PJieeting was called to order at 7:30 P. Psi. , the following Council A~hembers
being present: Harold C. Nilsen, Iriayor; Geo. Shavor, Trustee; Paul
Coppini, Trustee; VVm. R. Utecht, Clerk. Hlso present were Frank N.
Graham, Village Attorney; Nick Christensen, Bldg. Insp.; Vern Ljungren,
Village Engineer; bUm. ~. Olsen, Treasurer and Ethel E. 'J'~hite, Deputy
Clerk and Deputy Treasurer. Absent: tiJillis '+Jarkentien, Trustee.
The P~4inutes of the special meeting of July 24th were approved as submitted.
The Minutes of the regular meeting of July 31st were approved as submitted.
The I:ginutes of the special meeting o'' Au€rust 4th were approved as submitted.
Sinking Letter of August 1st from the First National Bank regarding re-
Fund investment of the proceeds of X50,000.00 of ~.~ Certificates of
Indebtedriess~ was read. Check in the amount of X2,173.34 which
includes the difference in price and the interest due on August
1st was enclosed. Treasurer was instructed to deposit check in
sinking fund account.
On Sale It was moved by Coppini, seconded by Shavor and unanimously
Beer voted that the following beer licenses be granted to the State

Bills Letter from Harry P, rrunson, County Engineer, stating that he
Street felt the charge of X42.50 for sprinkling Arona was rightfully ours

previously; and that he did not feel the charge of X49.42 for
painting the barricade at Iowa was excessive, was turned over to
Vern Ljungren who vras asked tocontact the County to ascertain
just what the work on this barricade included.

Attorney'Graham's letter advising that Chief :carry of St. Paul
favored the arrangement and said that they had a similar
arrangement with T,iinneapolis and made fire runs to near-by
suburban villages on a no charge basis if it was possible to
spare their equipment. It was suggested that Attorney Cxraham
contact Attorney Loftsgarden of Roseville and see if they
could get together on an identical resolution for both
Falcon Heights and Roseville.
Drainage There was a discussion regarding drainage on Ruggles and it
was suggested by Nilsen that F.jungren make a study of the
situation and make a report at the next Council meeting
when we hope to be able to make a decision.
Cdr. Spindler also asked the Council what they were doing
about the condition of the alley bet~rreen Crawford and Larp_en-
teur near the east end of the alley. He tivas advised that we
had a letter from Douglas Rees, ';hat Ljungren was working on
plans to take care of the situation, and it was expected
that Attorney Graham would soon have a definite plan to offer
Rees' attorney, John Daubney.
Tatum There were representatives from the Lametti Co., Toltz, Kind,
Street Duvall, Anderson & Associates, and the T. V~. 5ch~.fsky Company
present. The construction of Tatum St. eras discussed. .'ayor
Nilsen, Trustee Shavor, ;?uilding Inspector Nick Christensen

Engineer Ljungren, 'Ir. Steffes and P:Ir. Anderson of the
Schifsky Company all stated that there was virgin clay in
large o~uantities in the uprer foot of the road bed. Anderson
of Schifsky Company said it would be impossible for him to
remove all the clay. Steffes advised that where clay is
present, a water stabilized base will give just as satis-
factory a street as an oil stabilized base where there is
no clay. Ljungren agreed with him, but feels tha± it would
be Vrise to stabilize at least the top inch with oil before
laying the road mix surface. Cochran, Lametti's attorney,
asked if~they could have a letter from the engineers advising
Lametti what ire wanted them to do and Steffes said he would
see that Cochran received the letter.
Steffes advised Lametti to have Twin City Testing Company
make tests to see if the road bed meets the proper density
requirements. If it doesn't meet 90 to 92~, Ljungren will
take over. If the street is compacted to the proper density,
Craig will come in and lightly blade and oil and then layT the
lam" road mix, adjust manholes to the street and put in the
curb. Toltz, King, Duvall, Anderson ~ Essociates will then
figure out what. the difference would be between the originally
planned oil stabilized street, including the rock picking, and
the cost of the work as now planned -- the difference in cost
to be absorbed by Lametti.
If Schifsky's work does not meet the density requirements,
they might have to go in and do more compaction. Any spots
that fail will have to be brought up to specif'icat,iors and
Schifsky is to pay for tests proving that they have been
brought up to specifications.

