Meeting was called to order at 6:30 P. M., the following Council Members being
present: Harold C. Nilsen, 2asayor; Geo. Shavor, Trustee; V,~illis Warkentien,
Trustee; Paul Coppini, Trustee and Wm. Utecht, Clerk. Also present were Frank
P1. Graham, Village Attorney, Wm. E. Olsen, Treasurer and Ethel E. Vuhite, Deputy
Clerk and Deputy Treasurer.
Sanitary Letter of October 23rd from Toltz, King, Duvall, Anderson & Associates
Sewer itemizing total construction casts for the Sanitary Sewer System
System Improvement No 1, part 1 and part 2, Commission #3645 v~ras read. It
Improvement stated:

Peter Lametti Construction Company final contract price including
extras and deductions for credits X6648,842.75
Jay 'N. Craig Company final contract price including extras and
deducting for credits 88,589.22,.
Total contract price for Part 1 and Part 2 construction
737,431.97
Engineering, staking and inspection costs total 69,963.64
Total contract cost including engineering, staking and inspection
cost 807,395.61
Copy of letter of October 28th from County Engineer Harry S. Bronson
to ~~Tr. Arndt J. Duvall was read. It stated: ~'~tork recently completed
on Garden !venue and Hamline Avenue meets all the requirements of
this department, therefare it may be considered satisfactorily com-
pleted. As to California Avenue and Pascal .Avenue -- this is a
village street and you should deal directly with the Village of
Falcon Heights."
Steffes advised the County had agreed to seal California and he
would get in touch with Ljungren regarding having this done before
the weather gets cold.
Steffes advised Toltz, King, Duvall, Anderson 3c Associates would
check the sewer lines with either flash-lights or mirrors, depend-
ing on the weather, within the next couple weeks. They will give
us a report showing danger spots or spots that will need extra
flushing. If inspection shows that some lines may need more
flushing than others, it will 'ee made clear.
It was agreed that the Village would send a man with the tank
truck and oxygen when inspection is made in case the need for either
should arise. If weather conditions are favorable, inspection
should take about three days. It was recommended that Stanley P.
Schultz, a resident, full-time fireman, be the man to accompany
the inspection crew and that he be put in charge of the sewer
maintenance program. ~iarkentien will call Fire Chief Nelson re-
garding this matter.
It was moved by Shavor, seconded by ~rarkentien and unanimously
voted to pay Peter Lametti Construction Company 4b25,000.00 and
Jay W. Craig Company $3000.00 out of the Construction Fund Account
to be payment on account of the final estimates submitted by Mr.
Steffes. Per. Steffes is to advise Craig and Lametti that the
Village will check the final estimates and pay the rerpa~nder as
soon as possible.

Playgrounds & Proposed agreement between the REGENTS OF THE UNIVERSITY OF
Recreational ~ I~RINNESOTA AA1D THE VILLAGE OF FALCON HEIGHTS was sumrnarized
Area by Attorney Graham. Graham thinks the area is larger than
we can use and keep up, and thinks it should be discussed
with the Playground Committee from ~Yest Falcon Heights.
Curtis Larson submitted a Proposed Playground Committee for
Y~Test Falcon Heights as follows: Curtis L. Larson, 1885 Tatum;
Richard H. Rust, 1922 Autumn; LeRoy E. Jarl, 198l~ Autumn; P;trs.
u~'a; ren Fall, 1837 Tatum;. i4rs. Frank Irving, 1745 Tatum; John
Kiel, 18l~2 Tatum and Gordon N. ~~~artin, 17b5 Fairview. It was
moved by Nilsen, seconded by Utecht and unanimously voted that
Curtis Larson be appointed Chairman of this Committee.
It was agreed that Nilsen would write the University of
P~innesota thanking them for the proposed agreement submitted and
advising that we would like to study it a little more; also that
he would contact Curtis Larson regarding their plans. The
suggestion that members of the Playground Committee for '=nest
Falcon Heights contact nearby Roseville citizens for help on
planning, financing and supervising did not meet with Nilsen's
approval for the present time. Nilsen feels Committee should
work out its-own solution.
National Tea Attorney Graham advised he had written Douglas Rees that it was
Alley too late in the year to proceed with any work on this alley,
and that we will get in touch with him shortly about having a
meeting to determine what should be done so we can proceed with
the work promptly in Spring of 1959.
Barthel Attorney Graham's letter to -Attorney James F. Greenstein was
Villas read. It advised the Council determined that it would offer to
purchase lots 13, 11~, 15, 20 and 21, block 1, ?3arthel Villas
at a price of 9500.00 a lot or a total price of X2,500.00; the
Village to take subject to the sewer assessments against these
lots, but the seller to pay 1957 taxes payable in 1958.
Northern States Attorney Graham's letter of October 29th was read. It advised
vs Lametti & he had received. an order signed by Judge Ronald E. Hachey,
Village of Fal- dated 10/27/58 granting Lametti's motion and permitting Lametti
con Heights to set up the counterclaim. The order also resets the case for
trial at 10 A. "~:~. 2LRonday, 1/5/59.
Budget The Council worked on the budget.
Adjournment On motion, the meeting adjourned at 11:30 P. P:4.
