Gas .insp. Lette~° of September 1st, from i;l-.°: ;od Larson, submitting his
resignation as gas inspector due to lack of time and greater
traveling distance was read. Larson will drop files, etc. off
at the office. It was moved by Utecht, seconded by Nilsen and
unanimously voted to accept ~;"r. Carson's resignation subject to
completion of unfinished business and transfer of accounts and
records. Letter of ~nplication for the office of Gas Inspector
for the Villa~,e of Falcon Heights .from Frank D. Eha, 1682 Lombard,
Ca. 6-5829, St. Paul, was .read. ~'x. r;ha's letter stated he had
actively engaged in the plumbing and heating ~~~usiness for 21
years; he has been a gas ins*~ector in St. Paul for y years;
holds State steamfitting license J41l~2; City of St. Paul
steamfi±tin~~ competency card #960; City of St. Paul Gas Competency
card ~~.. It was moved by Utecht, seconded by Nilsen and unanimously
voted that F'rar~k 3. Eha be appointed as Gas Inspector of Falcon
Heights, effective immediately.
Fence Letter of September ~ th, from T. E. '3rady, requesting per ~~ission
Variance to finish building a redwood "privacy fence" was read and dis-
19l~1 Albert cussed. The Council determined to treat the letter as a request
for a variance under Ordinance 17, and after discussion it was
moved by Utecht and seconded by 4~arkent:ien that the following
resolution be adopted;

upon taking the vote, the following "Ayes" vrere recorded:
Coppini, Vrarkentien, Utecht and Nilsen. "Plays" -None.
Drainage Emil Tjernlund, 117 Simpson, showed pictures of water standing
at Simpson & Crawford. Tjernlund stated vrater never stood on
the street like that before the sewer was put in. He said
pictures were taken two days after arain -- that it drains off
rapidly until it hits the it" level and then stands there until
it becomes foul smelling. Tjernlund said grade has been raised --

that it had been lowered and then raised to where it was
higher than it was before the sewer had been put in. He'
thinks trouble can be correct:~d by filling in low spots.
Ljungren advised he had contacted Holmboe of the St. Paul
tidater Department regarding the possibility of draining
this water through a small pipe into the sanitary setiver,
or running a pipe up there from Larpenteur, but hadn't
gotten any encouragement. Nilsen asked if it could be
handled with a dry well. Ljungren replied it cou],d be
handled that way temporarily, but the dry well would silt
up requiring periodical cleaning depending on t°:e rain fall
anywhere from six months to a couple years. The matter was
turned over to Ljungren for further study and report.
Trustee Shavor arrived at this point.
Hoyt ave. After discussion, it tivas moved by Shavor, seconded by 'k'ar-
Curbing. kentien and unanimously voted to grant permission to the
people living on the north side of Hoyt, from Snelling Drive
to Arona, to construct a curb in front of their property
brovided that all the people on the block, who don't already
have cur'oing, put it in at the same time, in accordance with
Village specifications and urr;er the supervision of tree
Village Engineer. The Village will pay up to ap-proximately
X25.00 to fix up the catch basin.
Art Lindig Lindig requested a road map showing street plans for the area
in which his property is located. i~;ilsen said they would
get one for him. He also said he ~,vould like his marked copy
of area ma.p from Ljungren. Ljungren agreed to send it back.
Lindig said more water from Falcon ~~oods is draining onto
his property and that, it spoiled a field of corn. Ha is
thinking about putting a road through his land, and ii he
does, the Village will have to put a storm sewer through
there. He is planning a 3G' road on the line v~rhich will
eventually 'oe :~;idened to 60' .;hen the property on the other
side is platted. Lindig requested that, we write Dean Macy
about the dust raised by traffic on tr:e north boundary road
south of Larpenteur and the north-south road south of iarnen-
teur. The Clerk was instructed to vrrite such a letter. Lin-
dig asked Steffes if the manholes in the ditches were on grade.
Steffes replied that they had been set according to proposed
street grades.
Fire Dent. Letter of September 2nd, from Gordon H. Nelson, Fire Chief,
regarding use of Engine ~#1 for parade was read. After dis-
cussion, it was moved by Shavor, Seconded br Connini, and
and unanimously ~.roted to permit use of Fire Engine ##1 for a
parade of Capitol City Fegional Fire*~er~'s association bettiveen
9:30 and 12:30 P. ~'+-?., Sunday, September lath, provided it is
done vrithout cost to the Viilane.
Drainage Rich:~rd :`ea.therston, 1357 No. timpson, presented agreement

made to the Drainage Ditch on Ru~~les from Snelling Drive

voted that Jay Vd. Craig Company 'oe paid fi7,647.59 rased on
Certificate 12, 6th Estimate on Contract dated `'"ay 22nd,
1957, out of Construction Fund.
It was moved by Utecht, seconded by Coppini and unanimously
voted that the Council accept Credit ".'emo iJo. 2 in the amount
of X696.99 from the Peter Lamatti Construction Company.
It eras moved by Shavor, seconded by Goppini and unanimously
voted. to pay I~xtra Order No. 3 for Jay ~'~. Craig Company in
the amount of .?5,752.95 ~~ut of the Construction Fund.

kentien and unanimously voted to :authorize Arnold Steffes to
wri+,e a letter to the meter Lametti Construction Company
asking them for another X600.00 credit.
streets There was a general discussion regarding the condittion of the
streets. Steffes rem d the report of the 'I'~^rin i;ity Testing
Laboratory and promised to have copies made for .7embers of the
Council. Steffes advised that Craig Company will abide by
the reports of Twin City Testing Laboratory which show proper
base material in s,~me places, but indicate that: trapped
moisture prevented proper volatizing. In places where these
conditions exist-, Craig should be able to correct them by
scarifying and re-rolling. 'u`~est of Garden Drive is too high
in fines. Shavor thinks we should let ~,"aple Knoll go for a
while and then have it _~enaired on the warranty. Density on
Garden is 85~ vrhich is as much as we can expect. where material
was hauled in, Lametti is responsible, and he will have to re-
place it ~:~eith 12" of suitable material and Craig will resurface.
Shavor feels it may r_ot hold up. Hindermann told Steffes he
feels condition of California is definitely due to heavy
traffic. Craig is not responsible.
