SPECIAL MEETING 9/28/59
The Special Meeting was called to order at 7:30 P. M., the following Council
Members being present: Harold C. Nilsen, Mayor; George Shavor, Trustee;
Willis VJarkentien, Trustee and Wm, R. Utecht, Clerk. Also present were Frank
N. Graham, Village Attorney; Vernon L. Ljungren, Village Engineer and Ethel
E. V`~(hite, Deputy Clerk and Deputy Treasurer. Absent: Paul Coppini, Trustee
and Wm. E. Olsen, Treasurer.
Water Due to the fact that quite a few people are interested in
Testing having their pump water tested, the Council has agreed that any
samples delivered to the Village Hall with a payment of X5.00,
will be taken to the Testing Laboratory by the Policeman for
analysis and report.
Hearing Fry There were about 11 people present. During the discussion
Street A..ttorney Graham advised that we are constructing the line along
Watermain Larpenteur, but due to the fact that we had had to change our
plans from an under-ground pumping station to an above-ground
station at a considerable increase in cast, and were having
difficulty obtaining a suitable location, the pump and station
might not be started until next Spring, maybe not until next
June or July. Korstad, chairman for the Maple Knoll Group
advised that the P~aple Knoll Residents wouldn't be able to
derive any benefits without the Pumping Station and they would
prefer to hold up on their offer to the Fry Street Residents
until the Pump and Pumping Station were installed. This was
agreeable to the z~eonle on Fry Street.
Utecht moved that, in view of the situation with respect to
the pump and pumping station, the Hearing on the Extension of
the Watermain on Fry Street be terminated. and this proj2ct
dropped for the time being. Seconded by Shavor and unanimously
carried.
Melvin Spiegler of the Spiegler Construction Company stated
they are anxious to have the watermain laid on Fry Street far
enough up to take care of their last building.

V~arkentien moved that Engineer Ljungren be authorized to negotiate
a Change Order with Herbst Construction Company to-have the
watermain extended approximately 307'. north on Fry Street, and to
authorize the work to be done upon the deposit with the Village
of a certified check to cover the cost of the extension, plus
10~ for legal, engineering and other expenses. Seconded by
Shavor and unanimously carried.
After discussion, upon the recommendation of Engineer Ljungren,
Shavor moved that the water line connection charges be set as E~;~'

Salaries There was a discussion regarding salaries of the Police and
Fire Departments. No definite decision was reached.

Ramsey Co. The Clerk was instructed to advise Forrest Schmid of the
Municipal Ramsey County Municipal Officials Association that George
Officials Shavor would be Falcon Heights representative on Suburban
Association Sanitation and Willis V~arkentien on F3urning Ordinances.
Special It was moved by Nilsen, seconded by Shavor and unanimously
Budget voted to call a special meeting at 7:00 P. M. Thursday,
Meeting October 1st, for the purpose of reviewing our budget for
the coming year.
