Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Frank N. Graham, Attorney, Wm. E. Olsen, Treasurer; Nick Christensen, Building Inspector; Vern J. L~ungren, Village Engineer and Ethel E. White, Deputy Clerk and Deputy Treasurer. Hearing It was moved by Utecht, seconded by Coppini and unanimously voted Lindig that the matter of rezoning the Wm. Lindig property which had Rezoning been continued until April 23rd, be continued until May 7th at 7100 P. M,, D. S. T. Bldg. permit It was moved by Utecht, seconded by Nilsen and unanimously voted F. H. State that Building Permit #674 for the Falcon Heights State Bank, in Bank the amount of 4k3000.00, covering improvements at 15l~4 W. Larpen- teur Avenue be approved if work is done according to the Building Inspector's directions. Fire Dept. Let+er of April 15th, from The North Oaks Community, expressing Mutual Aid their appreciation for the aid and help rendered by Falcon Heights Fire Department Tuesday, April 7th, was read and filed. State Fair Letter~of April 15th from Attorney Graham was read. It stated Matters that the Fair Board had ttea~ired the property immediately north of the present Fair Grounds and south of Hollywood Court fronting on Snelling. They do not plan to put any building on it, but plan to use it for inside parking. There will be no entrance from Snelling although there will probably be exits to Snelling from this area. It was decided that Mayor Nilsen will contact Mr. Baldwin and discuss the matter of screening, etc. Hustrulid Mayor Nilsen reported that taro of Hustrulid's Black Hills Spruce Trees Trees had been damaged by fire the night the Fire Department burned the tall grass and weeds on surrounding lots in an attempt to remove the hazard of an uncontrollable fire. It was moved by .Utecht, seconded by Warkentien and unanimously voted that the matter of ad3ustment or replacement be left to the discretion of Mayor Nilsen. Reassessment Letter of April 22nd from Attorney Graham was read. It stated of land val- he had checked with the County Assessor's Office and was told ues that they are re-assessing land values in the suburban communities because previously they had been assessed at a very low value. It was decided that Members of the Council would arrange an appoint- ment with the County Assessor when they will check into the matter of reassessing land values. Alley north Norman Johnson, 1701 Holton, anneared before the Council with a of Larpenteur written request signed by all the owners of property abutting between Holton this alley, asking that no further improvement or grading be done & Pascal and that the existing "No thoroughfare" signs be left in place. He said the people living on the alley wanted it closed to all automobile traffic, except that he could get an easement which would permit him to get in and out of his garage. He was told by Mr. Graham that this could not be done. The land is public property, a dedicated alley, and that the Village cannot stop the public from driving through. Attorney Graham further stated that it is unlawful for the residents to place at~y obstacles to through traffic in the alley. There is the possibility that 1206 after public hearings, the alley could be closed, the property sold tcj abutting property owners, placing the property back on the tax rolls and assessing to it the proper share of the sewer cost. Johnson said they ob3ected to trucks and cars speeding through. It was suggested that the Village might put a "10 mile Speed Limit" sign there and fine speeders. Mayor Nilsen said the Council would look into the matter further'and advise Johnson of their decision at a later date. Sevres In- Mrs. Rehrmall, 182b No. Snelling Drive, appeared before the stallation Council to state her position that when the sewer was laid, it 1826 No. should have been laid so that all property owners could hook up. Snelling She was told by L3ungren that the sewer had to be laid so it could be tied in with St. Paul's Sewer. Mrs. Rehrnrall stated the sewer straight out from her house was too shallow for them to make the connection at that point. That they were able to make the connection at another manhole further north, but this necessi- tated digging 70 feet further at an approximate extra charge of #200.00. The C lark was instructed to ask Keller Sanitation, the installer, and'VPm. Jastrow, the plumbing inspector, for written reports as to depth of plumbing and depth of sewer, after which the Council will advise Mrs. Rehrnrall of their findings and de- cision. Playground Mr. Stowe of the West Falcon Heights Playground Committee ad- vised the Council the County had dust about completed moving the fill onto the playground site and leveling it. He asked iP tha Village would help them grade the other portion of the play- ground area. It was moved by ~arkentien, seconded by Utecht, and unanimously voted that the Village make available necessary funds to complete final grading of the playground area and put it in condition for seeding, the cost not to exceed X400.00. Nilsen asked how they were coming along with finances. Stowe answered they had collected 70 or 80 dollars. They are thinking of requesting 15 to 25 dollars as a contribution. They hope to raise 5 to 7 hundred dollars. Roseville residents are cooperat- ing and plan to approach their Council for financial aid. They hope to raise enough for baseball equipment and swings and slides for the smaller children. They are thinking about holding a car- nival a little later on. Police car It was moved by Warkentien, seconded by Coppini and unanimously bids voted to authorize the clerk to prepare and publish request