Nilsen, T.4ayor; George J. Shavor, Trustee; Paul L. Coppini, Trustee, and V1m. R. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney; Vlm. E. Olsen, Treasurer; Don Arndt, Public Safety Commissioner; Niclc Christensen, Building Inspector; Vern Ljungren, Village L~'ngineer, and 'r~thel E. b"o'hite, Deputy Clerk and Deputy Treasurer. Absent: Vdillis '"'arkentien, Trustee. The t~iinutes of the regular meeting of November 20th, 1958 tnrere approved as submitted. Police Dept. Don Arndt, Public Safety Commissioner, reported that the siren on the police car ha.d burned out and that it would cost ttisenty to twenty-five dollars to repair it. Arndt recommended the purchase of a 12 V. Siren which is the siren most commonly used throughout the area. After discussion, it was moved by Utecht, seconded by Shavor and unanimously voted to authorize Arndt to purchase a new, 12 volt, Federal Siren, at a net price of ~k60.00, installed. Arndt reported: The two courts took in ~9t~?..00. On December 2~th, Police Officer Johnson will go on duty at 6:00 P. ~~., check through the shopping center, +,hen go home to be with his children untiJ_ they go to bed, and come back on duty at 10. As representative of the Falcon heights Police Department, he turned over X35.00 and 6 gifts for the "Ken Johnson Fund". The Fire Department handled their own con- tribution. Arndt will check with other local municipalities regarding Police ~4anual and report later. It was suggested that the policeman check the skating rinks during the evening. It was decided that, starting the new year, we should ask for bids on our gasoline requirements. League of Mrs. Keye and ?~.Rrs. Cooper were present to represent the League Women of Vyomen Voters and were introduced to P?embers of the Council Voters and others present. Apartment George Membrez presented a preliminary sketch showing six pro- Building posed apartment buildings, to contain 100 one and two bedroom Fry and apartments. The plan showed set backs of 30' from streets on Larpenteur 'ooth sides, side yard 8' on North, off street parking for 100 cars with space 9'x20'. Construction to be of brick, stone and ceramic tile, with a mortgage value of about ten thousand dollars per unit. He asked if it would be permissable for builders to take out building permits for one or two buildings at a time, and was advised it would he. He said the builders had set a maximum completion date of three years, but hoped to complete the project within a year or so. He will submit completed plans to the Council within a few weeks. P~embrez also advised it would 'oe necessary for the builder to get permits for a 100 unit project because the cost of the land was so high - otherwise the deal is off. Alley Pu1r. Chas. ":~RcCullough, 1l~38 Iowa inquired as to how the alley Assessments. work recently completed was to be assessed. Ljungren advised he had the final figures and is about ready to go to the r4achine Accounting Department for preparation of the Assess- ment roll. Graham explained the assessment procedure to T~ric- Cullough; and asked that Ljungren give us, in letter form, the total cost of the three alleys and he will prepare a reso- lution to pass at the next meeting. 1~ ~.'?; Falcon Woods 1t2ilner W. Carley & Associate's letter of December ~tth was read. No. 2. It advised they had. completed. inspection of the server construction and grading and gravel base work. Inspection revealed that the work has been substantially completed in accordance with contract provisions. They are now in the process of preparing final es- timates for this work. They recommend the Council allow sewer connections to the newly constructed sewer. It was also suggested that after writing these people and giving them an opportunity to reply, we have the plumbing inspector check the various homes. Streets ~ There was a discussion regarding drainage, particularly on Idaho and. Simpson, Vern Ljungren thinks the only way we can handle this water is .through a pipe and run it into the existing storm sewer. Coppini said the water is not draining out of the alley back of the apartments, especially at the east end. It~was decided that this is a "must" first thing next Spring. Daps iy2ayox Nilsen asked Ljungren to get him some small Ramsey County Maps, showing just the main intersections, and George Shavor asked about an aerial map of the area. Ljungren will take care of these matters. Barthel Vill Letter from Attorney Greenstein was read. It stated: The offer X as of 2500.00 for the five lots is unsatisfactory. They would appreciate it if we would proceed'to have the sewer assessment abated. After discussion, it was moved by Utecht, seconded by Nilsen and unanimously voted that Graham be authorized to prepare forms for the sewer assessment abatement on the 5 Barthel Slillas Lots involved. Licenses. All requirements having been met, it was moved by Nilsen seconded by Coppini and unanimously voted to grant Master Plumber's License . #30 to Louis A. Hildebrant, 821 Cannon, St. Paul, 12, Minnesota, All requirements having been met, it was moved by Coppini, seconded by Nilsen and unanimously voted to grant Paster Plumber's License #31 to A. Walter Avoles, dba Avoles Plumbing Service, Inc., 779 B. 7th St., St. Paul, 6, Minnesota. All requirements },aving been met, it was moved by Nilsen, seconded by Coppini and unanimously voted to grant &Mster Plumber's license to b4yhrin K. Grudem, dba Grudem Brothers Co., 635 No. Prior, St. Paul,lt. All requirements having been met, it was moved by Utecht, seconded by Nilsen and unanimously voted to grant buster Gas Installer's license #122 to I:-lyhrin K. Grudem, dba Grudem Brothers Company, 635 No. Prior, St. Paul, !t, Minn. All requirements having been met, it was moved by Nilsen, seconded by Shavor and unanimously voted to grant Sewer Installer's license #23 to A. 4'1. Avoles, dba 'voles Plumbing Services Inc. 779 E. 7th St., St. Paul, 6, Minnesota. ~~..