The meeting was called to order at 7:00 P. P~., the following Council ?.2embers
being present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Krillis
6Yarkentien, Trustee; and Paul Coppini, Trustee. Also present were Frank N.
Graham, Village Attorney; Wm. E. Olsen, Treasurer; Vern Ljungren, Village
Engineer; Nick Christensen, Building Inspector, and Ethel E. White, Deputy
Clerk and Deputy Treasurer. Absent: Wm. A. Utecht, Clerk.
Minutes of the Canvassing Board Meeting of December 4th were approved as
submitted.
N!inutes of the regular meeting of December 4th, 1958, were approved as
submitted.
Street Re- Letter of December 18th, signed B. L. Gage, Gage Construction
surfacing Company, was read. It stated: Gave agrees to pay X51188.58 as
Falcon Woods their share of the resurfacing cost of the streets in Falcon
No. 1. Woods No. 1. The failure of this surface was due to condi-
tions not under the control of the Gage Construction Company.
Payment is being ~-ade not as an obligation but as an effort
to preserve the fine relations that have always existed between
the Village of Falcon Heights and the Gage Construction Co.
Falcon Letter of December 18th from Milner W. Carley & Associates,
Woods signed Vernon L. Ljungren was read. It stated he had viewed
No. 2. the work done on Prior from .Autumn to Summer, Summer from
~t4oore to Howell, Moore from Summer south to and including the
cul-de-sac, and Howell from Summer south to and including the
cul-de-sac; and finds that same has been fully completed
according to contract; and recommended that the Village pay
Avoles Contracting Company, the contractor, balance of
95.,634.94 due.
It was moved by Coppini, seconded by Shavor and unanimously
. voted to pay Avoles 94,634.94 out of the ^rage Escrow Fund.
Larpenteur Letter from Adilner 1Y. Carley & ~9ssociates, dated December 18th,
Avenue Imp. signed by Vernon L. Ljungren was read. Letter stated: County
& water main has funds to improve Larpenteur and plan to start work next
Spring. Project will start about ?_00' west of Snelling and
continue to the `Nest County Line. They anticipate constructing
a "City Type" section west to approximately the east edge of
the University property lying north of Larpenteur. From that
point west, they plan a modified "City Section" consisting of
4 concrete driving lanes with a media strip, a 9' bituminous
shoulder on each side and a shallow ditch for drainage. They
are considering constructing storm sewer under the "City Type"
section to discharge into the draw immediately west of the
Village Hall. They do not contemplate storm sewer under the
"?vodified City Type" section.
City of St. Paul cannot justify water main along Larpenteur as
part of their system. Work would have to be done by the
Village of Falcon Heights. Ljungren recommends water main
installation as far west as the University property.
It is the opinion of the Council and Nick Christensen that this
water main should be insta]1ed at least to the University
Property this Spring because of the proposed apartment project.

Extension of the line farther west should also be con-
sidered because the cost of pumps for proposed future home-
sites would. go a long way toward paying for the installa-
tion of the water main which would provide better fire
protection with the possibility of lower insurance rates.

regarding connection.

Company to list our telephones as outlined in their letter
of December 9th, signed by Joan Bigelow.
Falcon It was moved by Nilsen, seconded by Coppini and unanimously
Woods No. 1. voted to pay Ramsey County ~+a2607.16 for the work done by
them in Falcon y'4~oods ATo. 1.
Alley Assess- It was moved by Shavor, seconded by Nilsen and unanimously

2. The Village Clerk, with the assistance of the Village
Engineer, shall forthwith calculate the proper amount
to be specially assessed for such improvement against
every assessable lot, piece or parcel of land within
the district affected., without regard to cash valuation,
as provided by law, and he shall f__le a copy of such
proposed assessments in his office for public inspection.
3. The Clerk shall, upon the completion of such proposed
assessment, notify the council thereof.

Law suit Graham reported that Northern States Power Company had dis-

Lametti Heights.

Bond Int. & voted that the Clerk and the Treasurer should prepare a check
Principal in the amount of X66,542.08 on the Falcon Heights Sinking
payment Fund account in the Falcon Heights State Bank payable to
The American Na~ional 'ank, dated December 26th, 1958, to pay
interest and principal on Sanitary Sewer ~?onds due January lst,
1959.
Barthel Graham reported he had written Attorney Greenstein and told
Villas him we would proceed vrith the abatement of assessments in
January or February and asked him for additional information.
Proposed During a general discussion it was pointed out: If this

zoning, which has been in effect for many years, permits
building of many things such as garages or i:_akeries which
would be mores undesirable. Shavor will contact the Planning
Commission and propose a Public Maeting at which time this
matter can be explained to the people in the effected area.
Library Shavor reported the need for additional library service had
been discussed at the Ramsey County Public Official's
Association and that most of those present were in favor of
proposing a 2 mill levy for two years, but felt the matter
should be discussed v~~ith their local governing boards before
any definite action is taken. Circulation out here increased
37~ last year. r:~ta+.ter was held over for further discussion

San. Sew. Bert Slama's report on the flushing of the sanitary sewer system
Report was read and filed.
Police-Teen- Patrolman Jerry Johnson offered to work with the boys
age Coop. in the 14 to 18 age bracket. He will contact various
busir_ess men and talk with the boys about outfitting
teams. He will also work with the group in an effort
to organize teams and plan a program. It was the
opinion of the Council that a certain amount of time
spent in this manner woald be good and it was suggested
that Johnson Vrork with. Carl Kaechele on this matter..
Traffic The Clerk was instructed to contact 3111 Chenoweth, Iv.
Signs 4-3311, of the Highway Department and make the following
requests: Remove East and ~~~est facing stop signs on
Garden at Arona and place them facing North and South on
Pascal at Garden.
