Shavor, Trustee; Paul Coppini, Trustee. Also present were Vim. E. Olsen, Treasurer; and Ethel E. V~hite, Deputy Treasurer and Deputy Clerk. Absent: Harold C. Nilsen, Priayor and Willis Niarkentien, Trustee; also Frank N. Graham, Attorney. Minutes of the regular meeting of September 25th were approved as corrected. Gas Rate Letter of October 8th from Northern States Power Company, re- Increase garding gas rate increases was read and filed. Venetian Quotation on material necessary for repairing blinds from R. E. Blinds Hulme Awning & Shade Co., lt05 So. Robert St. was read., and after discussion, it was moved by Utecht, seconded by Coppini and unanimously voted to instruct the Deputy Clerk to contact the R. E. Hulme Company and. ask that they furnish necessary repair material for the blinds in the dormitory and one blind in the office. Arrival Mayor Mayor Nilsen arrived at 7:20 P. M. W`hite's salary be increased from crease $1.50 per hour to 9~1.b22 per hour, retroactive to September 1st, 1958. Street work Letter of August 7th from Harry S. L?ronson, County Engineer, re- bill garding sprinkling of Arona and painting and repairing barricade on Iowa was read. After discussion, it was moved by Shavor, seconded by Coppini and unanimously voted that we pay the charge for sprinkling Arona, but write Bronson advising him that we still consider the charge for painting the barricade excessive; also pointing out that whereas Bronson mentions repairs and painting, the barricade was painted only -- no repairs. Fire Dept. It was reported that a citizen called to deliver some material at the Fire Department Tuesday, October 7th, at 7 P. M., went through the building and couldn't find anyone. After dis- cussion, this matter was referred to Gordon Nelson, Fire Chief, for checking and report to the Council. Fire Dept. Letter of September 26th, from B. H. Ha~mersten, Clerk Roseville, Mutual Aid was read. Letter acknowledged receipt of resolution and stated Agreement they were in agreement except that we had excluded the "Runs to Roseville will be -^ade at no charge." It was the opinion of the Council that this was understood and letter was held for referral to Attorney Graham at a later date. Fireman's Message of October lst from John Klein, County Auditor's Office Relief was read. It stated the law Chap. 275.01 specifies amount to be levied should be specified in dollars and cents, not millage. It was decided to refer this matter to Attorney Graham at a later date. b4GI License All requirements having been met, it was moved by Nilsen, seconded by Coppini and unanimously voted to grant Master Gas Installer's License #121 to Dick b~~eatherston, dba Associated ~Zechanieal Services, Inc., 2l~Gb University Ave., St. Paul, 1l~. l09l~ Dust Univ. Letter of October 3rd from the University of Minnesota, of Minn. signed by Theo. Fenske, Associate Dean, Institute of Prop. Agriculture, was read. Letter stated they have oiled. north- south roads. North ~=oundary Road south of Larpenteur h.as been closed off. They intend to get that into grass -- it is part of their experimental plot and, th?refore, cannot be oiled. The Asst. Clerk was instructed to call Mr. Lindig and relay this message. Larpenteur Letter of October 2nd from Attorney Graham regarding proposed. Avenue improvement of Larpenteur Avenue was read. It stated ?ter. Improvement Anker of the County Engineer's office advised him sufficient funds will be available so that Larpenteur Avenue should be imt~roved from St. Mary's Street west. to the County line. Plans do not call for putting storm sewer under Larpenteur west of St. Mary's on Larpenteur. Because of the uncertainty of the status of the intersection at Larpenteur and Snelling, they are going to do nothing at this time between Arona and St. Mary's, on Larpenteur. bor. Holzer, Supt. of i'+ater Distribution, City of St. Paul, advised that the City of St. Paul has no plans and no necessity for extending a water main down Larpenteur west of St. Mary's. If anything is to be done in this connection, it would have to be done by the Village or paid. by assessments on the benefitted properties. Ancker advised. plans do not call for storm sewer under Larpenteur west of St. Mary's. They feel existing ditches and crossings at Fry and east of Cleveland will take care of normal drainage. Holzer stated that if the Village has any plans for water main in this area, it should be done before street work is commenced. He advised that there is a 16-' main up the center of Snelling to appro~dtnattely the middle of Larpenteur Avenue. If we can get permission from the State to cross Snelling to make this connection, we could make either a 16" or a 12" connection and carry it down Larpenteur Avenue. Holzer estimated a 16" main, if put in before Larpenteur was improved, would cost about X12.50 per foot while a 12" main would cost only about 910.00 a foot. Holzer also suggested 6" crossings which could be put in and capped at a cost of about X5.50 afoot. Nilsen pointed out that in view of the fact that it cost approximately 91200.00 to install a pump at each home, it might be well to consult with the owners of undeveloped land, as the cost of the pumps would go a long way towards paying for the water line which would give water to future homes and greater fire protection. After discussion, it was moved by Shavor, seconded by Nilsen and unanimously voted to refer the letter to Vern Ljungren for study and recommendation as to size of pipe and rough estimate of costs. Fee Letter of September 21~th from the Village of Edina, requesting Schedules information on fee schedules for planning functions, was read. It was moved by Utecht, seconded by Shavor and unanimously voted that we give them the proper information and request a copy of the results of their survey as offered. Falcon Woods Utter from Milner W Carley & Associates dated September 29th, Escrow regarding escrovr of 500.00 was read. Le~ter stated: 1095 Several years ago, Mr. Gage, Developer of Falcon Woods Addition No. 1, posted an escrow of 95500.00 to assure