Nilsen, Mayor; George Shavor, Trustee; Willis Warkenten, Trustee; Wm. R. Utecht, Clerk. Also present was Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent Paul Coppini and Wm. E. Olsen. Water Main Graham's letter of June 26th to Mayor Nilsen, advising he had sent Extension notice of Hearing on-Water Main Extension to Rose Tribune for Publication eras read, Also copy of Graham's letter of June 26th to the Rose Tribune advising he was enclosing notice of hearing on a proposed improvement of Larpenteur Avenue by extensi®n of water mains. It asked that Rose Tribune publish this notice torice•in the Rose Tribune for Thursday, July 2nd and Thursday, July 9th, 1959. Water fain Copy of letter of June 26th written by Attorney Graham to Knute Extension Anker, Ramsey County Engineer's Office was read. It advised Graham was enclosing two duplicate originals of the Highway Easement dated June 25th, 1959, covering the south 12' of the North ~5' of the Village Hall property. Graham also advised Anker he understood Anker would have copies made up and delivered to the County Auditor and the County Assessor. Shanley vs Graham's letter of June 29th was read. It stated Graham had been Village of advised by Attorney Claybourne that they have moved for a dismissal F. H. of the action. W.~F. H. Graham's letter of June 12th, to Curtis L. Larson, Chairman W. Playground Falcon Heights Playground xas read, It advised that the Village's Public Liability and Property Damage Insurance Policy in gntual Service Casualty Co., policy No. CGLb-961381 has been endorsed to apply to bodily in3ury liability and property damage liability of West Falcon-Heights Playground Association. Barthel Graham's letter of June 2bth to James F. Greenstein was read. Villas It advised it would be necessary for his client to present a signed verified claim form to the Village before the Village could refund assessment payment of $89.0? on each of lots 13, 1l~~ 20 and 21~ Block 1, Barthel Villas, covering the 1957 installments of sanitary nearer improvements. It Fund Acct. advised the American National Bank forprarded to the Village Clerk approximately $12,l~OO.OO which is the excess of the amount received fro~x the X33,000.00 worth of Treasury Bills which matured ,on June 25th, 1959, over the am©unt of 1620,600,00 needed for debt sertice on the Village sewer bonds July lst, 1959. Mr. Knopp of the First National Bank advised that some new Treasury bills would be available June 29th, 1959 to yield approximately 3.6£. S. Breasury Bonds yielding approximately 3.b~ and maturing December 31st, 1959. Seconded by Utecht and unanimously carried. Watermain Letter of June 25th from Milner W. Carley & Associates was read. Ex. Larp. Larp. Ave. Graham's letter of June 26th to Nilsen was reads It stated Graham Sewer Conn. had talked to Quayle of the Co. Attorney's office regarding ex- tending approximately 6 sewer stubs for a distance of 12 to 17' so that they will not be under the new cement pavement. LSungren indicated the cost of making necessary extensions before paving is completed would run X250 tol6300. It would cost about ~5~. apiece to make these connections in-the future if the pavement has to be broken to reach the stub. Quayle agrees the intelligent thing to do is put in extensions at this times but maintains County has nm liability. However, Quayle has agreed he will advise the County to split the cost with`the Village, the Village to pay one-half and the County one-half. L~ungren is proceeding with this work. Investor's It was moved by Utecht, seconded by Warkentien and unanimously Service voted that copy of letter from ~foody's Investors Service be referred to Treasurer Wm. E. Olsen for reply. Parks and Letter of June 23rd from Indianhead Truck Line, Inc., was read. playgrounds It stated: By action of the Board of Directors for'the Roseville Chamber of Commerce, it was Roland D. Wilsey's duty, as President, to advise it is the opinion of the Chamber that the West Falcon Heights playground is a private enterprise. As such, their by-laws would not permit them to engage or participate in furthering such a cause. The Clerk was instructed to send a copy of this letter as well as Warkentien's letter regarding traffic controls to Curtis L. Larson Chairman, ~fest Falcon Heights Playground Comm. West Faleon Heights Playground Association's minutes of June 11th were read. They indicate efficient planning and work which are showing good results. Parking Lot The condition of the parking lot ryas discussed and it was decided that Mayor Nilsen will consult with Ashbach's Resident Engineer pointing out that the Village expec4ts them to leave that lot jn as goad shape as they found it before starting the work on Larpenteur Avenue. Nilsen moved that a letter be written to L~ungren, Village Engineer, instructing him to get in touch with the County regard- ing placing the Falcon Heights Village Parking Lot in the same con- dition it was prior to the beginning of construction. Seconded by Shavor. Unanimously carried. 1 Intersection The Clerk was instructed to ask the Village Engineer for a report on Snell. & the progress of the study he and Dahlgren are making on this matter, Larpenteur and whether or not they had reported to D. O. Julep. Also what had transpired regarding the matter of help in financing the pro3ect. Incinerator After discussion, it was moved by Shavor that the clerk be requested to make. a survey of the refuse haulers in Falcon Heights re arding their feelings and recommendations regarding this matter. Seconded by Warkentien and carried. 1 1 L~ Lighting Shavor has agreed to talk to Douglas Fell regarding the matter Village and ask his recommendations as to fixtures and placement. Shavor Hall will report to the Council later. ._.. Hoyt Ave. Nilsen reported he had talked to Holffiboe and Holmboe advised him Storm they expect to start work on the Hoyt Avenue Storm Sewer Project Sewer this fall. Street Con- Nilsen advised Ed Pennig has agreed to act as Street Consultant sultant and that Coppini is a.t liberty to consult with Pennig if and when a problem arises where Coppini needs recommendations. Fi11 Sta. It was moved by Warkentien, seconded by Utecht and unanimously License voted ~to issue General Corporate License X74 to Farmers Union Grain Terminal Association authorizing them to operate a filling station at the back of their building at 1667 No. Snelling Avenue. ~ •_~~ Cig. It-was moved 'by Utechh, seconded by Warkentien and unanimously License voted to grant License`to sell at Retail Cigarettes, Cigarette papers, and Cigarette Ydrappers, X113, to Farmers Union Grain Terminal Ass'n., 1667 No. Snelling Avenue. MGI Licenses It was mooed by Warkenten, seconded by Nilsen and unanimously voted to grant Master Gas Installer Licenses as followss #127 W. G, Olinger, T. C. Furnace Co., 459 No. Snelling, St. Paul. #127 Irvin Grudem, Grudem ~3ros., 635 No. Prior, St. Paul Plumber's It was moved by Nilsen, seconded by Shavor that the following Licenses Master Plumber's Licenses be issueds #36 Myhrin K. Grudem, 635 No. Prior, St Paul, !~, Minn. ~3? Leon J. Katz, Katz Plbg. & Heat. Co., St. Paul. Riders Squad Nilsen moved that the Clerk xrite Don Arndt asking him to write Car Dachtera`advsing that his reply to Arndt's letter of May 19th had been received-and sent to the Village Office but had apparently been misplaced before the Council had a chance to consider it; and asking that Dachtera kindly send a copy of his reply to Arndt's letter of the 19th for the Tillage Council. Seconded by Utecht and carried. Policing Utecht in©ved that Warkentien write Ramsey County Sheriff asking that they send 'us a monthly report covering all calls involving the Falcon Heights Squad Car, reports to begin with June 1st. Seconded by Shavor and carried. Burn. Ord. It was moved by Utecht, seconded by Shavor and unanimously voted is No 5~ adopt ORDINANCE N0. 5~ AN ORDINANCE RELATING TO THE BURNING OF TRASH.
