Nilsen, Mayor; George Shavor, Trustee; Will-is Warkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Vernon L. Ljungren, Village Engineer and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent Wm. E. Olsen, Treasurer. Driveway After discussion, it was moved by Utecht, seconded by Coppini and Hermes unanimously voted that the Village Engineer be authorized to furnish Greenhouse a letter to the County and State Highway Department to the effect that the Village has plans for the construction of Prior Avenue from Larpenteur Avenue North within a couple years and to request that the appropriate opening be left in the median strip. Water Main After discussion, it was moved by Nilsen, seconded by Shavor and Resolution unanimously voted that the following resolution be adopted: "RESOLVED That the St. Paul Water Department is hereby authorized to revise the Snelling Avenue Water Main to allow for the connection of the proposed 12" water main extending west on Larpenteur Avenue and that the Village of Falcon Heights hereby agrees to reimburse the St. Paul Water Department for its costs in doing this work es- timated to be approximately X2,250. as set-out iri the letter of the St. Paul Water Department dated June 26th, 1959." "RESOLVED FURTHER, that the Village of Falcon Heights purchase at cost from the St. Paul Water Department and hereby agrees to pay the St. Paul Water Department for the following materials: 1. Approximately 520 feet of 12 inch cast iron water main. 2. Two 12 inch gate valves with valve boxes. 3. One 12 inch by 6 inch tee with suitable plug." Two certified copies of the above resolution were given to Engineer Ljungren for presentation to the St. Paul Water Department. Ljungren's letter of August 5th to the Water Department was read. It stated they were delivering 2 sets of plans and specifications for the Larpenteur Avenue Water Main .Improvement and 2 executed copies of a resolution authorizing them to proceed with the work as shown on the above mentioned drawings. Ljungren's letter of August 5th addressed to Harry S. Bronson, County Engineer, was read. It stated he was attaching 2 sets of plans and specifications for the construction of watermain along Larpenteur Avenue to a point approximately 7261 east of Cleveland Avenue. Plans provide for main to be located 10 feet north of their south right-of- way line on Larpenteur from the east limits of the University property to Fairview Avenue and 10 feet south of their north right-of-way line from Fairview west to the Rose Hill Nursery property. The Village Council, at a special meeting of August 5th, 1959, authorized Milner W. Carley ~c Associates to contact Bronson, County Engineer, to make a re- quest for the use of the above mentioned right-of-way. Ljungren has contacted Robert Ashbach, of Ashbach Construction Company, regarding holding up finishing operations on the ditches in the locations men- tioned above until such time that the water main has been installed. ltgr. Ashbach is agreeable to this, providing the County issue a change ~.~~~ order authorizing this extension. Mr. Ashbach stated there would be no charge for this delay. L~ungren reported he had talked to McCubrey and Fadden of the Highway Department neither of whom see any reason why there should be any hold up on permission to work on the water main at Snelling and Larpenteur. Regarding the Booster pump, the water department likes to see the Hump above the ground. There is some question whether the Health Department will permit the under ground pumping station. They feel an above ground pumping station is easier to maintain and cleaner. Water Department has always required a pressure tank which provides a positive air brake between the pump and the main. L~ungren says he doesn't see how we could work up a reverse press- ure. A pressure tank wouldn't involve much difference in cost dust the float ~ralve and tank. They want pump and con trols above ground, but haven't definitely turned down the proposal. The pumping station would be 8 feet x 8 feet x 32 feet and if we have to put it above ground, it might have to go back of the Village Hall-and the line would have to go through the cross-over which would require extra pipe and increase the cost. L~ungren thinks we we might be able to resolve it with a pressure tank which won't cost much. L~ungren reported he checked the extensions of the two low bids and they appear satisfactory and correct; that, based `on past ex- perience in the Village of Falcon Heights, he would recommend that the bid be awarded to T. A. Schifsky & Sons, Inc., 603 N. W. 2nd St., North St. Paul, Minnesota, as the lowest responsible bidder. It was moved by Coppini, seconded by Warkentien, and unanimously voted that the papers be turned over to Attorney Graham for checking, and if found to be in order, that the bid be awarded to T. A.. Schifsky & Sons, Inc. Fry St. Letter of August 5th, 1959, from Vernon L. L~ungren of Milner W. Water Main Carley & Associates was read: It stateds "As per your request, we Extension have prepared a preliminary plan and have made afield inspection of the proposed extension of watermain on Fry Street from Larpenteur Avenue to Maple Knoll Drive, and wish to recommend as follows 1. That the proposed improvement is feasible. 2. We would estimate-the improvement to cost X36,750.00. 3. That the improvement may be carried out alone and need not be combined with another improvement." After discussion, it was moved by Nilsen, seconded by Warkentien and unanimously voted that the following RESOLUTION be adopted: RESOLUTION: Whereas it is proposed to improve Fry Street from Lar- penteur Avenue to Maple Knoll Drive by extending water mains from Larpenteur Avenue to Maple Knoll Drive and to assess the abutting property for all or a portion of the cost of the improvement, pur- suant to Minn. State. x.29.011 to X29.111, NOW THEREFORE BE IT RESOLVED 3Y THE VII~LACJE COUNCIL OF ZI-IE VILLAGE OF FALCON HEIGHTS, MINNESOTAs (1) The Council will consider the improvement of Fry Street by extending water mains from Larpenteur Avenue to Maple Knoll Drive in accordance with the report of Milner W. Carley & Associates, dated August 5, 1959, stating that the improvement is feasible and can best be caY~ried out as proposed, and the assessment of the abutting property for all or a portion of the cost of the improve- ment pursuant to Minn. State. l~29.011 to l~29.111 at an estimated total cost of the improvement of X6750.00. A PUBLIC HEARING shall be held on such proposed improvement on Monday, August 2l~th, 1959, in the Council Chambers in the Village Hall at 7:30 P. M. and the Clerk shall give Public Notice of such Hearing and Improvement as required by law. N0. NAT. GAS. It was moved by Nilsen, seconded by Shavor and unanimously voted Increase that the Clerk write. J. H. Gutride, Secy., Federal Power Comm., !~lil G St., N. W. Washington, 25, D. C. stating that the Village of Falcon Heights strongly urges that no further rate- increases be granted Northern Natural Gas and respectfully requests that their application be denied, with copies of the letter to go to Senators Hubert Humphrey and Eugene McCarthy, as well. as Representa- tive Jos. D. Karth. Art After discussion, it was moved by Shavor, seconded by Warkentien Lindig and unanimously voted that Art Lindig be authorized to construct a commercial sewer service connection but not be allowed to connect the building at this time - the service extension and stub to be built in accordance with the Village Engineer's Specifications and in accordance with the proper ordinances.
