded by Utecht that the yid submitted by T. A. Shifsky & Sons, Inc., for the improvement of Tatum Street from Roselawn Avenue to Larpenteur Avenue in the amount of ~8,673.1~5 be referred to Vern Ljungren, Village Engineer, for tabulation and recommendation. Motion unanimously carried. CRAWFORD Mayor Nilsen advised that the resident living at 1532 Crawford re- ALLEY ported that there was considerable water standing in the alley between Crawford and Larpenteur; and that if there was any amount of rain, the second garage from the corner would be flooded. Engineer Ljungren ad- vised. that the Drain Pipe that runs under the Flameburger which for- merly handled some of this water had been broken. There was a ques- tion as to whether the benefitted property owners could Le assessed for repairing this pipe, and the matter was turned over to Engineer Ljungren and Attorney Graham for further checking. It was pointed out that if the condition should become very serious, we could have the Fire Department pump the water as a temporary solution. ALLEYS It was moved by Utecht, seconded by Vdarkentien that the following resolution be adopted: IT WAS RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS 1. That the petition requesting the improvement of the alley between Iowa and Hoyt from the east line of Pascal to the west line of Albert by grading and bituminous stabilization according to Village Standards which is hereby declared to be signed by the required percentage of vrmers~~gfoproperty affected thereby. This determination is made in conformance to Minn. Stat. 429.035. 2. That the petition requesting the improvement of the alley between California and Idaho from the east line of Albert to the West line of Hamline by grading and bituminous stabilization according to Village Standards w'~ich is hereby declared to be signed by the re- quired percentage of owners of property affected +„hereby. This deter- mination is made in conformance to Minn. Stat. l~29.035. 3. These petitions are hereby referred to Vern L. Ljungren, Village Engineer, and he is instructed to report to the Council advising the Council in a preliminary way as to whether the proposed improvements are feasible, and as to whether they should best be made as proposed or in connectkon with other improvements, and of the estimated cost 1 1 1 of the improvements as recommended. Motion unanimously carried. It was moved by Warkentien, and seconded by Nilsen WHEREAS, it is proposed to improve the alley between California and Idaho running from the eat line of Arona to the West line of Fascal by grading and bituminous stabilization according to Village Standards and to assess the benefitted property for all or a portion of the cost of the improvement pursuant to Minn. Stats. 429.011 to 429.111, NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF T~'E VILLAGE OF FALCON HEIGHTS, MINNESOTA, that the proposed improvement be referred to Vern L. Ljungren, Village Engineer, for study, with the request that he report to the Council advising the Council in a preliminary way as to whether the proposed improvement is feasible, as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. Motion unanimously carried. Ayes recorded: Nilsen, Shavor, Warken- tien, Coppini, Utecht. TATUM Ljungren reported that he had checked the Schifsky bid and that it was STREET in order. It was exactly $10.00 less than he had estimated. BID TATUM ST. Ljungren pointed out that additional piping on Tatum Street would call DRAINAGE for the expenditure of an additional $6375.00 or so. At this point Graham and Ljungren left the meeting to consult with Mr. hemmer and others regarding easements. ~V Rr~ BID It was moved by Utecht, seconded by Nilsen and unanimously voted that TATUM ST. the bid received from T. A. Shifsky & Sons, Inc., for the improvement Il~4PROVE- of Tatum Street from Larpenteur Avenue to Roselawn Avenue be referred i~IENT to Engineer Ljungren for further checking and report at the next meeting. GAGE It was moved by Utecht and seconded by Warkentien that preliminary PROPOSED approval be given the proposed plat of Falcon Woods Addition #2, DEVELOP- subject to the Village Engineer's written 0. K., for presentation MENT to the County Plat Commission. Motion unanimously carried. POLICING It was moved by Nilsen, seconded by Coppini, that Warkentien be appointed as the Falcon Heights representative on the Ramsey County Municipal Officials Association committee for Rural Ramsey Policing. Motion unanimously carried. RECESS 9:30 Meeting was recessed awaiting the return of Graham & Ljungren. RECONVENE Meeting reconvened at 10:15 P.
