Nilsen, Pdayor; George Shavor, Trustee; Willis Warkentien, Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Nick Christensen, Building Inspector, and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Wm. E. Olsen, Treas. Licenses All requirements having been met, it was moved by Nilsen, seconded by Coppini and unanimously voted to issue license #114 to sell at retail Cigarettes, Cigarette Papers and Cigarette Wrappers to Herbert Koch, Tom Thumb Food Market, Snelling and Larpenteur. All requirements having been met, it was moved by Nilsen, seconded • by Coppini and unanimously voted to issue license #53 to sell Non- Intoxicating Malt Liquors, off sale, to Herbert Koch, Polka Dot Dairy, 1705 Snelling Avenue, No. All requirements having been met, it waa moved by Utecht, seconded by Coppini and unanimously ,voted to issue SEWER INSTALLERS LICENSE #30 to Axel Newman, dba Axel Newman Heating & Plumbing Co., 1608 Como Ave., 5t. Paul. A11 requirements having been met, it was moved by Nilsefl, seconded by Coppini and. unanimously voted to issue MASTER GAS INSTALLERS LICENSE #131 to Richard W. Johnson, dba Midwest Equipment Co., 300 University Ave., St. Paul, 3, b4inn. All requirements having been met, it was moved by Coppini, seconded by Utecht and unanimously voted to issue MASTER GAS INSTALLERS LICENSE #132 to Ewald J. Finger, dba Equipment Supply Corp., 766 Cromarell Ave., St. Pauli !~, Minnesota. All requirements having been met, it was moved. by Coppini, seconded by Nilsen and. unanimously voted to issue NON INTOXICATING ARALT LIQUOR ON SALE LICENSES to the followings #23 Wm. S. After discussion, it was moved by Utecht, seconded by Coppini and unanimously voted that Pure Oil Co. be authorized to remove their building at 1525 Larpenteur Avenue between Snelling and A.rona. It was moved by Coppini, seconded by Warkentien and unanimously voted that Pure Oil Company's application for permit to erect a $28,000.00, estimated value, service station at 1695 Arona between Larpenteur and Crawford be approved. Signs It was moved by Nilsen, seconded by Warkentien and unanimously voted that application for permit to erect 2 signs each 7-1~2' high x 25' long, flat against the brick walls, from the Tom Thumb Food Market at 1705 No. Snelling be approved, Ponding Area Ljungren's letter of August 11th to the Minnesota Highway Dept. was read. It stated the Village of Falcon Heights grants per- mission to the Minnesota Highway Department to make soil auger borings in the vicinity of the Snelling Avenue - Idaho Avenue Ponding area. Borings to be used in the study of a drainage sys- tem in conjunction with the Larpenteur Avenue separation. W. F. H. It was suggested that the Clerk write Mr, C. L. Larson, Chair- playground man of the West Falcon Heights Playground Committee, asking that he attend the Council Meeting as soon as convenient for the purpose of reporting on their committee's progress. Minutes It was moved by Utecht, seconded by Nilsen and unanimously voted that the Minutes of May 7th, 1959, be corrected to include "Shanley Accident Claims After discussion, it was moved by Shavor, seconded by Utecht and unanimously voted that the Village Attorney be authorized to advise the Mutual Service Casualty Insurance Company to assert Governmental Immunity." Hermes Letter of August 6th from Harry S. ~3ronson~ County Engineer, Greenhouse was read. It stateds .Milner W. Carley & Associates advised Driveway the Village of Falcon Heights expected to construct Prior Avenue within the next two years. Under these circumstances, the County will provide the opening in the Larpenteur Avenue media .strip as requested at a*~proximately station 6!t ~ 80. Fuel Oil Utecht moved that the Thorn Coal and Oil Company be engaged to furnish the Village with fuel oil at 11.8¢ per gallon for the 1959-60 heating season. Seconded by Shavor and carried. Req. #157 It was moved by Coppini, seconded by Shavor that requisition #157 for the Fire Department be approved at Warkentien's discre- tion. Unanimously carried. Snell. Larp. Letter of July 30th written by E. J. Pennig to E. J. McCubrey, Intersection Highway District Office, 1250 University Avenue, St. Paul, was read. Mr. Pennig's letter