The meeting was called to order at 7:30 P. M. with the following Council
Members present: Harold C. Nilsen, Mayor; Geo. Shavor, Trustee; Willis War-
kentien, Trustee; and Paul Coppini, Trustee. Also present were Frank N.
Graham, Village Attorney, Wm. E. Olsen, Treasurer and Ethel ~%. udhite, Deputy
Clerk and Deputy Treasurer. Absent: Wm. R. Utecht, Clerk.
Minutes of the regular meeting of June 26th were approved as submitted.
Cig. It was moved by Nilsen, seconded by Shavor and unanimously carried

Barthel Letter from Douglas Shhets ~ Bell, 112 E. 6th St., 5t. Paul, 1,
Lots dated July 7th was read. It stated they were enclosing a petition
pertaining to lots le, 1lt, 15, 20 and 21, Block 1, Barthel Villas.
They stated the matter of the issuance of building permits has
dragged on for many years, and they were anxious to bring it to a
head. There was no petition enclosed, and thc~ letter was referred
to Attorney C,raham.
Alley Letter from A. H.Paschall, 1l~76 W. California, stating his opinion
that the alley between Pascal and Arona, between California and
Idaho had been improved, was read. Members of the Council are
sure this alley has never been brought up to specifications as an
improved alley, and the matter was referred to Trustee Coppini.
Business Card from Fillmore & Bradbury, 15 E. Franklin Ave., Mpls. ~, re-
Men garding used Christmas Street Decorations, and letter from White
Bear Assn., Inc., inviting Falcon Heights to participate in
their Centennial Days Parade, were referred to George Williams,
Falcon Heights Hdwe., Chairman of the Falcon Heights Business
Mens~ Association.
Arona St. Copy of letter written by Milner W. Carley & Associates, to :fir.
Larp. to Roy Holzer, Water Department, City of St. Paul was read and filed.
Hoyt. It stated: Numerous complaints have been received regarding the
condition of Arona Street resulting from the installation of
water main in this street. The Village Council was of the under-
standing that the Ramsey County Highway Department was authorized
to make the necessary repairs. The County Engineer's Office in-
formed the Council it had been authorized to perform only certain
portions of the work. Council requested Milner Carley & Associates
to contact Water Department, City of St. Paul and request that the
balance of the work be performed immediately. L3ungren advised he
would be willing to meet with representatives of St. Paul at their
convenience.
Pascal Andrew Geisen, 1860 No. Pascal, spokesman for a group of residents
Avenue on the east side of Pascal, between Garden and Ruggles, said
Ditch their drainage ditches had been left in an unsightly and hazardous
condition. It was moved by Shavor, seconded by Nilsen a.nd unan-
imously voted to authorize the Village Engineer to proceed with
the work of refacing and resodding the ditch along the East side
of Pascal from the north edge of Ruggles to the Barthel Villas
Sump Area for the purpose of protecting the street and preventing
erosion of the shoulder. Estimated cost X300.00.
It was moved by Coppini, seconded by Shavor and unanimousl~r voted
that we place a reflectorized sign at the dead end of Ruggles at
Pascal.

