Meeting was called to order at 7:00 P. ?~., the following Council Members being
presents Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis ~arkentien,
Trustee; and Paul Coppini, Trustee. Also present were Frank N. Graham, Village
Attorney, Wm. E. Olsen, Treasurer, Vern Ljungren, Village Engineer and Ethel E.
White, Deputy Clerk and neputy Treasurer. Absent: Wm. R. Utecht, Clerk.
Minutes of the special meeting of October 30th were approved as submitted.
Minutes of the special meeting of November 6th were approved as submitted.
Minutes of the regular meeting of November 12th were approved as submitted.

Boulevard Nilsen reported that the hedge on the boulevard of Gustav C.
Hedge. Hard had been removed.
Trailer on Coppini reported he had talked to Mr. Coleman regarding the
Boulevards trailer on his boulevard,•and Mr. Coleman has moved it.
All-night Mr. Flaherty, owner of Flaherty Bowling Lanes, 1550 Larpenteur
Bowling.. Avenue, appeared before the Council in person in response to
Mayor Nilsen's request that he and the Council talk over
Flaherty's blan to conduct all-night bowling on Thursday,
Friday and Saturday nights. Flaherty advised he had received
requests for all night bowling from many of his customers -
mainly people who work until 11 P. '~q. and would like to bowl
after they leave work at 11. Police Commissioner Don Arndt
recommended that bowling cease in time to have the bowling
alleys emptied and closed by 1:30 A.. Pit. which would give the
people time enough to get into their cars and away before our
Policeman made his final check before going off duty at 2 A. M.
It was agreed that this would be done, It was also agreed that
the Council would reconsider this matter if all-night bowling
becomes an accepted fact or if Mr. Flaherty and the Council
find the earlier closing hour works a hardship.
Court Village Attorney Graham said that Llyd Riley, Justice of the
Cases Peace, had asked him to prosecute a "Drunken Driving" case
if the defendant pleased "Not Guilty". The occasion did
not arise because the defendant pleaded guilty. Graham
recommended that if such a case should arise in the future,
Riley should set the trial ahead two weeks which will give the
attorneys time to gather evidence and prepare; and that an
attorney should be present to prosecute the case. This
suggestion met with the approval of the Council.
U of M Graham reported he had called Mr. O'Hearn, University Attorney,
Recreational regarding the lease. He said it had not been presented to the
Area Regents and apparently they were going to approve it as presented
in Graham's letter. He also advised that O'Hearn had consented
to moving the available fill from Falcon Woods No. 2 onto the
site. Graham also reminded the Council of the necessity of
moving the electric lines that come across the field to the
radio tower if and when the west end of the leased property
is used. Graham mentioned that the University had advised him
they are trying to sell the radio tower and there is a uossibility
of that coming down.
Mando Photo Graham advised that the A!fando Photo Company has purchased the
building on Larpenteur from Grudem Brothers and they will soon

Acceptance
of .Alley Work
be in and operating.
Pdayor Nilsen asked if paying the bills covering certain
street and alley work constituted acceptance of the work.
Graham advised that it ~!id not. If the work proved unsat-
isfactory, we would first get in touch with the contractors
and if we didn't get satisfaction from them, we could pro-
ceed against their bond. Ljungren feels the alleys are
0. K. Nilsen said the two alleys which were completely
worked "looked" fine. Coppini said the patched alley
looked real good now.
Meeting; It was moved by Nilsen, seconded by Shavor and unanimously
Dates. voted that we reschedule the meeting which would ordinarily
have been held December 11th to December 4th, and the
December 25th meeting to December 18th, both meetings to
open at 7:C0 P. M. The Clerk vas instructed to post notice
of change of meeting dates at the regular posting places.
Square Dancing. R~r. Vrrm. Britten's request for permission to use the Village
Hall for Square Dancing was read. After discussion, it was
moved by Shavor, seconded by Coppini and unanimously
voted that T~dr. '~ritton~be advised that the Village Hall
Floor is such that it should not be used for Square Dancing
and that Mr. Britten's request be denied.
Christmas After discussion, it was moved by Warkentien, seconded by
Lights• Nilsen and unanimously voted that Shavor be authorized to
spend approximately `20.00 for Christmas Lights to decor-
. ate the Village Hall.
License. After discussion, it was moved by Coppini, seconded by
Shavor and unanimously voted that Ralph Hermes be granted
permit #70 to sell Christmas Tr es at 1709 Snelling Ave.

Rills TKDA& It was decided to refer bills for Engineering Services
Assoc. ~ recently received from Toltz, King, Duvall, Anderson &
Associates to r~ir. Graham for checking.
Playground Mr. Curtis Larson was present at the meeting. After dis-

Heig_htsa unanimously voted to authorize Engineer Ljungren to spend
up to ~fi500.00 to move the available dirt onto the University
Playground Site from the stock pile located in Falcon ltioods
No. 2 -- the only cost to be involved is the actual trans-
portation of the dirt.
Surplus Civil It was moved by t~Iarkentien, seconded by Coppini and unan-
Defense imously voted to approve the purchase of items selected by
Supplies• Fire Chief Gordon Nelson from the surplus property of the
Civil Defense Department, such purchase price to be reim-
bursed to the Village by the, Fire Department. (.~51.lt0).
It was also suggested that Adelson check-the Civil Defense
stock from time to time to see if other needed items are
available.

Requisitions It was moved by Vdarkentien, seconded by Shavor and unani-
mously voted to approve the purchase of requisition #152,
dated September 5th, in accordance with specifications in
item 2 of Bert Slama's letter of October 2nd. (Light weight,
fine weave with Forgex Couplings, Lifetime Guarantee and
freight prepaid, 30 to !~5 day delivery. Plain white,
treated for mildew, etc. List price X1.14 per foot; r,0ur
,cost 97¢ per foot less 2~.)
It was moved by Vdarkentien, seconded by Shavor and unanimously
voted to a-prove requisition #153 covering sweeping compound,
scouring powder, plastic waste baskets, 1 bat-~ery hydrometer
and 10 - #63, 6 volt bulbs.

Collision Ins. It was moved by Warkentien, seconded by Shavor and unanimously
voted that the clerk arrange for :50.00 deductible collision
insurance on the police car at a cost of approximately X26.00
per year.
Thermofax ~ It was moved by Shavor, seconded by Coppini and unanimously
voted that we authorize the purchase of a used Thermofax for a
maximum price of X150.00 with the provision that the invoice
be pre-dated January, 1959.
