Nilsen, Mayor; George Shavor, Trustee; Willis Warken- tien, Trustee and.Pau1 Coppini, Trustee. Also present xere Frank N. Graham, Village Attorney; Vern L3ungren, Village Engineer; Wm. E. Olsen, Treasurer and Ethel E. lYhite, Deputy Clerk and Deputy Treasurer. Absent: Rm. R. Utecht, Clerk. The Minutes of the Special Meeting of June 25th, 1959, xere approved as corrected. (Page 12l~5, under sewer stubs, »Highxay Department" xas changed to "County Engineers") The Minutes of the Special meeting of July lst xere approved as submitted. Kulkay Suit: Attorney Graham reported that Judge Gra~had filed his decision in the Kulkay Suit, finding that Ordinance 8 xas constitutional, and requested D~tr. Graham to prepare Findings of Fact, Conclusion of Lax and Order for Judgment. These papers should be prepared xithin another reek and Judgment xill probably be entered shortly thereafter. MGI License All requirements having been mete it xas moved by Warkentien, seconded by Coppini, and unanimously voted to grant MASTER GAS INSTALLER LICENSE #129 to Robert C. Neil, dba Neil & Hubbard Heating & Air Conditioning Co., 99 No. Snelling Ave., St. Paul, !~. Office Sup. It xas moved by Nilsen, seconded by Warkentien and unanimously voted to approve purchase of envelopes from Minnesota Envelope Company. It xas moved by Nilsen, seconded by Coppini, and unanimously voted to approve order for McClain-Redman-Scheldt Company for staples, onion skin paper, India ink,, 1 pen for use xith India ink, scotch tape and a pocket xallet. Rain Gage The matter of a rain gage for the Village Hall xas discussed. l~farkentien xill check and buy one if they don't run into too much money. Comm. & Ind. New commercial and industrial electric rate schedules and re- Elec. Rate wised residential electric rate schedules xere received from Schedules Northern States Parer Company and filed for future reference. Salary Sched- The Salary Schedule from the League of Minnesota Municipalities ule xas referred to ~Ifillis Warkentien for checking. Trash Cans The matter of trash cans xas discussed and Coppini reported that Korner Displays, Inc., xere a little reluctant about coming into our Village because our need for trash cans and y the advertising potential xas so limited. Fill Sta. License The change of operators at the Cities Service Station and the fact that they have not yet renewed thei li r cense xas discussed. Mayor Nilsen xill stop in and talk to them and report later. Village The leak in the roof xas discussed. The Deputy Clerk reported Hall it had been called to the attention of Roofings, Inc., 266 /~ s"~ Walnut, Ca. l~-9196, xho had done the xork December 13th, 1950, and given the Village a 10 year guarantee, and Roofings, Ync. had promised to send a man out to take care of it. Fire Dept. Letter of April 13th from the Village of St. Anthony, 200 Mutual Aid Kenzie Terrace, Minneapolis, 18, Minnesota was read, It Village of stated: At the regular meeting of October 18th, 1958, the St. Anthony Council passed a resolution xith reference to a Mutual Aid Agreement betxeen the Village of Falcon Heights Fire Dept. and the Village of St. Anthony Fire Department as folloxs: WHEREAS, The Village Council of the Village of St. Anthor~y desires to authorize the St. Anthony Volunteer Fire Depart- ment to enter into an arrangement xith Falcon Heights Fire Department xhereby each Department rill assist the other in case of ma3or fire emergency: NOIA', THEREFORE, be it resolved by the Village Council of St. Anthony: (1) That the St. Anthony Fire Chief, or officer in charge in his absence, is hereby authorized in case of a mayor emergency in the Village of Falcon Heights and upon the re- quest of the Falcon Heights Fire Chief, or officer in charge, to send such St.:Anthony Fire Equipment to Falcon Heights as in his judgment can be spared and in case of a mayor fire emergency in St. Anthony to call upon the Falcon Heights Fire Department for similar assistance. After discussion, it was moved by Warkentien, seconded by Coppini and unanimously voted that the Village of Falcon Heights adopt the follo~ring resolution: RESOLUTIONs WHEREAS, the Village Council of the Village of Falcon Heights desires to authorize the Falcon Heights Volunteer Fire Department to enter into an arrangement xith the Village of St. Anthony Fire Department xhereby each Department xill assist the other in case of mayor fire emergencys NON1, THEREFORE, be it resolved by the Village Council of Falcon Heights (1) That the Falcon Heights Fire Chief, or officer in charge in his absence, is hereby authorized in case of a mayor emer- gency- in the Village of St. Anthor~r and upon the request of the St. Anthony Fire Chief, or officer in charge to send such Falcon Heights Fire Equipment to St. Anthony as in his judg- ment can be spared and in case of a ma3or fire emergency in Falcon Heights to call upon the Village of St. Anthony Fire Department for similar assistance. Zncinerator Shavor xill discuss the matter with Brennan and report later. i Car Wash Klosterman was in and asked about the possibility of running a storm water drainage line into the storm suer pox going in on Snelling. He was told it was a County Storm Sevrer. It was suggested that Ljungren check the matter and make recommendations to the County. Larpenteur Ljungren reported he and Dahlgren had not completed their Snelling study yet. Ljungren had talked to Julep regarding the matter, Interchange at which time.. he estimated the cost of the study would be about X300.00. Ljungren feels this will also take care of Dahlgren's charges and Julep indicated the business men might be willing to pay half the cost. Julep and the business men are talking about multiple lanes. Ljungren does not think it practical. Thinks you would have to have a similar arrangement almost all the way to Arden Hi11s. Ljungren favors a diamond type interchange with immediately parallel service lanes sep- arated by a guard. rail or a grade differential. Fire Train- Ljungren advised that Northern States would furnish the Village ing Tower with the necessary poles when they take the poles down on Larpenteur. ~.~~~ Prater Main The water main extension was discussed and Ljungren submitted Extension a report on the estimated cost, suggested meter sizes, assessable frontage and service connection charges. V. H. lot Shavor moved that the Village Engineer be requested to revie~r the lot around the Village Hall and make recommendations as to its proper development. Seconded by Warkentien and carried. Sump Hole Graham advised it is necessary for us to contact St, Paul and get their permission before pumping storm water into the sewer. Zn the past the City has asked that we do not pump any storm water into the sewer until the peak load has passed. Graham will contact the City of St. Paul and set up the method of procedure to be followed in the future. Fire Chief Nelson suggested renting a pump rather than using Fire Department equirment for this work, It is possible to rent a high capacity pump for this purpose for about X36.00 for 2!t hours, we to pick it up and return it. Dogs Warkentien read proposed dog ordinance xhich was referred to Attorney Graham for checking. Parking Lot Coppini reported he had received complaints that there was a terrific amount of dust being raised on the parking lot at Applebaum's, Nilsen will contact Julep. Sump Hole Nilsen and Coppini will check on amount of water still standing Friday morning 7/10/59.