the construction of Prior Avenue from Autumn St. to the south property line of Falcon Woods Addition No 1. On September 11th, 1958, Mr. Gage also posted another cash escrow in the amount of X19,178.58 which guaranteed the construction of this street together with other streets in Falcon Woods Addition No. 2. The cash escro~r posted September 11th, 1958 did not cover the construction of Prior from Summer St. south to the south property line of Falcon Woods No. 2. Carley recommends the first X500.00 escrow be transferred from Falcon Woods No. 1 to Falcon Woods No. 2 and be used as an escrow to assure construction of this portion of Prior Avenue, After .discussion, it was moved by Utecht, seconded by Shavor and unanimously voted to refer this matter to Attorney Graham. Drainage ' Letter of September 25th from Paul Romanowski, 1920 Roselawn - SVY Corner was read. Letter states: Water drains to the southwest corner Tatum & Rose- of Tatum and Roselawn a.nd stays there indefinitely. During a lawn. storm period it is hazardous to traffic from both streets and it devaluates his property. Mayor Nilsen advised that he has had many talks with Roseville Officials, asking that the Roseville Council give permission to put a culvert across Roseville and drain into the Roseville Ponding Area. He has recently talked to Pdayor Cedarholm who has suggested a meeting between himself, Nilsen, and Roseville's Engineer, Mr. Soutter, to look over the land and see if it could be done without danger of flooding any Roseville property. Ljungren advised the County would put the culvert in at no expense to the village if Roseville authorizes it. Trees Letter from the Department of Agriculture regarding the spraying of trees was turned over to Coppini for study and planning. Autumn St. There were about 6 or 7 people from the Autumn Street Area at the meeting. Dan P.lide, as principal spokesman for the group, ex- pressed their dissatisfaction with the manner in which Ray Sina has put off the work on their street all summer, in spite of promises that he would be there within a day or so each time he was called; not coming in until the weather turned cold. Ljungren advised that Ramsey County, the State Highway Department and the City of St. Paul had permitted their bituminous crews to work on the 7th, that the cold snap was unexpected, and that there was a good possibility that we would have warmer weather which would permit Sina to complete their work this Fall. It was pointed out that this was not a Village Contract -- that the contract had been let by the Developer. The poor condition of the street was the divided responsibility of Gage, Lametti and Sina. That Gage had agreed to pay 96500.00, Lametti $270.00, Sina would furnish equipment and labor. There is also a charge to be paid by the Village for sewer manhole adjustments, amounting to about 96200.00. - - The cost of the entire job was estimated at between 11~ and 15 hundred dollars, of which about ~~70.00 could be traced to sewer construction. Ljungren stated Sina has about X300.00 worth of gravel there and feels sure he will be in to complete the work as soon as there is warm enough weather, and that there is a good possibility that there should be plenty of weather warm enough to handle the bituminous work. However, it was the feeling of all that if the weather was not warm enough to do the 1046 work, the only thing that could be done was to spread the gravel and then complete the bituminous work next Spring. Parking Lot Ljungren advised he did not think the parking lot as proposed Falcon Heights according to plans submitted by Mr. Murchie would have any Congregational major effect on the holding capacity for storm water runoff, Church and recommended that the Council 0. K. the plans. He has written Rev. Trimble to this effect and advised him that if any problems arise, Mr. Murchie should get in touch with him -- Ljungren. The Clerk was instructed to write Rev. Trimble asking that he furnish us with a complete set of plans for the parking lot, also a report advising what they will do this Fall. Gas Mains Ljungren advised he had a request from Northerr. States Falcon Woods Power Company for permission to install gas mains in the No 2. new Gage Addition and he has informed the gas company +.,hat the Village will not allow any gas main in there until the sewer is put in and the street is to grade. Ljungren recommended that Northern States be granted permission to install gas service as requested with that provision. It was moved by Utecht, Seconded by Nilsen, and unanimously voted to grant Northern States Power permission to install gas mains at the locations listed below after the sewer is installed and after the rough grading of the street, but prior to gravel base construction. On Prior Avenue front Autumn Street to Summer Street. On Moore Avenue from Summer Street south. On Howell Avenue from Summer Street South. On Summer Street from Moore Avenue to Howell Avenue. Budget Vern Ljungren submitted estimated budget figures for the coming year. There was a general discussion regarding budgets but the work was not completed. Ljungren stated 12 to 13 hundred dollars a mile should be a good average for village street upkeep. We have about 10 miles. Idaho-'& Ljungren thinks they could take care of the water standing at Pascal Idaho and Pascal by draining to Larpenteur Avenue, without a Drainage storm sewer. Skating Rinks It was recommended that Ljungren see about getting the Falcon Heights Skating Rink in shape for flooding. Utecht will sec Baden about getting the Iowa Rink Ready. The Deputy Clerk was instructed to contact Mr. Vanelli of Northern States Power for his recommendations as to the lighting at the Iowa Rink. Olsen will talk to Rekstad about constructing a warms ing house or lean-to shelter. Alley between Coppini reported that the water lays right off the entrance Calif. & Larp. of this alley. Ljungren will check. Coppini reported that Arona to the corner at Iowa and Hamline was very bad. Water stands Pascal there and also along Iowa.
