HomeMy WebLinkAboutCCMin_59Sep3_SpecialSPECIAL MEETING SEPTEMBER 3, 1959. 1291 The meeting was called to order at 7:l~0 P. M., the following Council Members being present: Harold C. Nilsen, Mayor; George Shavor, Trustee, Wm. R. Utecht, Clerk.. Also present were Frank N. Graham, Village Attorney, Nick Christensen, Bldg. Inspector and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent: Willis Warkentien and Paul Coppini, Trustees, and Wm. E. Olsen, Treasurer. Car Wash Harold Klosterman appeared before the Council and said they want to get water. Mayor Nilsen advised that the contractor had hoped to move the digger in Wednesday, but it broke down in Buffalo. 'T'hey expect to be able to move it tonight (Sept. 3rd) and start work tomorrow. It was agreed-that a check from Klosterman to the Village for ~875.0o would be sufficient as the initial payment on the connection charge - the Village to bill him for any additional charge, if necessary. Klosterman was advised that Engineer L~ungren will help them lay out the grades for blacktopping. Minutes Minutes of the special meeting of August 10th, 1959 were approved as submitted. Minutes of the special meeting of August 11th, 1959 were approved as submitted. Minutes of the regular meeting of August 13th were approved as submitted. ' Minutes of the special meeting of August 25th were approved as submitted. -Minutes of the special meeting of August 29th were approved as sub- mitted. ' Sinking After discussion with respect to the ~Ll1.,000, in the Sanitary Sewer Fund Sinking Fund Account which should'be invested, it was moved by Utecht, seconded by Nilsen and unanimously voted that the following resolution be adopted: - RESOLVED that the Village invest the funds currently available in the Sanitary Sewer Sinking Fund Account in ffi22,000. face value, U. S. Treasury Bills maturing December 31st, 1959, or earlier, and in lk19,000. face value, U. S. Treasury 3-1/~ Treasury notes maturing May 15th, 1960: That the Treasurer and 'the proper officers of the Village purchase these bonds through the First National Bank of St. Paul and direct the bank to keep the bonds in safekeeping for the Village until they are needed to make payments on the Sanitary Sewer Bonds and interest. Douglas Messrs. Rees, Julep and Goldman appeared before the Council and Rees presented plans for a 50' addition to the west end of the building. Business Analysis from Carl L, Gardner ?~ Associates, Professional Planners, Block was read. There is some question as to whether proposed parking will be adequate. It was suggested by Nilsen that he contact J. W. Hawks of Carl L. Gardner & Associates and try to arrange an appointment for a time when Hawks, Rees, Nilsen and Shavor could make a field inspection. Nilsen to notify Rees. This was agreeable to Mr. Rees. 1292 Streets Due to the illness of NIr. Gage, the street work in Falcon Falcon Woods Woods No. 2 has been delayed, but should be done. Attorney No. 2. Graham will check to see if it is possible for Mr. Gage to contract for the work to be done according to Village Specifi- cations and under the supervision of the Village Engineer, thus saving time, which is of the essence, due. to the late- ness of the season. Intersection A4ayor Nilsen reported on his conference with the Minnesota Snelling &. State Highway Officials and advised that they realize some- Larpenteur thing should be done to widen this intersection and that they hope to cut the islands back this Fall. The County is also urging that this work be done this Fall. Drainage The Highway Department are also proceeding with plans to nut a gravity flow from the grade separation on Snelling to the ponding area between Idaho and Iowa. Their borings showed good seepage possibilities. They plan to cut the drainage pond down ]~ feet. Their plans at present would involve a fifteen to twenty thousand dollar expenditure by the Village as against a thirty to forty thousand dollar expenditure by the State - the State to pay the City of St. Paul the entire cost of enlarging the Hoyt Avenue Storm Sewer to an extent that would permit pumping during the peak load.
