M.,~ the following Council Members being presents Harold C. Nilsen, Mayor; Geo. 5havor, Trustee; Willis Warkentien, Trustee and Wm. R. Utecht, Clerk. Also present were Vern Ljungren, Village Engineer; Frank N. Graham, Village Attorney and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Paul Coppini, Trustee and Wm. E. Olsen, Treasurer. A written roll call was taken and there were 2$ citizens present. Mayor Nilsen read copy of Notice as Published in the Rose Tribune, Copy of Notice posted at the designated posting places and Affidavit of Posting. Nilsen said the extension of the roster main on Larpenteur Avenue has been under discussion for along time. Now that we have per- mission from the City of St. Paul to extend the water lines we think the time to lay it is before the Larpenteur Avenue Improvement is completed. Nilsen read the letter from the University of Minnesota in which they said they were xell taken care of as far as their water needs rorere concerned; that they also had an emergency arrange- ment with the City of St. Paul and that they were not interested in the extension of water on Larpenteur Avenue and would not benefit from it. Engineer Ljungren presented the public with copies of an information sheet showing estimated costs. Financing was discussed. It was pointed out that the total cost would be approximately ~657,338.~. There would be !~6l~0' of line from the center of Snelling to the point 726' east of the center line of Cleveland Avenue. Of this total footage, there would be 3986' of benefited property to be assessed at X7.25 per front foot; the balance to be put on general taxes and paid back by a system of connection charges when the lines were extended and service connec- tions made. It is anticipated that the interest rate will be 6~ and that bonds will be financed over a 20 year period. ~-Z r- ,~. ~. a.;; ~ The pressure at the end of the line would be about 21#. The nursery men felt this would not be sufficient. Ljungren replied Commissioner Rosen of St. Paul and Leonard Thompson of the St. Paul Water Depart- ment had indicated their approval of the installation of a !6100,000. water tank, probably back of the Village Hall, and the possibility of selling water to the Village of Falcon Heights at a wholesale rate, the Village to bill and collect water bills from it's residents. It was also pointed out that with the additional pressure, we in the Village should be able to reduce meter sizes, and water charges thereby, making it possible to recover the cost of the tank and necessary equipment and services. Inasmuch as there will be an ample supply of water' it was suggested that the pressure could be taken care of by installing a pump in the line until such time as the over-all plan could be submitted to the citizens of the entire village and a vote taken. Glen Fadden, 1735 St. Mary's, said this would be practical, inexpensive and entirely. satisfactory. It is being done all the time. Ljungren agreed. It was suggested by some of the citizens that we proceed with the over-all plan immediately but they were advised it wasn't fair to ask people who had just invested in new homes with new pumps to pay ~~~~~ for water lines at this time. It is the feeling of the Council that the future extension of lines should depend on the future development. The main thing is to get the line on Larpenteur- with the necessary crossovers and appurtenances at fhe cross streets to make connections possible when the various areas are developed. The people living on Larpenteur were asked for a show of hands as to those who were in favor of going ahead with the plan as outlined. There were 10 in favor of going ahead nox. Those who opposed going ahead now with the plan as outlined were asked to raise their hands. There were 7 opposed. Utecht moved the adoption of the following resolutions RESOLUTION ORDERING IMPROVEMEf~T AND PREPARATION OF PLANS WHEREAS, a resolution of the Village Council adopted June 25, 1959, fixed a date for the Council Hearing on the proposed improvement of Larpenteur Avenue from Snelling Avenue West to a point 72b' east of the center line of Cleveland Avenue by the extension of water mains, AND WHEREAS, ten days published notice of the hearing through two weekly publications of the required Notice was given and the Hear- ing was held thereon on the 13th day of July, 1959, at which all persons desiring to be heard were given an opportunity to be heard thereon NOMt, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS 1. Such improvement is hereby ordered as proposed in the Council Resolution adopted June 25th, 1959. 2. Milner W. Carley do Associates are hereby designated as the engineers for this improvement and they shall prepare plans and specifications for the making of such improvement. Seconded by Warkentien and unanimously carried. The following vote was recorded: Nilsen, Aye; Warken tien, Aye; Shavor, Aye and Utecht, Aye. Licenses All requirements having been met, it was moved by Nilsen, seconded by Utect and unanimously voted to grant MASTER GAS INSTALLER'S LICENSE to Tony Ferrara, Standard Heating Co., 1b9h Snelling Avenue, St. Paul, Minnesota. All requirements having been met, it was moved by Shavor, seconded by Warkentien and unanimously voted that MASTER GAS INSTALLERS LICENSE be issued to Willard Krinkie, Jr., dba the Snelling Company, 1lt00 St. AnthorYy Ave., St. Paul, !~, Minnesota. Bldg. Mr. Kroemer presented the Council with a letter dated-July 13th Permit from the Calhoun Realty Co. The letter stated they had recently sold property legally described as lots 35, 3b, 37 and 38 the Crossroads, Ramsey County„ Minnesota to ldr. Morris Cohen and asked permission for Mr. Cohen to erect a 1 story building having a frontage of 120 facing^Larpenteur Avenue and a depth of 70' to be used for the merchandising of retail men's furnishings. 1 i] U u n~ It was moved by Nilsen, seconded by Shavor and unanimously voted that the clerk write Calhoun Realty sending them copy of Ordinance 8 and asking that they submit plans so the Council can check and see if their plan, meets specifications including set-backs, parking and buffer strip. -.. Bids for Engineer L~ungren presented specifications for patching and bitum- Patching & inous seal coating. They were left with the Clerk and it was moved Bituminous by Utecht, seconded by Nilsen and unanimously voted that the Council Seal Coating meet at 5 o'clock P. M. August 5th for the purpose of receiving bids. Used After discussion, it was decided that the Village might as well sell Culverts some of the used culverts on hand.
