HomeMy WebLinkAboutCCMin_59May141213 REGULAR MEETING 5/11~~59 Meeting was called to order at 7:00 P. M., the following Council Members being present: Harold C. Nilsen, Mayor; George J. Shavor, Trustee; Willis Vlarkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Attorney Frank N. Graham; Vern L3ungren, Enp;ineer; Nick Christensen, Building Inspector; Wm. E. Olsen, Treasurer and Ethel E. V+ihite, Deputy Clerk and Deputy Treasurer. Squad Car Mayor Nilsen read the advertisment for squad car bids as pub- bids: lished in the Rose Tribune. He asked if there was anyone present who had additional bids to submit. Nobody had any other bids to submit. The Clerk then opened the bid received from Midway Ford. 1~4idway Ford quoted ~2It00.00 on a 1959 Ford Custom complete as ber specifications, less 1 - 1957 Ford "As is" May 15th X1050.00, leaving a net cash difference of X1350.00. Transfer of equipment to be made by Arth's Service for X35.00. Attached was bid bond on Anchor Casualty Company, St. Paul, made out to the Village of Falcon Heights for 10~ of the amount bid. Utecht moved that the bid be referred to Public Safety Commissioner Don Arndt for checking. Seconded by V~arkentien and unanimously carried. Minutes: The Minutes of May 7th were approved as submitted. Continuation Mayor Nilsen then reopened the Hearing on the Lindig Rezoning Lindig Petition which had been continued from ~iay 7th. Utecht read Rezoning: letter of PQay 1l~th, signed b3' C. K. Otis, Planning Commission. It recommended that the request for rezoning be refused and that a building permit for any building for this tract be de- nied until a study of the entire Village is completed. It also recommended a deadline of December 30th, 1959. Korstad: Korstad said in view of the Planning Commission's recommendation, their group would ask the Council to continue the petition for re- zoning until an overall study of land use for the remaining land in the Village could be comple ted. Shavor: Shavor stated nobody could come up with an ~"_~~-clad zoning ordinance no matter how long you study a Village. He doesn't anticipate we can draw up a r~lan that's final any more than any other community can. He doesn't think it practical to freeze this. It would tie the Council's hands, and if someone did come in with a request for a Building permit for a big buildings the Council would have to say "No, we can't do anything until after December 30th." He recommended that the Council deny the petition. It was moved by Shavor, seconded by Coppini, and unanimously voted that the petition for rezoning; the Lindig property as requested in the petition be denied. Spiegler Nilsen stated that in view of the Planning Commission's recommenda- Building tion that the building permits for the apartments be denied until Permit: the study is completed by December 30th, 1959, he didn't think the Council was in any position to discuss it tonight, He suggested a meeting of the Land Owner, a representative of the Builders, a member of the Planning Commission, and representatives of the Petitioners meet with Howard Dahlgren, the Planning Consultant, in 12111 an effort to come to some agreement, with Trustee Shavor representing the Council. It was moved by Nilsen, seconded by '~"~~arkentien and unanim- ously voted that the following men be approved as the committees Leo Ohman, Planning Commission, A. R. Klein and George Kulkay, Petitioners, R. W. Johnson, Architect for Spiegler Construction, Wm. Lindig, land owner, Geo. Shavor, Trustee, and Howard Dahlgren, Planning Consultant. George Shavor is to arrange the meeting for either Monday or VTednesday night - whichever night Dahlgren has free - and notify the other committee members. Hermes Bldg. There was a discussion of the various matters involved in Permit for the granting of a permit for these buildings, after which store, dairy- Utecht moved that the building Hermit requested by N. L. store & car Hermes be granted with the understanding that the water wash: connection for the car wash be made from the new 12'~ main to be constructed on the north side of Larpenteur and that part of the assessment for the new main will be against N. L. Hermes' benefited property. Also that ~:'r. Hermes has agreed to give the necessary easement ~:cross.,hs.property for the construction of this main; and to blacktop the area south and east of the buildings to Village standards; and to provide a curb as required by the Village Engineer. Seconded by Shavor and unanimously carried. Planning Nick Christensen, Building Inspector, asked how many members Co~nission: were on the Planning Commission. He was told there were 3 regular members and a couple ex-officio members. Drainage Engineer Ljungren advised plans were drawn and they were Pascal Rc ready to start the corrective drainage work at the intersec- Idaho: tion of Pascal & Idaho. They feel sure they can take care of the drainage by raising and lowering grade as required 100 feet all ~1 ways from the corner. Signs at Coppini read Slama's note describing the dangerous condition Iovra & at the dead end of Iowa and Snelling and Engineer Ljungren was Snelling: authorized to place as many luminous signs as he thought necessary at this location. Hoyt Ave. There was a discussion regarding curbing on the north side of Curbing: Hoyt from Snelling Drive to Pascal. Engineer Ljungren ad- vised that it wouldn't cost much more than X25.00 extra to stake the two blocks than it would to stake just the block from Snelling to Arona. It was moved by V~farkentien that the people on the north side of Hoyt between Pascal and Snelling Drive be permitted to put in concrete curbing at their expense, under the dif~ection and supervision of the Village Engineer - the Village to pay the cost of repairing the Gatch Basin in front of the Gammel res- idenee. Seconded by Shavor and unanimously carried. Fire Dept. After discussions it was moved by Ydarkentien, seconded by Convention Coppini and unanimously voted to authorize the expenditure of Expense: an additional X100.00 by the Fire Department for Convention Expenses. 1 1 1 1215 Dog Warkentien advised he had contacted a dog catcher and expects Catcher: to be able to hire him very soon. ~~ Curfew: Warkentien reported he had discussed the matter of the proposed curfew with members of the St. Paul Police Department who in- dicated they thought it was a mistake to change the curfew law to include the 17 year olds. The matter was tabled. Policing: It was reported that Officer Dachtera has had a passenger rid- ing in the Police Car. It was suggested that Warkentien contact Arndt and ask him to write Dachtera advising him that carrying unauthorized riders is an infraction of the Police Rules of which he has received a copy, and that a future violation of this rule would lead to suspension. Special It was moved by Utecht, seconded by Nilsen and unanimously voted Meeting: to hold a Special Meeting Thursday, May 21st, at 6:30 P. M, Water Engineer Ljungren and the Council discussed Ljungren~s proposed Systems plans for a Water System for the Village of Falcon Heights: No action was taken as the matter will require careful study= Bills: On motion by Warkentien, seconded by Nilsen, the following bills were ordered paid: Jerome R.
