Nilsen, T.Iayor; George Shavor, Trustee; Willis 1Piarkentien, Trustee; Paul Coppini, Trustee and T~'!m. R. Utecht, Clerk. Also present were Frank N. Graham, Village Attorney; ti'!m. E. Olsen, Treasurer; Vern Ljungren, Village Engr.; Nick Christensen, Bldg. Insp. and Ethel E, White, Deputy Clerk and Deputy Treasurer. The TRinutes of the regular meeting of October 22nd were avproved as submitted. Zoning taps Letter from the N. W. Refining Company, requesting zoning maps was read, The Deputy Clerk was instructed to write them advising we did not have any zoning mans for distribution but we do have them on file if anyone wishes to come to the office and look at them; and that we expect to have zoning maps for distribution after our Planning Program has been completed. Aerial Utecht moved that the n.~ayor be authorized to write Frank ?~~farzitelli~ Photos Deputy Highway Commissioner, asking for 2 copies of their blue line prints of Falcon Heights and environs for planning use, the village to pay for same. Seconded by Coppini and carried unanimously, Bifulk Letter from Bundlie and Kelley in Mr. Bifulk's behalf was read, Property It was moved by Nilsen, seconded by Utecht and unanimously voted that the matter be referred to Attorney Graham. Physicals It was moved by Utecht, seconded by Nilsen and unanimously voted Volunteer that the neputy Clerk be instructed to write Gordon Nelson, Fire Firemen Chief, advising him that Rodney Olsen has not yet turned in Doctor's statement certifying tha~ he is in good physical condi~ tion, and the Council requests that he do so or they will have no recourse except to hold un his check. Licenses All requirements having been met, it was moved by Utecht seconded by Nilsen and unanimously voted to grant ~4ASTER PLU~;~BER'S LICENSE #1~1 to John E. & James R. °~ZcQuillan dba D.~cQuillan Bros, , l~15 Selby St. Paul, 2, "~:linnesota. Bonds After discussion, it was moved by Nilsen, seconded by Utecht and unanimously voted that the matter of reducing our bond requirements for sewer, plumbing and gas installer licenses be referred to Shavor for study and recommendation. Playgrounds It was moved by Utecht seconded by V~~arkentien and unanimously voted that Curtis L. Larson, Chairman of the West Falcon Heights Playground Committee, be authorized to contract for about ~2lt5.00 worth of material needed for their skating rink and warming house. It was moved by Coppini, seconded by T+d~rkentien and unanimously voted that Carl Kaechele, Acting Chairman of the Iowa Playground Committee be authorized to contrae~, for about X185.00 worth of material needed for their skating rink•and warming house. n ~- r^ ~~~v Claim ?.?rs. Telephone There was a discussion regarding the telephone bill and. +.,he Deputy Clerk was instructed to ascertain the location of the extensions and bells and advise the Council, also to check whether the r^5.00 item was the entire cost of the Civil P.ir Defense ldarning or just the Village share. Watermain It was moved b;,~ Nilsen, seconded by Shavor a.nd unanimously voted that the following resolution be adopted: F4ESOLUTION DECLARING COST TO BE ASSESSED A.ND ORDERING PREPARATION ~OF PROPOSED ASSESS~~:~ENT I,ARPENTEUR AVENUE WATER~~"CAIN AND PL"'ZPIPdG STATION ITi~PROVE'=~?E?~T. WHEREAS, a contract has been let for the improvement of Larpen- teur Avenue from Snelling Avenue to a point 726 feet East of the center line of Cleveland Avenue by the extension of a water- main, and the total cost of the improvement, including a pumping stati~~~ is estimated to be X98,000: D10W THEREFOFcE, HE IT RESOLVED BY THE VIII:AGE COUNCIL OF FALCON HEIGHTS, r~,4IAh~ES~~TAs 1. The cost of such improvement to be specially assessed is hereby declared to be ~~28,900. 2.. The Village Clerk with the assistance of the Village Engineer shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land ~rrithin the district affected, vrith- out regard to cash valuation, as provided by laws and he shall file a copy of such proposed assessment in his office for public inspection. 3. The Clerk shall upon the completion of such proposed assess- ment, notify the council thereof. The Deputy Clerk was instructed. to send same to Yvm. H. Hite, 1760 Snelling Drive. Requisition It was moved by Nilsen, seconded by ~'arkentien and unanimously x#159 voted that the Fire Department be authorized to buy 4 Firemen Rain Coats, 1t pairs of Firemen Rubber 'foots, 6 Spanner carenches and 3 Spanner belts on the -market if unable to het them through Civil Defense Channels. Larpenteur Avenue from Arona to Snelling Service Drive be supplemented with plates bearing "Except Saturday, Sunday & Halidays". Traffic I:,loyd Riley,Justice of °eace, suggested that Traffic Tags be Tickets stamped or rewritten so as to enable people getting tic kets far parking to remit the X2.00 fine by mail rather than having to make an appearance in Court. The matter was referred to Atty, Grahama.nd the original of ticket