~~~ Road & Letter of November 24th from hoard of Ramsey County Commissioners Bridge was read. It. advised our apportionment was ~2,1t70.97 and Treasurer Fund ~ Olsen said he had received this amount. Sanitary Letter of November 18th, sum~±arizing sewer costs was read and Sewer filed. After discussion, it was moved by Coppini, seconded by Costs Nilsen and unanimously voted that Jay ~. Craig Company be paid X3,503.24 from the construction fund account, and that the bal- ance of $~6,l~7I~.71 due the Peter Lametti Construction Company be paid in the following manner: ~k270.00 by applying this amount as the Lametti portion of-the agreement to fix up the Falcon ~'doods No. 1 streets, and the balance of ~6,201~„71 by the payment of ~5,625.1~l~ from the Construction Fund Account and tkie payment of X579.27 from the General Fund. It was moved by Coppini, seconded. by Nilsen and unanimously voted that Toltz, Kings Duvall, l~nderson and Associates be paid the final ~4,255.51~ after the next meeting, , Sewer Insnec- Let..+,er of November 13th, from Toltz, King' Duvall, Anderson &c tion. Assoeiates~ Inc., reporting on the inspection of the sanitary sewer system at: the end of one year's service was read, Bert Slarna~ Village Seger Maintenance Supervisor, reported that they found a considerable accumhl ation of sand, black top, concrete' rocks, etc. when flushing the sewers. He attributes this to the large amount of street work dome this summer, and he reported. that they are baling this material out and giving! the sewers a thorough flushing. He does not anticipate so much of this 41foreign matter" in the future and expects they will be able to finish the complete flushing of the sewer system this week end if weather conditions are favorable. Requisition • It was moved by Utecht, seconded by Nilsen and unanimously #15l~ voted that Ib2rs. `stihite be authorized to call Northern States Power Company and ask that they send a servic® man out to repair the electric range in the firemen's quarters, Truck R~nta1 Stan Schultz advised. he had a one-ton truck, with steel floor . and sides on which he would carry 50 to 100 thousand dollars liability and property damage insurances and furnish gasoline which would be .available any day of the meek until !~ P. IvI,~ or evenings, by special arrangement, at X2.50 per hour, the Village to furnish a responsible driver, with a minimum guarantee of 10 hours, or X25.00 per month -- anything over the ten hours to be paid for at the rate of :2,50 an hour. The proposal met with the Councils favorable consideration. It was decidBd to try it out on a month-to-month basis -- Attorney Graham to first check into the matter of insurance. P)JRA Communication of Tovember 1958, from the Minnesota Retirement Study Association, was summarized for the Council by Utecht and filed. Venetian ~ It was moved by Utecht seconded by Nilsen and unanimously voted. 3linds that .I~rs, 'r'hite be authorized to order the- repair of one 'olind in the office and two in the dormitory. 1~.~~.~ Greater Letter of December lst from Dave Cartwright was read. It stated St. Paul he had. been asked to work with Rill Chenoweath to try and organize Safety a suburban section of the Greater St. Paul Safety Council. It Council was his su~*gestion that the Committee be composed of representa- tives from service organizations such as the Kiwanis, Junior Chamber of Commerce, Lions, PTA, etc. rather than municipal officials who are already overburdened with committee meetings and other time con- suming village services. After discussion, it was moved by Utecht, seconded by Coppini and unanimously voted to authorize Cartwright to organize such a committee. Parks and Letter from A. C. Kaechele, for Joe Garske, Chairman of the Playgrounds ~ Snelling-Iowa-Idaho Playground area, was read. It advised: They are meeting weekly. The skating rink and warming house are about finished, About 200 hours of citizens' time was expended. Out- right donations close to ~200.G0 have been received over and above the village's expenditures. They ask: Is there adequate insurance coverage for possible injury? They were advised Attorney Graham will investigate and get in touch with them. ~~`ho will pay for the oil required to heat the warming house? The Village will pay for the oil. V~hen lights are put up for the rinks, will we also include the v~rarming house? Vile will include the vrarming house and Psul Coppini will make the arrangements. ~Jho will control lights and will any paid supervision be available? the last two questions will have to be discussed but we are sure satisfactory arrangements can be made. Letter from Curtis Larson, Chairman of the bYest ^alcon Heights Playground Committee, was read. It advised they were enclosing a generalized map. Bernard Edmonds, Playground Consultant, had inspected the site and indicated that the layout is feasible in every way. The letter thanked the Council for its support and the funds to get the project started. They feel confident they can obtain the labor and funds necessary to complete the playground and that the people of the area can supply a major part of both. Removal of The matter of removing the stop ,signs on Garden at Arona was Stop Signs referred to Millis Y~tarkentien for his recommendation. Christmas George Shavor will take care of this matter and see that necessary Lights materials are supplied -- cost not to exceed ~2K.00. Building Nick Christensen, Building Inspector, suggested that on future Permit Com-nercial Work the fee be split 50~ to him, l~0~ to the Playground Fees Fund and 10~ to the Village. The Council accepted Mr. Christensen's offer and assured him of their appreciation of his generosity. Liquor There was a discussion regarding steps to be taken and necessary Store preparations to be made in connection with obtaining legislation permitting Falcon Heights to operate, or lease, on a license and percentage basis, a liquor store.