State voted that the Building Inspector be authorized to issue a. permit
Bank for the erection of a Directional Sign for the Falcon Heights
State Bank as per instructions of building inspector.
Sprinkl- Letter from Leonard N. Thompson, Water Department, City of St.
ing Paul, dated July 1st was read. It stated it is necessary to impose
a temporary restriction on sprinkling permitting sprinkling of the
odd numbered homes on odd numbered calendar days and even numbered
homes on even numbered days; and that in justice to the citizens
of St. Paul, it is necessary to request any outside areas which
are being served from the City of St. Paul to observe the same
regulations. Present restrictions will be in effect until public
notice is given to the effect of their removal.
Streets There was a general discussion regarding checking and finishing
up the street work, and it was agreed that this could best be done
by Engineers, Council Members and Contractors making a personal
inspection tour and it was decided that they would meet at 8 A. M.
Saturday, July 12th, for this purpose. During the discussion the
following points were brought out: The contractors would practically
have to bury the curb on Simpson to take care of drainage. Shavor
doesn't think south portion of Simpson is graded properly. T. K. D. A.
& Associates will run levels on the south 300' of Simpson where it
runs into Ruggles and see if it can be fixed with Hot Patch. Steffen
looked at Dr. Larabee's driveway and thinks it is a good fob. He
doesn't think he has any trouble with the car except when the heavy
boat is attached which lowers the car. It can be taken care of by
tilting and bringing the gutter up higher in front of Mrs. Smith's
house. Building Inspector Nick Christensen said he told all those
people they were putting their driveways up too high but they did it
anyway. hors. Smith says she can't park in front of her house and
wants more black top. Street was put back into original contour.
Mrs. Smith would not permit Lametti to fix her driveway. Regarding
ditches, Harry Bronson, County Engineer, told Steffen all they expected
the Village to do was to put black dirt on the slopes and seed them.
Steffes thinks Victor Lametti will pay X500.00 toward the expense
of repairing Autumn & Prior Streets. Steffes will get a clearance on
Snelling Drive. Will meet Palmer Monday. Coppini said he had re-
ceived a complaint that the heavy machinery had cracked Blomberg's
Driveway. Steffes advised that the County would accept Garden as it
now is and maintain it. He predicts trouble with Garden due to the
heavy traffic inasmuch as it wasn't designed to handle such heavy
loads.
The following letter, dated July 10th, 1958, from Toltz, King, Duvall,
Anderson & Associates, Inc., signed by Arnold M. Steffes, was read:
"We are handing you herewith Certificate #11 issued to the Jay W.
Craig Company for work performed by them for the month of June. The
Amount due the Contractor certified by this certificate is X17,115.65.
The amount retained in accordance with the terms of the contract is
10~ which amounts to X7,698.03.
We have estimated the amount of work yet to be completed by the Jay
W. Craig Company during the month of July and the amount of extra
work performed during June and July as follows:
Extra order #2 which will be prepared to the Jay W. Craig Company

for hauling excess material from Holton and Crawford Sts. and
placing same on other streets as required, This work to be
performed on the equipment rental basis. ~ 329.25
Lower catch basin at Holton & Garden Sts. and fill around the
catch basin with bituminous material 15.00
Grade and remove material along the south side of C=arden be-
tween Holton and Pascal in front of the church. This material
had been soaked with water all night by the owners of the
church property and in order to complete the work it was
necessary to remove this material and replace same with dry
material. The equipment rental to perform this work amounted
to 29.00
Place gutter on Hamline between Idaho and Iowa from the end of the
existing twin culverts to the catch basin located south of Idaho.
Total labor, material and equipment rental 326.50
Patch Arona south of Garden and Asbury south of Ruggles. Sur`'aces
on these streets had broken up due to poor drainage conditions ex-
isting during the winter. Total amount of labor, material and
equipment rental 140.00
Construct spillway on Holton 350 ft north of Garden on the west
side of Holton. Labor and material. 30.00
The contractor submi±ted a bill for flagmen which he had to main-
tain at barricades because the people removed the barricades and
drove on the streets preventing the Contractor to proceed with
the street resurfacing. 18 hr. at X3.00 per hr. 54.00
Total amount of extras ~ 923.75
We are also enclosing a copy of the Periodical Estimate #1 which
we are paying direct to the Jay W. Craig Company for surfacing of
Pascal Ave. north of Garden Ave. where the sanitary sewer had to }.~e
lowered to serve I~r. Olsen~s home at 1784 North Pascal. This es-
timate is furnished you for your records showing that this work
was not included as a cost to the Village of Falcon Heights.
For the Village Council's information we are furnishing the
following estimated project costs
We estimate the total contract work to complete the street
resurfacing to be ~ 80,294.00
Extra Order #1 approved 1,369.15
Extra Order #2 above described 923.75
Total contract plus extras is ~ 85,586.90
Less Credit #1 596.80
Total contract plus extras less credits 96 81,990.10