outlined his su~*gestions for elimina- tion of traffic problems at this intersection. Utecht moved that the Mayor be instructed to write the Ramsey County Engineering Department regarding speed limits on Larpenteur Avenue as discussed by him. Seconded by Shavor and carried. Assessments Burton C. Spear, Dir., Ramsey Co. Mach. Acct. Dept. suggested that a copy of receipts issued of collections of assessments show- . ing the code number assigned to the affected property by their department be submi+ ed to their department for. checking purposes It was recommended we comply with this suggestion in the future. ~"'`~"'- r Robt. Hall Nick Stathos, Purchasing Agent, and Dick Ferris, Engineer, of Clothing the Robert Hall Co. presented their proposed plans to the Store Council, Nick Christensen, Bldg. Insp., and Howard Dahlgren, Planning Consultant. They agreed to meet Village requirements of a 20 inch footing, and to put in another entrance if re- quired. Dahlgren made the following suggestions: A 10 ft screening area along the north property line to be planted with a dense hedge a minimum of 5' high. Parking space to the westerly portion be set back at least 15' from the property line and that such car parking area be screened in a manner similar to that along the north parking line. A minimum of a 25' set back south of the north property line on the easterly and northwesterly corners of the parking area. That the full width of the property be used to provide adequate parking. ~. plot plan, as submitted, which would allow a total of 67 spaces with adequate ingress and egress. A single row of per- pendicular parking to the front of the building will enhance the appearance of the building and allow for a total of !~8' set back from the rear property line of which 38' can be used for parking and walking. No commercial driveway into Fry St. Deletion of the driveway entering the N. E. corner of the property and the substitution of a driveway on St. Mary's to the S. E. Second driveway off Larpenteur unnecessary and the ~ parking spaces thus gained are of greater importance. Driveway as indi- cated in S. W. corner of the property, though indicated to be a one way egress could be designed to serve as ingress as xell. Dahlgren recommends very strongly that the interior set backs and boulevard areas be sodded and maintained in a manner similar to that of the adjacent development. Dahlgren feels that the project, if developed in this manner, will be an appropriate use of the land in question and an asset to file Village as a whole. Stathos will advise his office sending suggested plot plan and letter outlining recommendations and let us know their decision later. Salaries Warkentien submitted. report dated August 7th covering recommendations on pay increases for the policemen. Utecht moved and Warkentien seconded that the hourly pay of the deputy sheriffs serving as policemen in Falcon Heights be increased 25¢ per hour, making the hourly rate $2.25, effective August 1, 1959. Professional It was decided to restudy tine proposal submitted by Carl Gardner Planning & Associates, Professional Planners, regarding a study of the entire Village and recommendations as to over-all land use; zoning; permitted use in various zoning classifications; and a restudy of the zoning classifications setting out definite uses for the different classifications. Dahlgren thought it would be ~ti~r advisable to start in October and that it would be satisfactory if a small payment were made this year and the balance in ~ monthly payments starting after the first of the ,year. Volunteer Nilsen moved that the checks for D. Pantzar, $11.00; Hal Newell, Firemen 961~t:00; and R. Luey, 912.00 for fire and drill time be held up since the Council has never had an opportunity to confirm these men, nor has there been any physical examination as to their health. Seconded by Conpini and carried. Ordinance It was moved by Warkentien, seconded by Utecht and unanimously No. 55 voted that Ordinance No. 55 - AN ORDINANCE AMENDING ORDINANCE No. 39 ENTITLED 'SAN ORDINANCE REGISTERING AND REGULATING THE KEEPING OF DOGS." be adopted; that same be published and that we order 400 copies of the ordinance printed.