I~Io. 2001 was given him for his use in this connection. Volunteer Letter of November 3rd from tYie Falcon Heights Volunteer Fire Fire :dept. Department, signed by Operational Officers G. Tdelson, V. Hermes, A. Helbig, G. Baden, P~. Dowdell, H.. Nelson and E. ti~ioehrle, regard- ing rejection of Hal Newell, an applicant for membership in the Falcon Heights Volunteer Fire Department was read. Also P,?ayor Nilsen's letters to Chief Nelson and the Falcon Heights Fire Department Relief ~'~ssociation. Ther~vras a general .discussion as to the need for revision of the book. of rules, and, possibly, the ordinance. The matter requires. further study and no definite action was taken. Attorney Graham was requested to work with the Operational Officers on the contemplated revisions, if requested. 1~tater It was moved by Nilsen, seconded by Shavor and unanimously voted Connection that the Clerk be authorized to vrrite N. L. Hermes requesting Charges that he remit X1080.00 to cover the connection charge for the 3" water meter at the Car V'rash, by November ?_~th, 1959. Change of It was moved by Utecht, seconded by Coppini and unanimously Meeting Date voted that the Regular ~?eeting scheduled for November 26th be moved ahead to November ?..lath because of the fact that November 26th is Thanksgiving Day. Candidates Utecht informed those present that P:Trs. PaDelford, League of `Meeting ~'~omen Voters, had made reservations for the use of the Village Hall Tuesday, December lst, 7:30 P. ":Z., for the Candidates '?eeting. Vince Landis asked vrhat had been done regarding rezoning the 3ifulk Property or any other part of Crawford Street. P"ayor Pdilsen replied that we didn't know what the Planners would recommend but he assured them that no changes would be made without a Public Hearing of which the residents of Crawford Street tivould be advised. There was a complaint abou+, the .grade of the new Pure Oil Parking lot draining water into the alley and Engineer Ljungren was asked to check a.nd report to the Council. Sign Laundro- It was moved by Shavor, seconded by Copnini and unanimously mat voted thj+, the 3uilding Inspec±.or be authorized to grant permission for the Laundromat to erect the sign requested provded it was placed flat against the building instead of projecting over the sidewalk. Sign Falcon It was moved by A1ilsen, seconded by Coppini and unanimously Leigh+s voted that the ?3uilding Inspector be authorized to grant State dank permission to move the Falcon Heights State Sank Sign if Engineer Ljungren can recom^~end a location that would be sat- isfactory to a.ll parties concerned. (Rees, the bank anr' the Highway 'Dept.) 1 !''F (_J ,hs Planning In view of the fact that Nick Christensen, Building Inspector, Commission had moved out of the Vi7.lage, it was felt that it would be difficult for him to attend Planning Commission meetings although he was willirsg to continue to serve on the inspecting. Due to the circumstances outlined above, it was moved by Nilsen, seconded by ti~trkentien and unanimously voted that Geo. N. Croft, Jr., 1860 No, Tatum, a competent builder, be appointed to succeed Nick Christensen as Building Inspector and to serve on the Planning Commission. It was moved by Nilsen, seconded by Shavor and unanimously voted that Nick Christensen be designated as Deputy Building Inspector, and do the building inspecting. It was moved by Utecht, seconded by Nilsen and unanimously voted that Nick Christensen be commended for the very fine job he has done as Building Inspector; also for his generosity in donating a large portion of his Commercial Building Permit Fees to the Playgrounds. 14atermain Engineer Ljungren reported the watermain had been completed and tested satisfactory. There is still some driveway and cleanup work to be done and he will contact the contractor in this regard. Ljungren sugges+„ed that, the Fire Department be furnished equipment for taking water pressures at the hydrants and that a record be kept. He arras asked to study the matter and make recommendations as to procedure. Ljungren advised he had talked to Hermes Floral. Hermes have decided to abandon their plan for a 5'k main, and =are making arrangements for a ~" line. Ljungren also advised that their firm, r~Pilner V~, Carley & Associates, had been named as Engineers for the State on the Snelling Avenue and Zdaho tivork, including drainage. Fire Dept. The discussion reverted to the Volunteer Fire Department and the letters which had passed between the ntIayor and the Chief as well as the Relief Association and it. was moved by Utecht, seconded by Coppini, and unanimously voted that the ~.7ayor be instructed to vrri±e a letter to the Chief of the Fire Iepartment and review from the official minutes an d records of the Village of Falcon Heights; and, in that letter, fully outline the action of the Council in refusing to confirm Hal Newell for membership in the Falcon Heights Volunteer Fire Dept.
