REGULAR MEETING 3/12/59
Meeting xas called to order at 7:00 P. M., the following Council Members being
present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien,
Trustee; Paul Coppini, Trustee and Wm. 8. Utecht, Clerk. Also present xere
Frank N. Graham, Village Attorney, Vern L~ungren, Village Engineer, Don Arndt,
Public Safety Commissioner and Ethel E. White, Deputy Clerk and Deputy Treasurer.
Absents Wm. E. Olsen, Treasurer.
The Minutes of the February 26th meeting xere approved as corrected.
Squad Car There xas a: discussion regarding the purchase of a new squad car.
Commissioner Arndt outlined the features he xas looking for and
Attorney Graham xill again check bidding requirements.
Truck parking The need for an ordinance regulating the parking of trucks xas
discussed, and after the discussion Coppini moved the adoption
of the folla~ring ordinances
Ordinance ORDINANCE N0. 51. AN ORDINANCE AMENDING ORDINANCE N0. 6 REGU-
No. 51 EATING THE USE OF HiC=HY~AYS r~TTHIN THE VILLAGE of FALCON HEIGHTS,
AND IMPOSING PENALTIES FOR THE VIOLATION THEREOF.
Seconded bf Shavor and unanimously carried.
Police Regula- Police Regulations xere discussed at length and Attorney Graham
tions will revise and. submit copies to Warkentien, Nilsen and Arndt
for their approval before submitting them to the Council.
Traffic There xas a discussion regarding placing a Policeman at the
corner of Larpenteur and Snelling at the rush hour to direct
drivers in the right lane to go xith the arroR to eliminate
some of the ru~ah hour congestion. Arndt thought it might
help and it xas decided to try it for a xhile.
Change of After discussion, it xas moved by Utecht, seconded b'7 Warkentien
Meeting date and unanimously voted that the meeting which would ordinarily
have been held on the 26th be moved up to March 19th because
the 26th falls on Holy Thursday.
Streets Water standing on the streets xas discussed. L3ungren advised
he is studying the matter and xill make his recommendations
later.
Parks & Memorandum from Curtis Larsen, Chairman, West Falcon Heights Play-
Playgrounds ground Committee xas read. Mr, Larson was also present. The
Council indicated approval of their plan to organize xith by-laws,
officers, committees, etc. in order to solicit and expend funds;
and to assembles the necessary manpower on a voluntary basis. It
is their plan to solicit contributions of time and. money, charge
membership fees, with the understanding that any monies raised
or equipment bought xould revert to the Village if for ar~r reason
the project has to be abandoned. The Council confirmed its
agreement to move what dirt they need from Gage's stock pile to
the playground site. Attorney Graham thinks it advisable to
contact the University before proceeding xith the xork -- 3ust
to check and see if it is still O, K. xith the University to
haul fill onto the playground site. Larsen expressed the hope of
their committee that the village would be able to contribute some-

Dater Meter- Letter from C. A. Flack, St. Paul Water Department, regarding

Seger Expense Bills from Rosetown Sanitation and reports from Plumbing
Inspector William Jastrow regarding expense incurred bT the
Village at 1369 Iowa where the connection was stopped after
being connected a few weeks, and where they found a broken
pipe two lengths from the boulevard into the street; also at
1453 Iowa where the contractor's hadn't put angr stub on lot
2, but had placed it beyond the line on lot 1, which is owned
bT the Village. After they had dug part way at the stub on
lot 1, they found they couldn't get required pitch. With
permission from Coppini and the Sewer Inspector, Rosetown
Sanitation went directly into the street and tapped the sewer
line, which still did not give them required pitch until they
cut out part of the footing, broke and raised plumbing
connections in the house. The Deputy Clerk was instructed to
send copies of bills and plumbing inspector's reports to Mr.
Steffen of Toltz, King, Duvall, Anderson Ke Associates.