for bids on a squad car as per specifications approved by Public Safety Commissioner Don Arndt. Uniforms After discussion, it was moved by Nilsen, seconded by Utecht and unanimously voted that Don Arndt purchase two uniform shirts for H. J. Dachtera, Relief Policeman. Salary After discussion,. it was moved by Warkentien, seconded by Utecht Increase and unanimously voted that Jerome R. Johnson's salary be increased l~10.00 a month, effective May 1st, 1959. Traffic Warkentien reported a resident of North Albert called him asking Signs if it would be possible to post signs such as "Slow-Children Playing" or "VPatch out for Children" at the corners of Albert & Ruggles and Albert & Roselavrn. Arndt said the State would not permit posting anything less than a 30 mile spees~ limit and a surplus of signs might lead to a complete disregard of them. 1 f. 1 1207 Police After discussion, it was moved by Utecht, seconded by Warkentien Badges and unanimously voted that Arndt be authorized to purchase 1 set of 2 badges for the day time Police at X11.00. L~ungren suggested that the resolution be approved provided they furnish a modified median strip across the front of the .Village Hall property, including the parking lot, which is used by emergency vehicles compelled to use the welt door of the Fire Station. Attorney Graham discussed the proposed modifications with Knute Anker of the County Engineer's Office who assured Mr. Graham that the plans as ,submitted would be modified to provide a driveway to the parking lotand also to provide a modified median strip in front of this driveway, as well as in front of the Village Hall, since the driveway_is used by emergency vehicles. Resolution ' The adoption of the following resolution was moved Co by ins PP , seconded by Warkentien and unanimously voted: WHEREAS, plans for Larpenteur Avenue from 282 feet west of Cleve- land Avenue to Snelling Avenue, S.A.P. 62-630-01, showing proposed alignment, profiles, grades, sewers, and cross-sections, together with specifications and special provisions for the improvement of County State. Aid Highway No. 30 within the limits of the Village of Falcon Heights as a State Aid Project have been prepared and presented to the Villages NOW, THEREFORE, IT IS RESOLVED: That said plans be in all things approved. Investment After discussion, the adoption of the following resolution was Sinking moved by Utecht, seconded by Nilsen and unanimously voted: Fund RESOLVED that the Treasurer be authorized to purchase out of funds in the Sanitary Sewer Sinking Fund Account (Approximately X28,000.00) worth of U. S. Treasury Bills maturing January 15th, 1960, through The First National Bank of St. Paul, taking their safe-keeping receipt for the bonds purchased with the understanding that the bonds purchased will be sold in time to apply the proceeds on the January 1st, 1960 payment due on the Village of Falcon Heights Sanitary Sewer Bonds and Interest. Investment Letter from E. W. Spring, dated April 21st, was read as follows: Advice E, W. "In his letter to you of April 20th, Mr. Graham suggests that I Spring advise you prior to the April 23rd Council Meeting of ~r reaction to the suggestion for the purchase by the Village of U. S. Treasury Bills maturing January 15th,. 1960 recommended by Mr. B. B. Knopp. I would certainly have no hesitation in concurring in Mr. Knopp~s recommendation and I would also anticipate that if the bills had to be sold during the last week in December, the yield would be ax~proximately in accordance with Mr. Knopp~s estimate.e The Clerk was instructed to write to Mr. Spring, thanking his for his valued advice. Mr. Knopp recommended that the funds in the Sanitary Sewer Sinking Fund be invested in U. S. Treasury Bills maturing Janu 15th, 1960, which are currently available to yield approximately 3 He makes 1208 this suggestion because there apparently are no other maturities just prior to December 31st, 1959, when we will need the money, which will give as favorable a yield. He points out that we can sell these bills during the last week in December and in his opinion the sale will still permit us to yield in the neighbor- hood of 3.5~. Magnuson Letter of April 23rd, signed Norman Magnuson, Alladin Improvement Alladin In- Co., Inc., 1170 Selby Avenue, St. Paul, 4, Minnesota, was read. provement Go. It stated: They are returning 2 bills which were turned down by Seger Conn. the Village -- 1 from Louis Hildebrant, plumber, and 1 from Rosetown Sanitation, sewer instal ler, on their job at .1543 W. Iowa. They feel that these bills are ours. They fulfilled their job of checking sewer heights as to depth as listed on our map. They set the footing so that there was ample drainage to use existing stub on lot 1. The fact that the sewer was not set according to our map is not their fault. The Clerk was in- structed to send them a copy of the letter received from Mr. Steffen of Toltz, King, Duval, Anderson & Associates regarding this matter, returning the above mentioned bills to them at the same time. Trash Cans Paul Coppini presented a proposition whereby the Village would get the use of covered trash cans at no expense provided the rnmer could place them at strategic spots throughout the Village aril sell advertising advertising space on the cans. It was suggested that Coppini check the question of Village approval of ads acid report later. 1 Water cooler After discussion, it was moved by Coppini and seconded by Utecht that a water cooler be installed at the Village Hall. Upon taking a roll-call vote, the following note was recorded: Coppini, Aye; Utecht, Aye; Warkentien, Aye. Shavor, Nay.
