Meeting was called to order at 7:30 P. M., the following Council Members being
present: Harold C. Nilsen, Mayor; Geo. Shavor, Trustee; Willis V'darkentien,
Trustee; Paul Coppini, Trustee; and Wm. R. Utecht, Clerk. Also present were
Frank N. Graham, Village Attorney; 1im. E. Olsen, Treasurer; Vern Ljungren, Village
Engineer, and Ethel E. ~tJhite, Deputy Clerk and Deputy Treasurer.
~~?embers of the Council hadn't had time to read the minutes of the previous meet-
ing. Therefore they were held over until the next regular meeting for approval
or change.
On Sale ~ After discussion it was moved by Utecht, seconded by Nilsen and
Beer Li- unanimously voted to grant an ON SALE B"~R LICENSE to Nick Lab-
cense, Lido alestra, Lido Cafe, 1611 W. Larpenteur Avenue.
Plumber's It was moved by Coppini, seconded by Shavor and unanimously
License voted to grant MASTER PLUr4BER'S LICENSE #2!~ to Albert E. Le-
Vasseur, Park Plumbing and Heating Co., 1'779 Selby Ave., St. Paul.
MGI It was moved by Nilsen, seconded by Utecht and unanimously voted
License to tyrant MASTER GAS INSTALLER'S LICEPdSE #118 to R. W. Button,
Rod Button Heating Service, 1lt01 Asbury, St. Paul, 13.
Bldg. Permit Falcon Cleaners request for permit to construct an outdoor
Incinerator.. commercial incinerator, 14 bu. capacity, as per drawings and
F. H. Cleaners pictures submitted, approximate cost $162.00, was submitted to
the Fire Chief for checking as to fire hazzard, height of chimney,
smoke nuisance, etc: Chief Nelson was .also asked to check with
the Chief of the Fire Prevention Bureau.
Play- Mr. Edmunds, Playground Architect, St. Paul, submitted plans
grounds showing his recommendations as to playground facilities in the
Autumn Woods area. He will write a letter to Mayor Nilsen,
stating these recommendations and provide additional copies of
plans. Mayor Nilsen will then contact Dean Masey of the Univer-
sity of Minnesota to see if they will approve the plans; and, if
so, for how long a period of time the University might grant
permission to use property immediately south of Roselawn and west
of Falcon Woods #1.
Tatum St. Follwing is a tabulation of contract costs submitted by Ljungren.
Larp. to Original Contract amount ~8,673.1~5. Change Of+der #1 deduct
Roselawn 962,194.22. Change order #2 add 96169.00. Cost based on units of
work performed to 12:00 noon on July 31st, 1958 together with anti-
cipated units to complete the job, 97,308.56. Ghange order #3,
670 sq. ft. reconstruct concrete driveways at 75¢ a square foot
X502.50. It became necessary to remove some driveways because of
the steep grade from the street to the garage. It is Ljungren's
feeling that concrete removed should be replaced to the property
line. Contractor was asked to obtain bids, which he did, the
lowest being 75¢ per sq. ft., which price might seem high but it
should be borne in mind that these are all small pours which
must be matched to existing concrete drives, walks, etc. It was
moved by Coppini, seconded by Shavor and unanimously voted that
Change order #3 as follows be approved. "Change order #3: Replace
concrete iri driveways removed due to grade revision, from edge of
still existing concrete to property line at 18119, 1845, 1823, 1815,
1811 and 1824 Tatum. 670 sq. ft. concrete driveway reconstruction
$6502.50. It was pointed out by Ljungren that we have salvaged 6

' to 8 hundred dollars worth of culvert which can be used to
good advantage in needed storm sewer work to offset the cost
of the additional driveway work. TKDA & Associates have been
informed that L3ungren will place grade stakes on Tatum for
Craig Company. L3ungren stated tests made on Tatum before
work was started showed two that passed and two that didn't
pass. When Steffes and Kieth Peterson were on the street in-
specting, Peterson turned up a big hunk of black dirt 2 to 3
feet across. They also picked up another big clod in the
center of the street. There is more clay on the sides, but
some in the center also. Both Lametti Company and TKDA &
Associates are aware of this.
Policing There was a discussion regarding policing. Public Safety
Commissioner Arndt advised Humphrey will have to be off six
to eight weeks because of illness. Arndt has interviewed a
fellow by the name of Peterson who will start work August
1st. It was moved by Utecht, seconded by Coppini, and unanim-
ously voted that Warkentien and Arndt be authorized to make
a study of the cost and advisability of obtaining a full time
night policeman.
Garage The matter of building a garage was discussed and it was de-
cided to drop it until the need becomes more imperative and
we can make a more complete survey of our needs.
Investment Attorney Graham advised that, the 10 - X5,000.00 Treasury
Sinking Fund Bonds had been purchased at a little better price than we had
anticipated due to the market being a little lower.
Barthel Attorney Graham advised he had wri±ten Mr. Greenstein of
Villas Douglass, Sheets and Fell, regarding the petition asking that
we (1) Issue Building Permits, (2) Abate the Sanitary Sewer
Assessment, (3) Purchase the premises, or (!t) Condemn the
premises. He advised he had checked the law and it appears,
under Section lt29.071 MSA, the Village upon the same notice
and after a hearing, may make a supplemental assessment to
correct "omissions, errors,. or mistakes" in the original assess-
ment. Graham believes this language is broad enough to permit
the Council, after proper proceedure, to eliminate the original
assessment, and a second assessment hearing would have to be
held at such later time as it is determined that the lots can
be used for building purposes and at this hearing the original
assessment without interest up to that time would probably be
reimposed upon the lots involved. If the first half of the
taxes for 1957 has been paid, steps can be taken after first
hearing to return these payments to clients.
Mutual Aid Letter from H. J. Dachtera, Secy., Falson Heights Fire Depart-
Fire Dept. ment Relief Association, regarding the possibility of mutual
aid between Falcon Heights and Roseville. Dachtera advised
that at the July 1st meeting of the F. H. Volunteers, it was
unanimously voted to hold an informal get-together with the
Fire Department of Roseville and its representatives, at the
Falcon Heights Fire Station August 5th, 1958 at 8 P. M.
It is the opinion of the Volunteers that this "TJiutual Aid"
would be advantageous. The matter was referred to Attorney
Graham for checking as to legal questions.
