REGULAR T`EETING DECEr.TBER 10th, 1959.
~~eeting was called to order ~t 7z35 P. ~;~., the following Council P:Tembers
being presents Harold C. Atilsen, D:7ayor; George Shavor, Trustee; ti'Tillis
Vlarkentien, Trustee; Paul Coppini, Trustee and V'm. R. Utecht, Clerk. Also
present were Frank P1, Graham Village Attorney, iPTm, E. Olsen, Treasurer; Nick
Christensen, ~3uilding Inspector and Ethel E. V~rhite, Deputy Clerk and Deputy
Treasurer.
The P.?inutes of the Regular i~;?eetin~ of November 2l.~th were approved as submitted,
Skating Utecht reported he had had several requests to flood the two vacant
Rinks lots at the corner of Pascal and Larpenteur. The Deputy Clerk was
instructed. to contact the owners asking their permission and offer-
ing to keep the weeds cut during the vreed season in return for the
privilege of using the lots as a skating rink each winter until
buildings are erected.
Visitors Janet Cimbura and ?!.1ary Ellen Dachtera, World Affairs Class,
Ramsey High Cchool were present. Also the following boys from Boy
Scout Troup 213 who are now studying citizenship: James Heille, 1533
Sheldon, St. Faul; P.~t Sheehan, 1503 W. Hoyt, Falcon Heights;
Stephen Tschida, 1L~15 No. Albert, St. Paul; Dennis Hanson, 1502
'y`3. Idaho, Falcon Heights and Dennis Amrihien, 1395 Arona, St. Paul.
~~ayor Nilsen welcomed the young people and told them not to hesitate
to speak up if they had any questions.
Insurance Utecht reported the bids for insurance had been referred to Frank
Graham for checking; that Graham had checked them, found j:1ut.,.ual
Service Casualty Insurance Company's bid low, and that the order
for insurance had been rriven to ?!,4utual Service Casualty. It was
moved by Coppini, seconded by Nilsen and. unanimously voted that
the awarding of the bid for insurance to r'?utual Service Casualty
Insurance Company be approved,
Newspaper It was moved. by Utect, seconded by Shavor and unanimously voted
Publicity that copies of the P.~inutes be sent to the Rose Tribune where they
will go over them and write up a news story for public~.~tan as news,
Penalty better from Dr. ''asil regarding sewer rental penalty charge was

Rental that, according to the ordinance, the Village has no alternative in
the -utter of charging penalties -- if the bill is not paid on time,
we must charge the penalty and, if necessary, certify the amount

Greater Letter from David P. Cartwright was read. It advised that .the
St. Paul Greater St. Paul Safety Council meetings have been changed to

efforts Drill be made for an organization in the suburbs, especially
among high school s+„adepts. I±- was moved by Nilsen, seconded by
Coppini and unanimously voted that Cartwright be asked to attend
the Safety Council ~+Teetings, as Falcon Heights' representative,
again during 1960.
Dog com- The dog complaints were read.. It i^aas moved by Utecht, seconded
plaints by Coppini and unanimously voted to refer the dog complaints to
Varkentien who will have the policeman investigate them,

License All requirements having been met, it ti^ras moved by Utecht, seconded
by ~F;arkentien and unanimously voted to approve license f,~'77 f_or
two additional gasoline pumps at the Pure Oil Station, Larnenteur
and Arona.
~?F Ind. Utecht reported that two representatives of the BIF industries
had called at the clerk's office and advised that the charges
on their invoice covering order 31522 vrere high on all items
except the relay, and +„ha+, they would credit future work
agains±. the amount paid, saying it vrould rrobably take about
3 more ca1_ls to offset the overcharge. It was moved by rlilsen,
seconded by Shavor and unanimously voted ghat, the clerk ~^~rite
the service manager of '3IF advising; him of statements made by
their representatives.

Jury Attorney ^raham outlined the procedures involved in a Jury Tri.-zl
mrials and .a.dvised that, 'fir. Friel, of their office, vrould meet v:ith
Justices Hindermann and ~?iley to acquaint them ;with the procedures.

Bids gas, Shavor moved that the Clerk obtain bids for the Village's
oil, etc. 1960 requiremen+s of gasoline, both higr. test and regular,
oil, filters, lubrication and other normal main+enance
services, advising tha± the Council reserves the right to
award each bid separately. Seconded by "~arkentien a.nd carried
unanimously.
Fire There Uras a lengthy discussion regarding the Volunteer Fire
Dept, Department and it was the concensus of opinion that a meeting
should be arranged between the Volunteer Fire Department and the
Council for the purpose of working out -problems involved as soon
as convenient.
Correspond- i,etters from Attorney Graham regarding the sanitary sewer sinking
ence fund, insurance bids, Larpenteur t':venue watermain project and
the ~'ifulk claim were read and discussed.
Insurance The Deputy Clerk eras instructed to contact Bob Johnson, Chairman
of the Insurance Committee, asking him to check the Insurance
Policies as ~,^~*rit,ten by i;%,utual Casualty Insurance Company.
Sewer There was a discussion regarding the advisability of billing the
Rental sewer rep tal on an annual basis as requested by a few residents,
Billing and it eras decided +ha± we should continue billing on the same
basis as St. Paul, and in the interests of better accoun+ing
practices, bill everybody on the same basis - quarterly as in the
east.
Posting There was a discussion regarding posting phaces and. Coppini was
