CALL TO ORDER: 7:35 P.M. B. Informal Site Plan Review – Buhl / UrbanWorks Plan for Housing Staff Liaison Lynch gave an overview of the proposal from Buhl and UrbanWorks for a 100-unit affordable housing apartment complex to be located next to Amber Union Apartments. The property is zoned R5M which allows apartments units with a maximum of 40 dwelling units per acre. She went over City Code requirements and explained that due to the number of variations from Code this project would require (parking, height, setback), a PUD would be the best way forward. The Planning Commission discussed the project and asked questions about parking, visuals, and other requirements. David Miller from UrbanWorks, Peter Deanovic, and Harrison Mohagen were in attendance to address questions and comments from the Planning Commission. Commissioners also thanked Buhl for bringing back a plan for the site that would be more in line with the vision for the City. 2. Larpenteur-Snelling Corridor Study – Steering Committee Updates Kim Lundquist from WSB was in attendance to go over next steps for the Larpenteur-Snelling Corridor Study. The Planning Commission agreed to change the name of the study to the Larpenteur and Snelling Corridor Development Study. Kim Lindquist explained the next steps would be to hold the Community Meeting at City Hall at 7:00 PM on October 18, 2023. Mayor Gustafson will be in attendance to give a welcome presentation to the community and then the rest of the meeting will be held as a drop in with maps and other information for residents to ask questions and comment on. The Commission continued by discussing the drafted community survey and changing a few items in that, and finally discussing the three focus groups needed for the study. D. ADJOURN 9:10 PM