In our letter of April 30th, 1958 we estimated the total contract to

The total contract plus extras equals ~ 617,573.22
Deduct Credits 1,100.80
This includes the amount of °617.00 as a credit for the work omitted
on Tatum St. and a credit to the Village in the amount of X339.80
which represents one-half the cost of cleaning the culverts and
ditches along Ruggles Ave.
The net contract equals ~ 646,572.k2

In our letter of April 30th we estimated the overrun on both contracts
to be X39,169.96. The difference between the final estimated cost and
those submitted to you on April 30th is plus ~1,1131t.91."
Mayor Nilsen expressed his disavpointment that the contract would
exceed the °900,000.00.
Tatum St. WHEREAS, pursuant to an advertisment for bids for the improvement of
Resolution Tatum St. from Larpenteur Avenue to Roselawn Avenue by grading and
storm sewer work, the bid of T. A. Shifsky & Sons in the amount of
X68,673.115 was received complying with the advertisement.
AND WHEREAS it appears that T. A. Shifsky & Sons, 361 W. County
Road E., St. Paul 12, is the lowest responsible bidder, NOW
THEREFORE BE IT RESOLVED BY THE VII;CAGE COUNCIL OF FALCON HEIGHTS,
MINNESOTA:
The Pdayor and Clerk are hereby authorized and directed to enter
into the contract submitted with T. A. Shifsky 3c Sons, 361 W.
County Road E., St. Paul, 12, Minnesota, in the name of the Village
of Falcon Heights for the improvement of Tatum Street from Larpenteur
Avenue to Roselawn Avenue by grading and storm sewer construction

according to the plans and specifications approved by the
Village Council and on file in the office of the Village Clerk.
It was moved by Warkentien, seconded by Coppini and unanimously
voted to adopt the $bove resolution as stated and read by
Attorney Graham.
It was moved by Nilsen, seconded by w"darkentien and unanimously
voted to authorize Engineer L~ungren to prepare Change Order #1
eliminating the construction of storm sewers off of the Public
Property.
It was moved by Shavor, seconded by Vdarkentien and unanimously
voted to adopt the following resolution.
WHEREAS, the Village of Falcon Heights has purchased the follow-
ing bonds of the face value of $150,000.00 of the Village of
Falcon Heights Sanitary Sewer System Improvement ~.3ond issue
with funds of its sanitary sewer bond sinking fund and has
deposited the said bonds with the First National Bank of St.
Paul for safekeeping:

NOW THEREF^RE, BE IT RESOLVED by the Village Council of the
Village of Falcon Heights as follows:
1) That the safekeeping department of the First National Bank
of St. Paul be, and it hereby is, authorized, until instructed
otherwise by resolution of the Council, to clip and cancel the
coupons of the said bonds as they become due and to forward
them to the then Village Treasurer of the Village of Falcon
Heights at the Village Hall, 161t1~ W. Larpenteur Avenue, St.
Paul 13, Minnesota.
2) That the safekeeping department of the First National Bank
of St. Paul be, and it hereby is, authorized, until instructed
otherwise by resolution of the Council, to cancel the bonds as
they become due and to forward them to the then Village Treasurer
of the Village of Falcon Heights at the Village Hall, 16114 West
Larp~nteur Avenue, St. Pain, 13, Minnesota.
3) That the Village Clerk is hereby authorized and directed to
deliver a certified copy of this resolution to the safekeeping
department of the First National Bank of St. Paul, St. Paul,
Minnesota.

Lauderdale It was moved by Warkentien, seconded by Nilsen and unanim-
Day Parade ously voted to grant permission to Fire Chief Gordon Nelson
to use our Engine #1 in the Village of Lauderdale for their
annual Lauderdale Day Parade being held Saturday, July 26th,
1958, beginning at 1 P. Pd., as per his letter of July 9th,
provided there is no cost to the Village of Falcon Heights.
Insurance Letter from Ben C. Kuefler, Ochs Complete Insurance Service,
1080 Roselawn Avenue, St. Paul, 13, Minn., dated June 30th was
read. It asked the opportunity of serving the Village of
Falcon Heights when we next review our Insurance Program, and
the letter was referred to. Clerk Utecht.
Special It was moved by Nilsen, seconded by Coppini and unanimously

7:30 P. M. Thursday, July 17th.
