Sinking Fund After discussion, it was moved by Shavor, seconded by Coppini and. unani~!ousl~y voted that, the following resolution be adopteds ~u RESOLVED, that the proper officers of the Village be and they hereby are authorized and directed to invest up to X7,750. out of the Village of Falcon Heights Sanitary Sewer Sinking Fund in U. S. Treasury bills due Jur_e 22nd, 1960, and that after .these bills have been purchased that.. they be held in safekeeping by the First National Bank of St. Paul for the Village of Falcon Heights. Spiegler Letter from Robert'u'~, Johnson & Associates, Architects for Apts. Fry Spiegler Company, tivas Tresented to the Council by the senior Street ~!Rr. Spiegler. Letter stated contractor could use wood sheathing or insulating boar? sheathing at his oy~rn option; the City Archi- tect's Office in S±. Paul Hermit the use of insulating Hoard sheathing as an equal optional installation, that they, Robert Vl. Johnson & Associates, prefer insulating board sheathing and listed some of their reasons. -Nick Christensen, 3uilding Inspec- tor, as-reed that insulating board sheathing would be satisfactory. It was moved by Coppini, seconded by Shavor and unanimously vo±,ed that Spiegler be permitted to use the 25321° Insulite sheathing as requested in the construction of the Fry ;>treFt Apartments. It Licenses stated, in Hart, that he ~:aes not believe the Village of Falcon Heights should require Village of Falcon Heights Plumbing Licenses and R~~rmits to be obtained by plumbers doing ~rrork from the connec- tion to the watermain through the meter. Our ordinances do apply to any and all plumbing work done from the meter on ~rrithin a house and the plumber must be licensed by the Village of Falcon Heights and must first take out a hermit from the Village of Falcon Heights. 1 1 1 ~t ~ ~S Pump Copy of Roseville's Ordinance jj285 regarding pumps, vrhich eras Ordinance sent ±o ±he F`~lcon Heights Vi~_lage Council by Jack Stadler, Bureau of `ialuations, St. Paul, was read and referred to Attorney Graham for his attention. Pumping Sta. After discussion, it was moved by Nilsen, seconded b~T Shavor Gottfried. Pit and unanimously voted that the ClArk be authorized to make a payment of X3500.00 to Ramsey County to apply as a payment on the Village Share of the cost in the amount of °13,969.65, on which a payment of X3500.00 has been made, leaving a balance of ~fi10,1~69.65 which proposed payment will reduce to X6969.65. Payment to be made prior to Becember loth„ Engineer's I~~ungren advised that their fee is 7/; 25q of which is for Report preliminary work, 50~ for plans and specifications, and 25/ for supervision. All work has been completed on the Fry Street Extensions and they recommend that. this main be accepted by the Village, Total project cost X2098.91, Spiegler's deposit was :"2023.56, leaving a balance of `75.35. After discussion, it was moved by 6^+arkentien~ seconded by Shavor and unanimously voted that the Fry Street ti~atermain to service Spiegler!s northernmost Apartment, be accepted; and that. Spiegler be sent a bill for the difference of X75.35, enclosing a copy of ~~rley's letter, Carley's letter of November 24th, regarding the Larpenteur Avenue ?~~~"atermain was read. Total cost to date is ?563,2.02..l~3. Construction of the main itself along Larpenteur h.as been coma pleted, inspected and found acceptable. Several items of clean up work remain. It is their opinion X500.00 would cover this work, and their recommendation that X1,000.00 be withheld from Herbst Construct~.on to assure completion~of this work next spring. Carley has prepared an estimate covering work performed by T~ A. Schifsky & Sons, which includes an item in the amount of "255.00 covering work which was to have been done by Herbst. However, Schifsky included this item in his bill to the Village. Rather than have new verified account statements and estimates prepared Carley allowed this item to remain in the Schifsky bill and de= ducted an equal amount from the money due Herbst Construction. Several items of work remain along Larpenteur Avenue for vrhich the Village will have to pay. There are approximately 7 more driveways to repair and. some redressing with topsoil. Ljungren reported he had received requests for street lights in Falcon Vdoads #2 and that he had advised residents to get a letter to him signed by the residents who wanted the street lights, and to get the signatures of the abutting property owners. Ljungren reported he has recommended to the state that they provide storm sewer for Snelling Brive to Crawford, to Arona and to Larpenteur in connection with the new Snelling Avenue underpass. Ljungren advised St. Paul had checked water pressures without the electric pumps and found 19# at Snelling & Larpenteur, 18## at the car wash, 1~#~ at Fairview and Larpenteur. Later that day they turned the electric pumps on and. tests showed 35# at Snelling ~ Larpenteur, 3!T# at the car wash, and 33# at Fairview & Larpenteur. Ljungren will contact Waterous to obtain equipment for testing water pressures at the hydrants (cost about °10.00) and he feels sure he and the fire department can make arrangements for taking pressures and keeping a log. Ljungren requested that the status inquiry covering T. A. Schifsky &. Sons band #90-b70562 with ~.7aryland Casualty Company, which he had signed, be returned to ~,2aryland Casualty Company, 2t~19 Nicollet Avenue, Pliinnea.polis, r~innesota. Ljungren reported checking on the feasibility of the pumping station on the apartment property as proposed by Tdayor i~iilsen as a possible solution and said that his preliminary computa- tions indicate that it sounds logical.
