Nilsen, Paayor; Geo. Shavor, Trustee; Paul Coppini, Trustee. Also present were Frank N. Graham, Village Attorney, Nick Christensen, Building Inspector, and Ethel E. G'~hite, Deputy Clerk and Deputy Treasurer. Absent: Utecht, t~~~arkentien and Olsen. 1 Gas Inspector P~Iayor Nilsen explained that Elwood Larsen, who had been our Gas Inspector found it necessary to resign because he no longer had time enough to handle our work. Larson recommended Frank Eha, 1082 Lombard, Ca. 6_5829, who does the same kind of work for the City of St. Paul as Par. Larson does. Pdr. Eha is presently employed by the Parks, Playgrounds & Public Buildings Department, City of St. Paul, under Al, Schroeder. The manner of handling this work was discussed. It eras decided that Eha would confer with Larsen regarding files, procedure, etc., and work out a system which he considers proper and adequate and present it to the Council at the mext meeting. Falcon Oil P~Ir. Oscar Husby of the Falcon Oil Company was present. He said he was riot aware of the fact that a permit was required for concrete work inasmuch as they "let out" all this kind of work. He advised that they had consulted with the street engineers regarding their grade, and that these same engineers had put in the "Blue tops" for them. Shavor said the Council had thought they might be able to drain the alley back of Falcon Oil by asking Husby for an easement to run a pipe under the west side of their property to Larpenteur. Husby said they could still get the easement. Husby and Christensen have an appointment to check grades Tuesday, August 26th, at. 7 P. P:?. ~~~~ Streets There was a general discussion regarding the condition of Village Streets. h~tayor Nilsen said he had talked to Hindermann and Pennig and they had agreed to study the "Specs" covring street work contracted for under the sewer installation contract. It was decided that members of the Council, Hindermann, Pennig and Ljungren would inspect the streets, at tivhich time Hinder- mann and Pennig would give the Council their opinions, after which T. ?S. D. A. ~ A~~;sociates would be contacted. Nilsen will see that the Specs are delivered to Pennig and Hindermann. Pennig recommends that this be done as soon as possible because of the approaching colder weather. Attorney Graham recommended that we do not pay any bills until w© find out where the responsi- bility lies. P~lutual Aid Attorney Graham advised that the Roseville Council had passed Fire Dept. the Emergency Fire Resolution. Barthel It was agreed that attorney Graham would contact the attorney Villas for 3arthel advising him that the Council is considering making an offer. In the meantime, the advisability of purchasing these lots will be studied. 1-tosquito After discussion, it,v,~as moved by Shavor, seconded by Nilsen Control and unanimously voted to write the Board of Ramseur County Commissioners, in reply to their letter of August 20th, indicating our approval of the T:?osquito Control Program and requesting that it be continued. 1V~t~ Sewer Conn. The Deputy Clerk was instructed to ask Crogness to submit Fire Dent. a price for making the sewer connection at the Village Hall and Fire ~?epartment. r3ldg. Permit There Jras a discussion regarding the advisability of Fees & Pen- doubling the Hermit fees where a person wailfully goes ahead aloes and does work without first getting a permit. It was de- cided that Graham vrould study the matter and make recommendations later. Village Sevrer It was decided ±.hat ~~`ayor iJilsen will consult Steffes and Inspection Ljungren as to their recommendations for insx~ection of the Village Sewer Lines for breaks, etc., t;•efore the year guarantee runs out. 6`d`ater Coppini suggested that vre let the ma±,ter of trash b ride Coolers until next spring and sug~-ested that we contact someone re- garding water coolers for the Village Hall and Fire .~~epart- ment. The Deputy Clerk was instructed to get Writes on this service. i3linds The Deputy Clerk Vras instructed to get prices on Venetian Blinds for the west windows of the Village Hall.