Steffes recommended that we pay Lametti all but X2,000.00 of
the amount due Lametti which we are to pay when Tatum Street
is finished.
Anderson of Schifsky Company said. the specifications did not
call for any certain density, just specified the manner in
which the work was to be done. Steffes said v~rork done in the
manner prescribed should give the proper density.
Streets Steffes thinks California. should be rolled and have a wearing
in general surface put on it. Ljungren doesn't think California has an
unusual amount of heavy traffic. Steffes thinks the traffic
is too heavy for the type of street. Ljungren thinks
California should be scarified, rolled and sealed. The corner
on -;~~Taple Knoll has to be dug out. Almost 100' of t~.aple Knoll
has alligatored. Ruggles and Holton are breaking up. Steffes
thinks we have more traffic in Falcon Heights than oil stabilized
streets will handle. He suggested we check with the Highway
Department to confirm his opinion. Neither Craig nor Lametti
is responsible for i~?aple Knoll. The only responsibility we can
lay on to Lametti is that the material is too high in fines --
they brought material in. Steffes said all thematerial except
on Holton was from the sewer ditch. The only place we can hold
Lamett-i is where he hauled material in. ~Jtecht said material
was hauled in on the block vrhere California is so bad, between
Pascal and Arona.
Drainage It was moved by Shavor, seconded by Nilsen and unanimously voted
to have Vern Ljungren make some estimates and see how much it
would cost to take care of the storm water at Simpson and
Crawford and Pascal and Idaho.
Alleys It was moved by Coppini, seconded by Nilsen and unanimously voted
to approve plans and specifications for the improvement of
alleys as presented by Engineer Ljungren and to adopt the
following resolution:
RESOLUTION:
ti"1H~THAS, Pursuant to a resolution passed by the Council on
August !_tth, 19[8, the Village Engineer has prepared plans and
specifications for the following alleys:
(1) The alley between Iowa and Hoyt Avenues from Pascal
to Albert Avenues to be improved by grading, base construction
and bituminous surfacing.
(2) The "T" alley in the block bounded by Iowa, Hamline,
Hoyt and Albert Avenues to be improved by grading, base
construction and bituminous surfacing.
(3) The alley between California end Idaho Avenues from
Arona to Pascal Avenues to be improved by base correction,
surface repair and seal cowing.
and has presented such plans and specifications to the Council
for approval:

NOW TNL-;PEFOF~E ?3E IT RESOLVED By the Village Council of
Falcon Heights:
(1) Such plans and specifications, a copy of which are
filed in the office of the Village Clerk are hereby approved.
(2) The Village Glerk shall prepare and cause to be in-
serted in the Rose Tribune an advertisment for bids upon the
making of such improvements under such approved plans and
specifications. The advertisement shall be published once
on August 21st, 1958; shall specify the vrork to be done;
shall state that bids will be opened and considered by the
Council at 7:3U P. ~~. on Tuesday, September 2r.,d, 1958 in
the Council Chambers of the Village Hall and that no bids
will be considered unless sealed and filed with the Clerk,
accompanied by a certified check or 3idder's Rond payable to
the Village Clerk for not less than 10~ of the amount of such
bid.
Gage Ljungren advised that Gage wants to start grading streets and
Develop- Ljungren says he is going to give him standard state specifi-
ment cations for roads, including the bituminous curbing which
costs about ~1.OU per lineal foot as is being done by such
villages as ~~~aplewood. Ljungren also suggested that Falcon
Heights adopt the State Specifications, and Attorney Graham
is going to study them with regard to incorporating what vre
need into a street ordinance.
California litecht mentioned that California Avenue is ruined that that the
.Avenue County doesn't want to do anything more than seal coat it. It
was suggested that Utecht write the County Engineer regarding
this matter.

A special meeting to open bids on the alley improvements was
set for September 2nd, at 7:30 P. r4. F
Huilding Pdick Christensen asked for permission to collect building
Permits permit fees at the time they are applied for because of the
fact that he spends so much time and then wY;en people do not
go through v.~ith these s~-~aller jobs, he is out a lot of time
for which he receives no compensation. He vy~as told to do as
he wishes regarding this matter.
The Deputy Clerk was instructed to write to tapir. Husby, Falcon
Oil Company, asking him to appear before the Council August
21st, regarding the extensive concrete work he had done without
taking out a permit. In the r~ear;time, Engr. Ljungren will
check the grades at this location.
