Meeting was called to order at 7:I~0 P. ;., the following Council ~~Iembers being
present: Willis Warkentien, Trustee; Paul Coppiri, Trustee; and 1`Jm. R. Utecht,
Clerk. .Also present were crank N. Graham, Village attorney; Vern Ljungren,
Village Engineer; and Ethel E. ~1'Jhite, Deputy Clerk and Deputy Treasurer. Absent:
Harold C. Nilsen, iaayor; George Shavor, Trustee; and Wm. E. Olsen, Treasurer.
The ~~inutes were not available for approval.
Bids Alley Pvieeting was called to order to receive bids as advertised in the
Improvements Rose Tribune, August 21st, and the advertisment was read.
T. A. Schifsky & Sons, Inc., 361 iRi. County Road %., St. Paul,
12, ??inne;:ota, submitted the only bid received which totalled
~5,297.~5.
It was moved by Ltecht, seconded by Varkentien and unanimously
voted. that the bid be turned over to the attorney for checking
and recommendation. Attorney Graham reported that it eras in
good form.
Ljungren checked extensions and unit prices and reported they
all checked out. Ljungren also reported Schifsky's bid was
~295.G0 under his estimate; and on that basis he believes the
bid to be reasonable and recommends it acceptance. The cost of
the work on each alley is to be shown separately on the bill.
It was moved by Warkentien, seconded. by Coppini and unanimously
voted to accept the following resolution:
RESOLUTION ACCEPTING BID:
WHEREAS, Pursuant to an advertisement for bids for the improve-
ment of the following alleys:
1. The alley between Iowa and HoytAvenues from Pascal to
Albert Avesnues to be improved by grading, base construction,
and bituminous surfacing.
2. The "T" alley in the block bounded by Iowa., Hamline, Hoyt
and Albert Avenues to be improved by grading, base, construction
and bituminous sr~rfacing.
3. The alley between California and Idaho Avenues from Aroma
to Pascal Avenues to be improved by base correction, surface
repair and seal coating.

name of the Village of Falcon Heights for the improvement
of:
1. The alley between Hoyt & Iowa Avenues from Pas Cal
to Albert Avenues to be improved by grading, base con-
struction, and bituminous surfacing..
2. The "T" alley in the block bounded by Iovra, Hamline,
~~oyt and Albert Avenues to be improved b~T grading, base
construction and bituminous s~zrfacing.
3. The alley between California and Idaho ~~venues from
Arena to Pascal Avenues to be improved by base correction,
surface repair and seal coating

Streets Vern Ljungren reported tha+ Ray Sina is supposed to start work
Ndednesday.
Plumber's All the requirements having been met, it .was moved by tidarkentien,
License seconded by Coppini and unanimously voted to grant :.faster
Plumber's License #25 to Richard N. Alquist, Alquist ~; Clark,
791 Raymond Ave. , St. Paul, 1~~, t:~inn.
Recreation Letter from Jean H. ¶~iacey, University of Pdinnasot,a, dated
Area ,August 28th, acknowledging receipt of ~~ayor Nilsen's letter of
August 18th, and. the accompanying map, was read. Dean Papacy
stated; "Due to the fact that so many of our people are away
on vacation, I have not been able to get the necessary people
together to discuss your proposal. I hope that we'll be able
to arrange a conference before ;;eptember 15th."
Falcon 6Voods Attorney Graham's letter to Mayor Nilsen vJas read. It advised
Add. #2. that before Falcon Heights ca.n extend or enlarge the sewer
system beyond original plans, complete plank and spec if ications
for the proposed extension must be submitted to the St. Paul
City Council and approved by them by resolution. Ljungren
will prepare necessary petition to be signed by Gage and owners
of property proposed to be platted which will initiate proceedings
to have the streets and sewers put in the plat of Falcon a+'oods
Addition #2.
Ruggles St. Gale Libby and Dick y~eatherston appeared before the Council to
discuss drainage on Ruggles St. During the conversation, it ti~;as
brought out that when Ruggles Street was widened ~ feet, part
of the ditches was filled in, t}iereby changing the pitch, the
fill is being washed out from under the finished surface of the
road, which fills culverts, stops flow of water and causes ex-
pensive cleaning and maintenance. It was su~*gested by Ljungren
that the best way to remedy the situation would be to clEan the
ditches out, lower them about 3", cover the street side and
bottom of ditches with a bituminous surfacing, this surfacing
to be extended about 1 foot up the boulevard side of the ditch,
the property owners to immediately sod that portion of the

ditch between the top of the 1 foot of bituminous surfacing
and their property lines. 1.~eatherst,on and Libby will contact
the affected property owners and make a report at the next
Council ~'eeting at which time it is hoped we can take definite
steps for the elimination of this problem. Ljungren estimates
this work, not including the sodding which is to be done by
property owners, will cost ateproximately .1650.00. Ljungren
further stated it cost us about X600.00 for cleaning this Spring,
and estimates that it will cost anywhere from 5l~U0.00 to ~i150.U0
each year for cleaning without considering the cost of repairing
tree street damage.
Hawkins-Gage It was moved by Coppini, seconded by Utecht and unanimously
Petition voted to refer the Hawkins-Gage Petition for Improvement to the
Village Attorney and the Village Engineer for preliminary report.

Streets in Coppini advised the County Vdorkers had stooped the flow of
General water in the alley between Hoyt & Iowa, from Arona to Pascal,
and that water stands there -- especially at the west entrance.
The condition of krona was also discussed and. it was agreed that
Ljungren should ~°lrite a letter to Roy Holzer of the water depart-
ment regarding Arona and report the results at the next Council
"~'eeting.
Election It was moved by utiarkentien, seconded by Conpini and unanimously
Clerks ~ voted to annrove the following Clerks and Judges to serve at the
Judges State and County ?rimary Election to be held September 9th, 1958.
