The meeting was called to order at 7:00 P. M. with the following Council Members
present: Harold C. Nilsen, Mayor; George J. Shavor, Trustee; Paul Coppini, Trustee
and K:illiam R. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney;
Wm. E. Olsen, Village Treasurer; Vern J. Ljungren, Village Engineer, Nick Christen-
sen, L~uilding Inspector; and Ethel E. White, Deputy Clerk and Deputy Treasurer.
Absent: Willis ;4'arkentien, Trustee.
The ~2inutes of the regular meeting of January 22nd were approved as submitted.
The Minutes of the sbeci:~l meeting of January 29th were approved as submitted,
Rldg, It was moved by Utecht, seconded by Nilsen and unanimously voted
Permits: ~ that the building Hermit covering the rebuilding of the two 5-stall
garages at 15l~2 Snelling Drive be approved

It was moved by Shavor, seconded by Utecht and unanimously voted
that the permit for the construction of an lr3' x 4' steel construction
sign above Ghin's Kitchen, 1564 Snelling, be approved.
Street i,. Letter of February 4th, signed by Sigurd A. Bertels®n, Postmaster,
Names: U. S. Post Office was .read. It stated they were calling a meeting
in room B-5 of the A1~ain Post Office at 7:30 P. Psi. '!'hursday, February
19th for the purpose of cooperation toward eliminating duplicate and
similar street names. .Letter was turned over to Vern Ljungren who
advisesi he plans to attend the. meeting.
Froposed Letter of February 9th from the board of Ramsey County Commissioners
Authorization and s:i#ned by J. D. Swan was read. It stated that a meeting was
to construct being Held at 1 P. r.R. Friday, February 13th, 1959. The Ramsey County
& maintain Senate Delegation will meet at room 327, State Capitol Building to
highv~rays with- consider the proposed bill which would authorize the governing '~ody
out advertising of any city, village or town in the county to authorize Ramsey
for bids: County to construct and maintain any or all its highways without ad-
vertising for bids and permit Ramsey County to sell highway maintenance
and construction materials to other governmental subdivisions t~ercin.
Letter was referred to Engineer Ljun~*ren.

PERA: ~ It was moved by Utecht, seconded by Shavor and unanimously voted to
furnish Rut}i 'gown of the PERA office with information regarding
Jerome R. Johnson's salary and date of appointanentz
Parshall ~ Letter of February 4th, signed by Arnold M. Steffes, of TKDq~rAssoc.,
Flumes was read and referred to Attorney Graham who will contact Mr. Thompson
of the St. Paul Hater Department regarding use of water for flushing
at the metering station.

Fire Inspec- Copy of letter written by Chief Gordon Nelson to the Fire ^?arshall's

Larpenteur Engineer Ljungren reported he had talked to Knute Ancker of the
Ati-~;rnze Ramsey County Engineer's Office who advised their department is
Improve,nents working with the University of Minnesota trying to get an easement
for drainage doom through the draw. The Highway Department is
very much interested in drainage because of the proposed underpass.
They a.re vrilling to go along with the County in an effort to get
some type of sump area back of the fair grounds. They plan to
leave a.n opening for Hermes and Lindig, and provide an opening for
a future street at Lindig's. They plan to install storm sewer from
St. ~.gary's to Snelling, but there won't be any median strir until
just west of Fry Street. Regarding water pressure3Ljungren advised
Holzer told him pressure is no longer a problem
West F, Hy Ljungren advised Gage is still holding the dirt which we had planned
Recreation to move to the recreation area last Fall, and Graham asked that
Area; Ljungren let him know shortly before they plan to move it so he
can contact the University and see if this plan is still agreeable

Edmond's plan is about ready for presentation to the Council;

Posting Ljungrs3n advised that the State Law provides that all road liinit:~
Roadsa are considered 1~ ton from March 15th to May 15th unless otherwise
designated by the Council. It was remarked that the weather had
been bad for surface cracks -phis year, and it was recommended that
the Council make arrangements for posting our streets "3 ton limit"
at the next Council meeting.
Gutter Ljungren suggested running gutter line levels at Idaho & Pascal as
Line ?.,evels: yell as Simpson & Crawford for drainage check. It shouldn't take
over 3 hours, and inasmuch as they are perfectly dry, now would be
a good time to do this work„
Pumping It was moved by Nilsen, seconded by Shavor and unanimously voted that
'Stations we pay Ramsey County X3500.00 as part payment on our share of the
cost of the Ramsey County Pumping Station a~'i; the Gottfried Pit sub-
jeet too money being available for this purpose as determined by the
Village Treasurer.
Tree Trimming: It was pointed out that the trees on the north side of Larpenteur
were the only trees that were not trimmed by the Village. Inasmuch
as these trees are planted on private property and overhang public
property, it was suggested that the Depute Clerk all th prc~erty
owners a.nd ask if they objected to the village tr~mming ~he ees

cost to the owners.
Proposed Dave Cartwrigh~:,, Acting Chairman of the Planning Commission reported
Apartment that:the Planning Board had studied and discussed the proiect and
Fry at ~ recommended that the Council refuse to grant the building permits
Larpenteurs as being contrary to the best interests of the village because of
reasons outlined in the report of the Village of Falcon Heighta
Planning Commission as well as the report of Sherman S. Hasbrouek3
Planning Consultant, Petition, containing 30 names, protesting the
granting of a building permit for the construction of one or more
apartment buildings at the N. ~'V. corner of Fry and Larpenteur was
filed with the Council„
R4ayor Nilsen advised that the people requesting the permit have not
submitted final plans and specificat,ionsz
Recreations ` Trustee Coppini advised those present that the Recreation Committee
of the League of Women Voters has announced a public meeting on
Recreation to be held at the Village Hally ?~,4arch 17th, at 8 P. M.,
and - that A.Rayor Plilsen and re have been invited to participate in a
panel discussion along with the Recreational Committee Chairmen.
The citizens of Falcon Heights are invited. to attend,
